NEWS BY THE MAILS3 | eee Our Washington Correspondence. ‘Wasmineton, January 14, 195). The Reported Trouble between Bdessrs. Fillmore ana Waebster—The Nicaragua Treaty. The story which you published in a letter fromg Washington, of a difficulty between Mr. Webdsteg? and Mr. Fillmore, in consequence of an artich@ having appeared in the Bugalo Commercial Adverd trser, stating that Mr. Webster was not a candidat@ for the Presidency is, I have the best reason te know, wholly false. It was first put in circulation byt », | Mr. Seward, whether as a joke or not, I cannot sayg and bas doubtless been forwarded to you by som@ one who was greenenough to believe it—er for nog very cseditable reasons, chose to circulate an ung truth. Whatever views either Mr. Fillmore or Mr} Webster may have in connection with the Preeig dency, if any, they are not made the subject off cabinet conversations—least of all such a convery sation as that reported te have occurred. is no reason why Mr. Webster, however, not aspire te the chief ma; aod ther few, 1think, who would not cae could bring’to that office sntellect of order, and talent fer _sepenet. wo that w. aa wally occupied the W. ite House. ‘Seward and his myrmidons are actively Pal 2a) rol in trying to foment mischief, df hay on oan, bot tween Mr. Fillmore end Mr Webster, but they must try some deeper game than the one just 0° ticed, before they can tucceed. It would be weld for the President were he to ct decidedly at onca towards the Seward clique, instead of contin to heap favors upon them. The fable of the man and the viper was never more forcibly Ln trated than it is being now, in the manner in whisky ie 4 ied of the administration are beiny d tT ine ute As soon as the minister from the State of Nicara> a arrives, the whole treaty negotiations withy at country will be opened, and a treaty concluded. which will leave nothing doubiful or in a hive. Thave no doubt but that Mr Webster will take care and see that our interesta do not sufler, thatthe meddling policy of England will not be pera ted to interfere with the rights of any o! ‘our citizens. The practical understanding of the Monq roe doctrine, which is not to permit Europea « gressions on this continent, where they will be ikely to interfere with our interests, will dou » loam find an able advocate in the present Seeret.ry State. Wasninotox, Jan. 14, 1851. * Another Fugitive Slave Case for the Presi lent’ Consideration. 1 enclose to you a copy of a very interesting letter, written by the Hon. W. A. Richardson, off Illinois, to Millard Fillmore, President of the Uni= ted Siates, on the subject of the Fugitive Slave law, and to which no answer has as yet been ret: neds Here it is:— Hover or Rernesentatiy ns, Deo, 2. 1550 The Paesinenr or tHe Uniren Btares > — Bin—I ask the removal of A. The columns of the Herald will, 0 doubt, bring the matter at once to the conside= ation of Congress and ef the public. Where is tho Union Safety Comautitee ? PB. Wasurnotoy, January 15, 1851. Sprightly Morning wm the Semate—A Lutile Breeze on the Negro Question— Mr. Clay enlarges upon the African Slave Trade—Mr. Hale's Fue gitive Law Petitton—A Question of Compulsion —Mr. Foote and the Senate give tt up—The Free Farm Question. This fifteenth day of January will be remembered in Washington as remarkable in two particulars—= first, that the day itself is like a May morning, warm, soft, brilliant, and with a balmy breeze from the South; and, secondly, that it has been unex. pectedly and particularly remarkable for the inte- resting proceeding in the Senate on the negre question. The speech of Mr. Clay, upon the presentation of several petitions in favor of African colonization, and the suppression of the African slave trade, was marked by all that sagacity, liberalivy, and fearless independence for which he is so justly distinguish- ed. His exposition, from the public documents, of the progress of the African slave trade, is sufficient- ly notorious; but has attracted too little the atten- tion of Congress. It appears that within five years, from 145 to 1849, no lese than one hundred and seventy-three thousand slaves were landed at the single port of Rio Janeiro, from the coast of Africa; and that within the same period ninety ves sels, built in these United States, fer this express business, have been counged init. These vessels gooutto Brazil ostensibly in the honest business of commerce--there they secure sea letters to the coast of Africa, under which, protected by the American flog, they are enabled to go with out molestation. Thea the crew, if it does nat submit to go into the busine @ cargo of slaves, niseed; and Amencam sailors often thus are left 10 perish on the ilen= tial coast of Africa. The squadrons watching the African coast and the Brazilian coast, have proved afeilure. The ve trade has rather been stimu. lated than suppressed; increased, instead of being diminished. The coflee plantations of Bras vil require slaves, and they wul be paid for while coflee is indemand. [tis suggested that Ameri« can sea levers, ft Brazil 10 the coast of Afneay should be denied, there being ao other trade bee tween the two shores than the slave trade. The petitioners pray that a line of ovr war steamers, ox 4 line of steam packets, he est rblished to ran to thi coast of Africa, #no watch the slavers; but Mr.’ Clay eloquently urged the coloaization of the coast of Africa as the oaly efficirn: ineaus of suppressing this abominable trathe.
