34, whieh says, “that 3,300 bbis, of flour were sold this morntpg, to go Weet, at $5 41. A large share of the ‘Sour here will go West.” ‘The whig papers throughout the country are opening ‘their batteries on the present tariff, and making a des- perate effort to figure up that the imports and exports ef the country have been for _peveral years past 20 widely separated, that we are upon the verge ef ruin. According to their calculations, there is only one way to prevent wide spread disaster, and that is, of ooure, by the adoption of a protective tariff. That is the Pansces for al) the evils of bad legislation. If the im- ports are large and the exports limited, it is eaused by the tariff ; if prices for agricultural and a)! other pro- duets are low, the tariff is to blame ; if manufacturers and merchants fail, the poor tariff has to bear the dium ; no matter what may be the difficulty, an al- teration in the tariff is necessary to remove it, and meke ell things healthy and prospereus. New, we huve a theory relative to the teriff matter, as well as the ultras of the two political parties; and for the pur- pose of illustrating it, we annex a table, showing the imports and exports, and the bank loans ef the United Btates, for several years:— Yorsicy Tnave anv Bans Loans oy run Derg frares. | # part 72.358.67 — "340, 200,414,214 ‘81,310,583 a inetie'stt 140.433 = WRrgrsta — 1esITS BME 499 449,395,742, 121,693,577 B55, 108,84 139,980,035, 128,653,000 457,506,080 170,980,217 117,419, AH Sus 702 LgTiTdoe — URANG NG 485-681 '657 Ieee tt? An increase in the value of exports will also be noticed, but it was limited compered with imports; for there were causes at work caleulated to eheck exports, while they were particu- larly influential in swelling our imports. The above table shows an increase of bank loans, from $200,414,- 214 in 1830, to $525,115,702 in 1837, The circulations of the banks, in 1830, amounted to $61,323,898, and in 1887 to $149,185,890, showing an increase, in six years, ef ene hundred and fifty per cent. in each of these Atems—a similarity of movement calculated to convince every unprejudicial mind of the intimacy of connec- pA existing between them. That the banking move- ment of the country, at that time, was the cause of the immense importations, no one can for amoment doubt, In 1832 the compromise tariff commenced operations. ata very high rate of duty; so high, that in @ period of ten years, with an annual reduction in the rates, it ‘was not to fall below an average of twenty per cent; and in the face of the highest rates ruling under that act, we find the importations increasing from $101,- 029,266 im 1832, to $189,980,035 in 1836, How does this Soci agree with the theory of the protectioniste—that a high duty is neeessary to check importations, and encourage the industry of our own citizens? From 1628 to 1832, the tariff was highly protective, 80 much #0 as to cause the attempt on the part of South Carolina to withdraw from the Union, and set ‘up revenue laws of her own, and to creat®so much dis- eatisfaction throughout the South generally, that nothing but the celebrated Compromise Act of Mr. Clay saved the country from a vast deal of political egitationfand disturbance ; and still, the balance, as it is enlied, was annvally largely sgaimst us. It thus ap- pears that the operation of a high tariff at one time, is @ireetly the reverse to what itis another, and just so with e low tariff. The movements of the banks have more influence upon our foreign trade than any kind ofatariff. In 1832, the great bank expansion com- meneed. The old Bank of the United Stater, and the Btate banks carried on the contest for four years, when the former went into liquidation, and the latter foundered along another year, and then suspended specie payments. This expansion originated in a deter- mination of President Jackson to wind up the United States Bank, and was accomplished by the determina- tion of Nicholas Biddle to make the most of the bank as Jong as it lived. This gave the impetus to our foreign trade, which resulted so disastrously to all engaged. ‘In 2637, the suspension of specie payments relieved the banks and the commercial commanity, and for @ ‘time importations were materially restricted ; but State @redit proved @ good substitute for bank eredit, and in 1830, the importations were only sbout twenty-five milllions less than those of 1826, having increased fifty amillions from those of the previous year. Delinquen- ey and repudiation on the part of some of our States proved as great a restriction upon the import trade of the country’ as the bank explosion in 1837, and our Aunportations fell off from $62,092,132 tm 1839, to ey in the arguments of thore advocating high tariffs, ‘The Compromise tariff of 1832 expired June 30, 1842. ‘The value of imposts 1842—in the lowest range of that act—was $100,162.087, while in 1826, six years previous ‘when the compromise act had been in operation only four years, and the duty therefore ranged much high- $100,162,087 In 1842 This brings us to another falla. er, the value of imports was $190,990,035. How can these facts be reconciled so as to prove the soundaess of their position ? Within the past three years, several very important movements have influenced our import trade The fr- minein Europe in 1847, gave extensive markets for our breadstuffs abroad, payment for which was made, partly in bullion and the balance in merchandise, This increased our importations, In 1848, the revulsions and revolutions in Burope deprersed thelr home mar- kets, and compelled the manufacturers to seek them elsewhere, and their attention at such times is usual ly turned to this country, and we received large sup- plies of merchandize, which was originally intended for European consumption. The discovery of gold in California, in 1848, geve another impetus to eur import trade. The mines were not worked mach the first year, and their influence upon trade and com. wmeree was not, therefore. b felt until the next year—1849. The production has since been #0 great, and the prospects #0 Mattering, thet an Immense emi- gration has been steadily setting towards the shores of that eountry, and an enormous consumption of all Rinds of goods already realised. The imports this year have been very great; but the shipments of gold from San Francisco to Great Britain and other parts of the world with large remittances of stocks, haveequal- ined exehan, sod our banks have been able to hold op \o their rpecte Mad the tariff been ten times more protective than it is. the importations would have been equally large; and it t+ abeurd to attribute the fact that we hare conrumed uch large quantities of foreign vot a higher rate of duty. However, it ts the ouly srgament the protectionists heave, and they have harped apom that string so long ‘that it # completely owt of tenes, and is, therefore, co discordant that few will lietem to It Stock Frehen eo rm mm 2) Madie &Todionsp 3 a are Rfyracuse © wo Lome | i“ $0 Reading BR 87609 Finavon oe | 4 be Cont AMUSEMENTS, mersy THEATRE.—B, A, Peer pe Borin ue tina oe eee any aleatlen A | aw MIDDLE AGED WO- nab bteeaat ed elt ‘edar strect.
