Barlem was the most active fancy on the list to-day; ut the transactions in all were comparatively light. It will be seen, by the table of sales, that most of the purchases on time were buyers’ option. This shows the tactics of the Bears. That class of speculators Day for cash, and sell out immediately, on time, buyers’ eption, at a small advance. In this way the bears make money in all stages of the market, without run- ning the risk of holding any of the fancies over night, while they are ready to take advantage of every un- favorable turn in the speculative movement. Prices have now reached points, upon which the interest ac- e@umulates very rapidly, and holders for any length of time, at ruling rates, will find, upon figuMfag up their imterest secount, «larger balance against them than anticipated. In the event of the speculative excite- ment eontinuing much longer, the difference between Priees for cash, and on time, will become greater, when the sellers, buyer’s option. will have a wider margin for profit, and sellers short, seller's option, a greater mar- gin for depreciation, ora break down. There is not ‘the slightest doubt, but that the bear operators in fancy stocks, for the year 1860, will reap the harvest in ‘Wall street. It has been so with the sellers of every- thing, in which there has been a speculative movement ‘this year thus far, Those who sold real estate, while overy one was anxious to buy, made good profits, while those who bought at the heighgt of the market, must hold on, or if foreed to sell, submit to a heavy sac- Fifice. Sellers of coffee. before the bubble burst, made fortunes, while those who bought in anticipation of » greater rise, when prices had reached points entirely Deyond all reason, have made immense losses. Any man who supposes the fancy stscks are an exception, ‘and does not sell when he can make a good profit, will doubtless live long enough to see his mistake, and re- allse the truth of the old adage, that “a fool and his money are soon parted. The — the Committee—The Aine me res Scarcely bo the regions. - inlincllibied: through the Intelligencer, that his cabinet are all alive and kicking, than the report of the Galphincommittee knocks all into pi again. That cabinet, which has so long braved public opinion, and stuffed the Presi- dent—which, from the seorn of Congress and its own party, took refuge under the warrior’s cloak of the chief magistrate—is now attainted. It is the first cabinet, in the history of our country, which stands ed with corruption—foul money corruption— before the American people. 1 need not dwell on the facts of the ease. They stand revealed by the Report of the committee and in regard to these facts the committee were unani- mou The minority (whig) report makes a fee- ble attempt to justify the cabinet; Mr. Burt, of South Carolina, made a sort of kid glove report, in- terposing a cushion between the cabinet and the hommer; but still he feels bound to strike, and te pronounce the payment of the interest, (one hun- dred and ninety-two thonsand dollars,) as contrary to law and usage. Finally Messrs. Disney, Mann, and Featherston, made a report of real bone and sinews, and this pa tion a8 a fraud on the ¢ exposes the whole transae- ernment. Now, to another ‘fact. Mr. Burt’s order ex- onerates all the cabinet but Mr. Crawford; Mrd Disney’s report leaves that subject to the judgment and sound discretion of the House of Representa- tives. It is true, Messrs. Meredith and Johnson swear that they did not kuow that their eolleag had any pecuniary or other wterest in the cla but Mr. Meredith admits thet he has heard suc ru and that (though repeatedly urged by Mr. Crawford to decide the elaim,) he attached ne con- sequence to it. This is a queer way to prove a man’s innocence, by taking his own statements in opposition to every reasonable inflaenee drawn from the facts themselves. On that principle, no guilty person would ever be bronght to justics on thet principle, Professor Webster ought “undoubtedly to have been aequitted. There was a power of attorney accom- panying the papers which proved, black on white, thet Mr. Crawford was interested in the claim, ba perbaps Mr. Meredith attuched ao consequence to it. Query, would not Mr. Meredith have examined these papers a little more closely, if they had had reference to ot persons than Mr Crawford ? Would he not have been bound todo so? And if, as the first accounting officer of the ent, and an eminent lawyer, he passed so stra claim—a claim which had existed for 1 ree enerations—which had been repeatedly rej frcted by Georgia and the United States— a claim which the State of Georgia refused even to recommend to the United States; if, I say, inte- rest to the amoun’ of nearly two hundred thowsand dollars was claimed on it, contrary to all the usa- >. of the government, was it not the duty of Mr. Meredith to look into it, before he paid it on t the mere recommendation of the Attorney General? And, if Mr. Meredith neglected such an important duty, in so important and striking a case, are we not led to infer that he is, in all probability, still more criminally neglectful of other duties apper- taining to his office; and consequently utterly an- fit, as far as that branch of the public service is concerned, for the post of Secretary of the Trea- eury. As to Mr. avery ohnson, I leave him safely in the able hands of Mr. Disney. The inference undoubtedly is, that Mr. Johnson, es ing been favorably impressed with the claim, felt it {and thus, instead of reason- is synthetically from the facts to the conelusions, pursued the ‘anclytical method ; taking the thing for granted, and reseonlng backwards to diseover some premises which would a jemi such a — ‘sical process, he ar- ”” on which, eon- sequently, he hung his whole argument. It also will very well supply the vacuum created by the change in the editorial management of the Republie, The speech had been carefully prepared, and was well delivered. 11 stirred up some of the whig members of the Galphin committee at a great rate.
