INTSLLIONSES BY THE MAILS, peepee Our Washington Correspondence. Wasuinoron, June 38, 1850. Mr. Soulé om the California Lends and the California Boundery—Curiows Ordinance—The California Concen- Sanit resumed the thread of his argument at ono @’clock to-day, commanding the close attention of the Benate, of the members of the House in the lobbies and of the men, and even of the ladies, in the gallery’ whe are only good listeners in the event of » good @pecoh. He finished up, as first in order, his argument upon this strong point, that unless the public lands in Vali- fornia are secured by some precedent act of Congress, or by some act contemporancously ratided with Cali- fornia with the act of her admission asa State, that un- Jess something of this sort is done, the new State may, ‘at her own discretion, appropriate the public domain, or eede in charity a greater or lesser portion of it to the Waited States, reserving the gold wines, of course, to herself, because she will be sovereign over the lands, ‘unless Congress shall reserve a jurisdictionover them, @onsented to by California before she is admitted. ‘To show the extent of the generosity of the State of California to herrelf, we give the following “ ordi- mance,” of which, howevei authenticated copy has eon reesived here, se that, even if agreed to by Uon- grees, it will amount to nothing @RDINANOH OF THE CONVENTION ASSEMBLED TO FORM A CONSTITUTION FOR THR STATR OF CALIFORWIA, 11 RMLA- ‘TION TO THM DISPOSITION OF THE FOBLIC LANDS IN THAT state. ‘Bo it ordained by the convention assembled to form 8 constitution foo the State of Colifornia, om behalf and by authority of the people of suid State, that the peal poritions be submitted to the Congress of United States, which, if assented to by that toay, 'y ou this State :— be, eee of land in every quarter township of the public lands, and. wh section has been soi: OF otherwise disposed of, other lands equivalent thereto 2m@ ascontiguous as may be, shall be granted to the Btate for the of schools, 2. Ie has shown that, to admit California just as she is, will involve the Joss of the public lands to the goverument, gold mines and all; that her boundaries areunnatural, extrava- gent, ehapeless, ungainly, unfair, and impolitic. But more than that. It appears that Mr. Semple, Prosi- dent ef the Convention, had » talk with Mr. Butler King, in which Mr. King was free to declare that the object of getting up a State in California was to relieve the administration of the negro question, and that he sdvised them to take in as much territory as they ould; and, for God's sake, if possible, to leave nething to be legislated for by Congress. It appears, also, that following this advice, the convention crossed over the Sierra, and took as much territory as they could possibly manage of the Great Basin, having no doubt that, as“ Congress was in a tight place,” (according to Mr. Botts,» member of the con ) they would be glad to ‘admit Caliternia upon any terms, Mr. Botts, seems to be as much & matter-of-fact man as his er John Minor Botts, suid We have got Congress in a tight place, They ar they bound to take us, ecum m rm the tremendous boundary laid dewn hence the ordinanee of the conventlor would, of course, be selected along the seams of tl gold mines ‘The question of the admission of California, just as therefore, not only involves her unnatural boun- crossing over her natural limits into the Great braces the question of ® loss to ous sod millions of money, im © of the seams of the gold mines, ifmos of of the pubtie domain of California. ‘These appareut facts, as disclosed by the Dowel of Mr. Sule, have put the omnibi k down to-day; and asthere are several Southern Seustors who are isponed to back out @ bill again be- ion of fue the exact inerits of the terrible attack of Mr. Boule There is » great deal of ignorance in Congress of the apby ol the territories acyuired from Mexico.
