Wasu ineTon, May 18, 1980, Close of the Twenty-Fourth Week of the Session— Geneval Review of the Topica of the Day—Mis- cellancous Affairs, §e. We are at the end of the twenty-fourth week of the session, or in the last half of the sixth months and, to all visible appearances, just about as far from land as on the first Monday in December, if, indeed, things are not in a worse position thal om the dey of the assembling of Congress. As faras this administration is concerned, we understand the business of this session to embrace the fol- lowing :— LIST OF MEASURES. 1. The admission cf California, as she is, and nothing elve upon any subject connected with the avery question. A moditication of the tariff, introducing spe- fi und home valuations, in lieu of the ad valo- rem system, with an increase of duty upon ironand ce 3. Heavy appropriations to rivers and harbors. 4. Five millions for Preneh spoliations, 5. A further reductien of es. 2 A repeal of the steamship contract system. The annual appropriation Bud h the of the administration. First in importan admission of California. Upon that me \lthe rest depend. And here we have the conflict of the eabinet plan with the compromise of Mr. Cloy, and the subdivision of the various factions of the (wo houses tu contend ‘The plan of the President can only succeed in the event of the defeat of the compromise. From pre- sent indications, the su sof the compromise is extremely doubtful, even in the Senate. Including Mr. Benton, and Mr. Webster, and Mr. Cooper, there were twenty-thr orthern Se- nators who voted the other day to lay the bill on the table. And we understand the following South- ern Senators to be decidedt d to the bill as it now stand: Mason pi ds rsa of Virgi bees rand Elmore, of South Carolina Berson, of Georgia ; mand Yulee, of Florida ; Clemens, of Alabama ; Downs, of Louisiana ; Davis, of Mis. sissippi 5 Sebastian aud Borland, of Arkansas; and ‘Turney, of Tennessee. Add these to the Northern 23, and ‘we have a vote of 35 opposed to the com- promise. To secure the votes of these twelve Southern men, there are two amendments pending before the Senate which must be conct in. 1. The recognition of slavery in the aeeeares 2. The cession of all the disputed terri New Mexico, about four-fifths ef the ancien! Mexico, to Tex ad the removal of the Indians at the government expense. Neither of these amendments, we presume, will be adopted. We presume they will both be re- jected; and then we shall have the Missouri coms promise line proposed as the southern boundary of California; and Mr. Seward has given notiee that he intends to bring in > proviso. That will also be rejected. chend, then, that no material amendments changing the plan of the ly goer og can geepe and that as it _ oer iso £ jority in the Senate opposed to t 5 any Ueets, we expect a discussion of five or six weeks before any conclusion is had upon the subject. What is to be done? We have the extreme North and the extreme South in the Senate. How are they to harmonize? We have a state of revo- lution existing in California. We ate to have .
