California Land Claims— Mr. Gwin's Bilt— BM, Benton's One of the most dificult subjects yet to be settled : by Congress, is the settlement of land claims ia the. ‘State of California. It is a subject which involves interests to an amount of millions upon millions of dollars. Itis a question which covers every acr@ of land in California, and conflicting disputes to various tracts, parcels, and lots of land, betweem hundreds and thousands of claimants. According to the decision of Congress, or the board individual claimants, occupants, or holders of land in California, may lose or gain to the extent of thous sands, aad even millions of property. There are various tenures to land titles in Calix, fornia. There are claimants under grants froma old Spain—claimants under grants or purchases made under the government of Mexico—claimanta, under titles obtained from the Pueblo Indians—andl pre-emption claims of squatters, &c ,&c. We vend ture to say that nearly all the lands capable of cultivation in California, and Jarge portions of th@ mining districts, are covered with Mexican and Spanish land claime, and that it will be found that Uncle Sam will have buta small quantity off land to dispose of in California, adapted to perman, nent settlement. Some twelve months ago, Mr. Wm. Carey Jones (son-in-law of Col. Benton), was sent out to Calie fornia and Mexico to gather all the information possible in regard to this matter of land titles im California. ing well versed in the Spanish lan— guage, and a lund title lawyer, Mr. Jones returned with @ mass of interestiag and valuable informa= ion, collected from the old #rchives at Monterey, n California, and trom the government records he city of Mexco. This imformatien was for the enlighienmest of the department of the [ateriorg having the executive rol of the public lands, The Department, puzzied with the perplexities of this land business, aud lacking al authority off jaw, has been waiting the acuoa of Congress upom these California claims, while between the old sete lers, the speculators, and the squatters, the buai« ness is daily, becoming more complicated and dif ficult of adjustment. Mr. Gwin’s bill, which was before the Senate to-dey, provides for three Commissioners to settle, 2 these land claims in California, who shall hold! their eersions at such mes and places as the Pree . sident shall direct. Persons clammy land under, Spanith or Mexican titles shall sudmi. the same toe be exemined by the ees the board to be ey by the Mexican treaty, law of nations, &c. &e., their decisions upon the validity or inv lid” on such titles Brction 7. Benton opposed this bill as violating all treaty stipulation ot oe of national faith, national law, and individual rights; his instance, the bill was postponed to iatrnany next, when we may expect Old Bulhon to give particular fits. hat it is the old Senator cees im the bill so monstrous, we expect then to leat The eubject is a vast one; and the Senate wisel reed to postpone it till after New Year's day ‘there are come immense land speculations mix up in this business, which the debate upon the will probably bring to light Our Baltimore Correspondence. The general opinion of those that have perused the excellent reports of the, examination in the Herald, is, that the right of prow perty im the man is fairly proved by the cleimanty and that, if he is not gt , the law is virtually @ dead letter. If the law can be evaded by legal techni calities, it is evidently the intenticn to do it im thia case; consequently, the result is looked for with mucly interest by the whole South. ‘The arrival of @ large party of Californians here, just as they came from the mines, being « portion of the passengers of the steamer Obio, trom Norfolk, ex cited much interest yesterday, acting as a curative ta all who wore eMicted with the California fever They were in rags and tatters, with constitutions apparent= ly shattered by the long exposure; long beards, mat~ ted locks, most of them sheeless aod stock: Each of them, however, huggrd his little bag of gol @tet, with the outward man was soon improved; but the inner man will require» still longor time for Tenov' A young man named Edward Kemp was waylaid Deaten by twomen named Francis iets snd Thomea Graves, om tmasday.im wuch ® manver that he was taken up senseleas, ied yerterday from the eens recetved iis only crime waa vel fire compan: ng it will prove . inves apne of zoune ceperelams an un: deadly Mowe a al heh iar 1 val ange. jon.
