Your Honor terms deliberate insults and outrages, the official expostulations which have ever been made in the case of overbearing communications, and oppressive acts, executed by your orders, and violating the esovereiguty of the country. The supreme government of Salvador could neitheir keep silent nor fail energetically to protest, and with that Jonguage to which the insults proceeding from power egunst weakness and justice, cannot fail to prompt. They who speak of decorum in language, should first exhibit it in the unobtrusive- ness and moderation of their official conduct—in their forbearence trom (aking auy part in the aflairs of the country—in a etrict regard for right, and not for blind and impassioned right in their own cause—and, lastly, in respect and regard for the country where they exercise their functions. If decorum be a duty, the peaceful, regular, circum- scribed fulfilment of consular duties is a no less imperious one. Such are the causes of complaint, which the goverpments of Central America have urged againet the British consul, while on the other hand the question is ed, What are the insulting expressions compleined of when the words em- ployed were the precise ones necessary to desig- rae the acts of violence of which the country had to complain.
