“NEWS BY THE MAIL Our Washington Correspendence. Wasuineron, January 23, 1851. British Encroachments at Nicaragua—The State Department— Resignation of the Chief Clerk of War Department. I have reason to believe that there will be no an_ pate shy swer to the resolution of inquiry passed by the Se- | windward nate last week, with reference to British encroach- | to Porto ments in Central America, till after the arrival of ane Perry the Nicaraguan Minister, daily expected. The | ¢ onthe. ‘Bhe will mill stop ‘at Porto Prays for provi- State Department, as I stated some time since, can- mot have any official information confirmatory of the newspaper accounts of Mr. Cha‘tield’s doings, or it would have been, ere thie, communicated to the Senate; and there is, therefore, a manifest propriety in awaiting the arrival of an accredited officer from Nici who will be able to give reliabie informa- tion, be: adopting any course which the real cir- cumstances of theease may require, but ot which the head of the State Department is at present officially uninformed. The country may rest satistied, pond ever, ien in regard to the encroachments of England, and ‘will insist upon the carrying out of her treaty with us ia a fair and unequivocal spirit. If anything were required to show that he bas no European sym, es, his-recen: admirable and truly rowed can letter to to Mr. Hulsemann would be amply sutfi- cient. T happen to know that, more than six months ago, Su Henry Bulwer pledged himself to Mr. Claytoa, then Secretary of State, that Mr. Chatfield, the od- noxious Briush t in Central America, should be r and be declared that he had Lord Pal- merston’s authority for saying so. There is every reason to believe that Mr. Chatfield has been re- called ere this, and the next news from Central America will probably bring thisintelligence. tis a matter inwhich Sir Heury Bulwer is directly pledged, and if not carried out, will lead ences not favorable to the honesty of pu ibat gentleman. ‘he Committee on Foreign Affairs, in the Senate, is prepared to reper! in favor of an iacreased cleri- al fexee in the State Department. This increase hes been called for by cessive Secretaries of Srate ance Mr. Caihou time, and the present Secretary of State has renewed the application. At present, the force in the department entirely in- edequate; the Comsslar Sureau, for instance, being upabdle even to answer the letters re: ceived, much lees to collate the valuable information which the con: uls ehould communicate, for the information of the government, with regard to the commerce of fo- reign nations. There are but thirteen clerks at resent employed in the department—there having een searcely any increase of clerical force since the establishment of the government. Your remarks upon the unity and good begen 2 exising between the stveral members of the @ miuistration, were eminently just end true. It, however, greatly annoyed the Sewardites, who were in hopes that they might be able to foment mischief, and use the cclumasof the Herald to pro- pagate their falsehoods Geo. T. M. The statement of one of the Herald’s corres- poaden’s, and contradicted by another, respecting an alleged misunderstouding between the Presi- dent and the Secretary of State, amounts to just this, and no more:—The article which appeared in the Buffalo Commercial Advertiser was taken to Mr. Webster, who subsequently, in a playful way, called the attention of Judge Hall, the Postmaster General, to it. Judge Hali stated that he had not seen the ar- ticle, but would like to see it. The next day Mr. Webster sent the copy of the paper containing it, to him.
