The failure of the Havre de Grace Bank has not occasioned much loss in this city or State, beeause the explosion was caused by our people parting with the rags of this swiadling concern, and the subsequent action of the brokers who bought them, in demanding specie at the counter of the bank. So far, the action of our small note law has been productive of good ; and as there are upwards of one million of dollars, im foreign small notes, still floating about the city and State, their redonpien may be attended with more suspensions.
