and Bast beving partially suspended to show that @ higher rete of duty was necessary to poovent s eomplete prostretion of this impertantiuterest. We have mot been disappointed, and the movement having fairly commenced, it boeemes necessary for us to skew ‘the utter groundiessness of their arguments, and the ‘weakness of their position. Bho excess of imports over exports on the foreign ‘trade of this port, for the ten months ending May lst, ‘1848, was $47,056,092; May Ist, 1849, 645.018.536; May ‘Tat, 1860, $57,224038. This fact shows just nothing at all. It does net give the first dea ef the balance on the foreign trade of the country at large for tho period jive importation, to strengthen any argument in fuver ef an inerease @f duties to cheek imports, It must be borne in mind that thie {s the grand distributing point fer importe, that nearly three-fourths of the total im- Pportations are entered bere, while bat about one-fourth Of the aggregate exports of the country are trom this pert. It will be seen by thle, that no opinion oan be formed of the actual condition of the aggregate foreign teade of the country, by presenting a bare report of the Smports and exports of the port of New York. Ifa darge increase in our impertations he any reason why higher tariff should be pat en, there is argument amough in its favor, but we admit nothing et the Bind; the imports are regulated by other oanses, any ene of which is of more influence than the mere per cent duty. An increase of importsis, in most cases, the result of our ability to eonsume more than usual, and that ability is the result of any increase im our Sesources, any jnflatien in the currency, any additional activity in any of our importart departments of indus- ‘try, or any speculative movement in any kind of pro- perty. An expansion in the curreney of five per cent, ‘would annul at least thirty per cent in the shape of Hes, at any port of entry in the eountry; aud any ‘reat increase in our supply of gold and silver from any source, is well calculated to expand public and private ‘etedits or to give an impetus to eonsumption, that ‘Would require a large increase in importations to aup- nd people have left the Duited States for that country; and the rapidity with which money hes been acquired there, has made near- Jy all those who bave emigrated much larger con- Sumers of the necessaries of life than ever they were Before, This has created extensive markets for goods, ‘wares. and merchandise of all kinds, which have been Frineipally eupplied trom the United States. We have Glenred out immense quantities of old goods of fereign manufacture, and supplied their place by now impor- tations, We have, in this way, largely increased the ‘Sggregate value of imports, without exhibiting a cor- wespouding increase in the value of rohandise ex- ported. This, on the face, we will admit, looke rather unfavorable, but it does not follow that the balance Fepresented against us really exists. It must be borne in mind that California iss part of this country.and that the imports and exports of San Francisco go towards making up the total foreign trade of the United Btates, = h as those of Boston, Philadelphia, Balti mere, er any other port on the Atlantic. ‘It has been oMcially stated that thegexportation of geld dust from Calitornia for the year 1849 nted ‘be about $50,000,000 (fifty millions of dollars), of ‘which $12,000,000 were shipped to the United States, $13,000,000 to Mexico and South America, and the Dalance, $26,000,000, to Bngland-—most of it via the Isthmus of Panama, and by British steamships. Row, there is mo doubt but that most of the ship- mente of gold from Chilfornia to London were made 0D seeount of merchants in this and other Atlantic cities, and in payment for merchandise imported inte the United States. We have been paying for a large ‘ameunt of imports on the Atlantic by our exportation of gold on the Pacific, and the balance on our foreign ‘trade has in this way been much smaller than Snticipated. Had this California gold come direct to ‘this port, in payment for goods shipped from this port to Ben Franeisece, it would not have remained here Jeng, but would have gone forward in the*sourse of trade to London, in liquidation of our indebtedness. It ‘would only have been ® more indirect way of getting ‘the gold to those to whom it was due. Hed it been Janded at this port from @ steamer from Chagres, and ‘the next day been put on board a steamer going to Liverpool, it would have created « great excitement in financial circles, and created @ great and cry ameng the protectionists against « tariff that was @raining us of all our specie. But between twenty and thirty millions of gold have been shipped quietly ut of the country, end it has created no panic, and bas not checked the expansion in public or private eredits going om #0 rapidly in the Atlantic States. I ‘thus appears that while we have been largely import- fing. and mederately exporting, our California friends eve been furnishing the means to keep down the ba- lames against us, and have im this indirect way been Mquidating pert of the immense amount they are in- debted to us. This is not en unusual course for trade to take, The ramifications of commerce are so exten- sive, thet all parts of the world are included in the Gield of operations; and payments for imports from the extremes of theearth are usually made with drafts on London. When the United States Bank was {in operation, eur merchants used frequently to pay debts due ia Lon- Gon by drafts on the Bast Indies; and nations are so iati- mately connected with each other in thelr commercial welations, that the whole world is somewhat similar to @ small community of manufacturers, agricultariste, fend mechanics—producers and consumers; the Balances in favor of on the other are regulated, from time to time, by exchanges or movements in apecic. ‘The small amount of gold dust recelredin the Uni- ted States from California, compared with the aggre- gate amount reported as having Leen extracted from the mines, is accounted for by the fact that it has ta- ken the course named above, as the most advantageous to all parties concerned. Te our merchants engaged in the import trade, the gold dust of California would be more valuable in London than in New York, and best anever their purpore in the way of business. It will there@re continue to take the same channel, and wil! form the basis of any increase beyond our usual impor- tations of foreign mauufactures, ‘The proceeds of the pablic stock remitted to Europe have been doubtiess, appropriated to the payment of debts contracted by the purchase of morchandire for shipment to this country, whieh can be considered as temporary foreign debt ; but California will provide Ghe means for liquidating it. if the produetion of gold in thecountry continue at the rate already realized, and the ds upon the Atlantic ports for goods continue large as at prevent, we shall have re. sources suMcient to meet any public or private indebt- to foreigners. There have been seasons foreign trade again being #0 largely in our favor, the balance will be liquidated by a return of our stocks, instead of ebipmente of specie At presont, the mort extensive iron minesand manu- factories are worked in Penneyly that State fa without doubt the great iron region of the United Btates. Its iron mines le side by side with the cout mines, giving the manufactarers every facility in ‘world for the performance of the labor necessary. New York, New Jersey and Marylind also poses immense treete of iron ore, but a portion of them are at present useless, on account of the distance from facilities for transportation tothe seaboard The iron district of Bew York comprises the northern tier of counties, and the ore has proved equal to any yet discevered The demand for tron for several years past has been ufacturers of this country til recently. active, and we be- Neve profitable, employment. The w for the con. struction of railroads alone, have been immense. Up to within the past year or two, the demand exceeded the Deted Stater and in Great Britain for the of rails, While the demand continued large, and beyond the sbility of manufacturers to supply, prices ruled high, and the business was productive. This crested fopid investments of enpital in the construction of farnaces. It \s estimated that the conrumption of iron fa Roglond, in 1845, was equal to 1,800,000 tons; 1846, 1,660,000 tons; 1847, 1.100,000 tons; 1848, 1,030, 000 toms; 1849, 850,000 tons, This year, 1850, the demand apd consumption have been comparative. ly moderate, and © grent ny furnaces, both fe gbis country and Great Britain, have been closed for the want of employmont. Manofacturers are begin. ning to feel the effects cf a too rapid increase of em) fal In the business four or five years since, In 1945, the tron business in this eotntry received an impetus of the mort extreordinary cha teeter, and new furnaces wore erected at that time, ea sble of consuming at Jeast five hondred thousand to.¥# of irom, At that time, the production of Pennsylva tia wae equal to two hundred thousand tons, so that im abort one yoar {8 Wee nearly doubled. The existing de vtession tm the fren business we attribate almost entirely to the wn- bealiby prosperity of it trom 1844 te 1848, and the came diflcaition and embarrasoments have overtaken these engaged, which every other branes of industry bas, from time te time, experienced, after a perted of artifietal infation aud unwarranted exeitement. The railway mania whieh raged to such an extent through- Out the United Bates and Burope, for severe! years pre- vious to 1849, gave the impetus to the iron maue- factaring business, whieh is likely to result se rate- eesly to sil senceraed. The in Great Britain all the manefacturers of that country, and left cur @omestic demand almost entirely to our domestic manvfacturers This rapidly inflated prices, and largo profits were realised; competition eommenced, and the business rapidly absorbed capital and erodit, Ar- ments were made for supplying permanently a demand three or four times greater than ever before experienced. anid no ene entertained the first thought of a reverse In (ke trade, of tho effeet of competition, ors probable collapse in the railway speouiations of the time. Our people rushed headlong, a3 they usually do, Into such movements, and we are now reaping the bitter fruits of their folly. In Great Britain similar results e heen realized, bat the immense capital in- vested in tbat eountry, compared with this, enables, or rather compels, those engaged in the business to contivue in operation. even at a moderate loss, rather than suspend entirely, at greater sacrifices, This ac- eounte for the low prices at which the manufacturers of Greet Britain continue to furnish the article, and the utter impossibility of our suecessfully competing | with them, During tho height of the railway mania in Burope, prices for rails run up se high, that the railroad com- pan'es of this gountry were compelled to pay as bizh s seventy-five and efghty dollars per ton, and they were, therefore, Induced to enter into very large eoa- tracts forthe delivery of rails 2¥ those pric: Many Of these contracts covered # period of several years, | and for the purpose of fulSlling them, companies were formed, capital advanced, end ferges aud furnaces put up, tolely upon the profits anticipated from this single article of manufacture. It was settled that rails for whieh contracts had been made to pay $77 50 per toa, could be made for $65 a $67 50, clearing a profit of $10 perton, which on twenty thousand tons would net $200,000. This profitable business did not escape the eye or attention of even railroad directors, and capital was at once forthcoming to carry out the project. Im the course of a year or two after the manufacture of railroad Jron commenced under these contracts at high Prices, it was found that the incroase of facilities for | manufacturing, in the world at large, had outrun the demand, and prices commenced depreciating. This brought us at once into competition with Great Bri- tain, and our manufacturers found it impossible to form new contracts, the consequenes of which was, that as soon as they had fulfilled those on hand, they | had to suspend, or work at «daily loss, Prom seventy- five and eighty dollars per ton, prices have ran down to forty and forty-five, and we can now get any quantity of rails landed on our docks at prices not to exceed $45 per ton. #1g000 U 8 66, 1867 2000 1862 OST—ON FRIDAY.
