The city is already beginning to fill up, and the daily arrivals of members of Congress give evi- dence of the near approach of the meeting of Con- teas. It has been determined, 1 understand, to send the President’s , in adv n+, fo the postmasters in New York, Philadejytis, Baltimore, Richmond, Boston, Providence, Aibaoy, Kochester, Buffalo, aad some other importiot points, to be delivered tothe newepaper pub!shers the momyntit is seat into Congress—the por'masters being telegraphed the precise time, by the depictment here. Tois is, I think, a better arroug¢menut than sending ex- presses, as was formerly dene. The whole mat- ter might, however, be ieft to the individual enter- prise of the diflerent newspepers. It was suggested to telegraph the message from here, but the project was abandoned, as, iu any event, being uasatisfac- tory—the telegraphic message lucking that official precision necessary for so important a document The message and rejorts will go in to Congress on Tueeday next. Court, at New Orleans is proceeding to demand the presence of the Governor in that city, to answer certain shatgee there preferred against him regarding the Cuba expedition We believe the whole to be frivolous and unfounded, and intended by the Fillmore administration to effect ulterior political objects. The Governor, however, is ready and willing to undergo any exemination when his official term éxptres, and will voluntarily do so now, if he can lawfully absent himself from the seat of government with- out detriment to the public interests, and in obe- dience to the requirements of the constitution. We do not believe he possesses the power to do so. There is a qnestion of State sovereignty in me matter, which we desire to see pa Pa legislature would certainly have the ng to ra the Governer, but were he to place himself volun- tarily beyond its jurisdiction, in the hands of the authorities of the United States, it might be i possible to obey the summons.
