Public Opinion coming to the Final Test.— Appear- ances setting m favor of the Omnibus Bill. From all parts of the country, even from the Nashville Convention, there is « demand for the settlement of this vexed and interminable negro question. From the Northern States and from the Southern States, from the east and the West, the universal demand is the settlement of the questien. The country would be satisfied with almost anything, so that the question is settled. They would be satisfied with Clay’s Compromise ; and, as that is the measure most prominently before Congress, pe- titions and letters, and proceedings of public meet- ings begin to pour in upon both houses, asking and urging thet the bill be parsed outeide pressure seems to be gradually arengieding Mr. Clay’s bill ; and the vote of to- day, though not a fair test, is considered a good sign of its success. But if Clay's bill should fail, we have no doubt that the Missouri line would be satisfactory to the country, and even more satisfactory than any other plan, as being more definite than anything else, and the simplest of all schemes of adjustment. It is now believed that Mr. Clay’s bill can be carried through the Senate. especially as Mr Bradbury, Mr. Phelps, and Major Borland—ab pepesed | to it--have gone home, and will not, pro babl pack, if the vote should be taken next wee Mr. Phelps may not be able to come, on account of his health, and Mr. Borland will cers tainly not be here. We count upon the loss of these two votes as equivalent toa gain of two for and this gain will very likely be quite we by the Senate, the bill; enough to secure its If it were supposed that the measure would the House, the oppo: would be more deadly ia the Senate ; but, as it is, the opponents of the scheme in the Senate will, on thi- account, resort to no parliamentary tricks, after ull regular means of opposition are tried, to defeat it. Mr. Clay is very anxious to bring the bill toa vote early: next week ; but we suspeet he will fail, and thay instead of a vote, we shall have a succession of the most ponent speeches that can be made against the bill. Towards the close of the next week, we may possibly have the bill brought upto the question of engrossment, and from the outside pressure gathering strength Sil, day, it is likely that the Senate will pass the bill, notwith- standing the extreme South ossure us it is dead be- yond redemption. The Cuba Business—The Nashville Convention— The Compromise. ft, It is charged that the Cuba panic of Sunday last was got up by an ex-Senator of the United States, celebrated for his mischievous tricks, and for his love of a joke; but it is difficult to believe that he could deliberately perpetrate a joke which turned the quiet of the Subbath into the alarm and excitement of a State of war, and we eannot, therefore, credit the story. ‘The other report, that the cabinet were in session on Sunday, upon the affairs of Hayti, we presume is amistake. ‘The prisoners surrendered to the Spanish authorities of Cuba, by Captain Tatnall, were under consideration, and the ultimatum of this government in reference to them was the question ; also, the necessity of some amend- tment to the law of 1818, so asthe more rigidly to preserve the obligations of neutrality between the United States and Spain. It is feared that these conspiracies, with the fa- cilites with which the law of 1818 can be evaded, may yet succeed in fomenting a war between the two countries, in which case there would doubuless be thousands of epeculators ready to take out let- ters of marque in Cuba, for privateering purposes, inst our commerce and our steamers returnil with gold from Chagres. Hence the necessity some amendments to the law of 1818, whereby the conspirators aguinet the sovereignty of Cuba and the peace of the United States, may be apprehended and pee before their plains are pushed into n rupture. The necessity is the greater un- apprehension that « princip | objectin these designs upon Cuba, is to draw the United States, by some overt act of the Spaniards, into a state of war.
