Wasuinoton, July 81, 1860, The last day of July—the last day of the Com- promise—e day to be remembered fora life-time—a day of terrible hot work and intensely hard fight- ing, resulting in the ripping up, tearing to pieces, and seattering to the winds the labors of the whole session, beginning with Mr. Clay’s resolutions sub- mitted in January last, and ending in a simple bit for the relief of the Saints at the Great Salt Lakes How stands this doubtful Gemnpovenigny How stands the case to-day Is not the stork upon the rise ? Look at hi and downcast eyes, And ask of Harry Clay. When the Senate met this morniug, it was evi- dent there was trouble in the wiad. There was ag amendment pending to secure the vote of Mr. Nore ris, by striking out from New Mexico, as was done with Utah, that clause which interdieted the terri- tory from legislating to introduce or prohibit slave- ry. Mr. Norris wished the territory to have the liberty to prohibit slavery, and the friends of the bill conceding it in the ease of Utah, were ready to concede it for New Mexico, to get the vote of Mr. Norris. The bill was reduced to that sad extre- mity of patching it up toget another vote. The Texas Senators were all right. Mr. Dawe son’samendment had given them all they could ask. Every thing. It provided, in addition to Mr. Bradbury’s amendment, for commissioners to set tle the Texas boundary, that no State or territo- rial government should be established in New Mexico east of the Rio Grande, till Coagress and Texas had agreed upon the Wouadery, aad confined the territorial government to the west side of the river. The manifest effect of this amendment was an implication that Texas hid the jurisdiction of Santa Fé and all New Mexico east of the Rio Grande, till the boundary was adjusted; that is to say, it was tantamount to conceding to Texas all the disputed territory east of the river. What resulted? Why, sir, upon this very amend- ment, agreed to in order to get the votes of Mesera, Rusk and Houston for the bill, the whole thing tumbled to pieces—California, New Mexico, Texas boundary, and all. It was the amendment of Mr. Dawson, upon which the Compromise was shivered into pieces, providing to limit the goverament of New Mexico to the west side of the Rio Grande. That's the way the fray began.” The motion of Mr. Norris, to strike out the words interdicting New Mexico from legislating to establish or prohibit slavery, was agreed to, after debate by Jefferson Davis and Mr. Ewing against it—the object of Mr. Ewing being to make the bill as odious as possible to Mr. Norris, by keeping in the objectionable clause. Then followed the first deadly and inevitable lunge at the votes of Messrs. Rusk and Houston, of Texas. Mr. Pearce, who did not vote at all on the amendment of Mr. Dawson, yesterday, came for- ward and moved to strike it out. He considered it a rickety, slab-sided, lop-eared amendment; and proposed, as a substitute, that the territorial govern- ment of New Mexico be suspended till the 4th of March, 1851, so as to give the Commissioners and the , parties the time necessary to settle the Texas boundary. Everything was at sea again. The day was ex- cessively hot—Senators were fuaning themselves with newspapers—but there was hotter work in reserve. Mr. Clay made fa last despairing rally. He im- plered, he appealed. Yesterday we saw day- lightand the land—we might yet reachit. The friends of the bill had amendments to propose, if Mr. Pearce would only forbea: Mr. Pearce would not forbear. He was tired out of the business of consulting other members, votes, and stuck to his preposition. Mr. Rusk did not like Mr. Pearce’s amendment. Of course not. It left New Mexico under United States law east of the Rio Grande, over territery claimed by Texas. But again, per contra. Gen Shields, almost in so many werds, confessed he was ashamed of having voted yesterday for the injustice of Mr. Dawson's amendment, and copfeseed his sw that Mr. Clay should have conseated to such a miserable emendment.
