Our Canadian Correspondence. Toronto, Feb, 22, 1850. ‘The Toronto Annexation Manifesto— Earl Grey's Despatch —The Orange Lodges—Ogle R. Gowan = Democratic Opinions Progressing— Annexation will not Die Out— Congress and Free Trade—Halion Election—Expected Defeat of the Governmens Candidate by an Annexation- ist Liberal—Torente Rioters—Hon. M. Cumeron at Washington, The annexation feeling le not extending very rapidly atthe present time. The manifesto issued by the as- sociation of this city does not appear to have exerted apy very decided propulsive power, No one can see qhat it has pushed the movement one inch forward. it is quite possible that temporary reaction has been manifested in some parts of the country. Besides the patural ebbing and flowing of popular feeling incideng to all great moral and intellectual movements, there 48 in the precent case all that timidity, distrust, mutual Suspicion, and moral cowardice, which shrioks from the menaced legal consequences of persistence. In addi- tion to this, annexation is half inclined to gi jay to reciprocal free trade with the States, and it is just now balting to watch the motions of Congress in that matter. Earl Grey’s despatch is differently regarded by dif- ferent parties. It frightens the timid, invigorates the bold, irritates the nervous, rouses the enthusiastic, and provokes threats of defiance from the reckless. Ite genera) effect has been rather to subdue the tone of the annexation movement. In a short time, however, it ‘will be forgottenand uncared for, and mea will square their conduct to suit their commercial interests, or to gratify their political predilections. The annexation feeling, as hitherto developed, wants that fervent en- thusiasm, and that spirit of lofty self denying patriot- ism, which are the sure presages of success. It is not dificult to account for this. The movement is yet but in its infancy. Eighteen months ago,no man would Dave dared to advocate annexation publicly in Upper Canada, where » violent and ignorant Orange faction, taught to chatter mechanically about “ loyalty” and the Prince of Orange, would have been likely to Stop such a discussion in @ very summary manner. Now, all this is changed; and although the Orange lodges bave not openly countenanced the annexation movement, nor even discussed the question in their or- ganized cepacity, many ef the prominent leaders ofthat body are secretly and notoriously favorable to it. Ogle R Gowan, the originator of these Orange associations in Canada, and for a long time their chief head and Grand Master, and even yet their reel leader, though the Grand Masterehip is held by another, hes lately been propounding, with considerable suc cess, the most dy >oeratic foctrines.
