Operations in the fancies bave {ellen off very much within the past day or two, sud the ssles bave been principally for cash. Cash stock is getting quite plenty, and as nothing but a temporary security bas put up prices, we may look for ® tall avy dey. The great fluctuations noticed from day to day in quotations, and the great difference in Prices for cash, compared with those on time, either Duyer’s or seller’s option, show how unsettled the mar- Ket is, and with what difficulty it is sustained. Itis our impression that, one of these days, there will be a fail greater than the rise has been, at one swoop. The market clored weak at the second board. In 1846 the length of the roads named in the above table was 670 miles; the aggregate cost of which was $18,325 488—equal to $27,351 per mile. Aggregate cont of Railroads. . 325.488 $33,246 084 Average cost per mile. . 27 851 41.936 Average earnings per 8455 400T Upon the data that it costs but fifty per cent of the earnings per mile to operate the roads of this State, it will be seem thatthe net earnings per mile in 1846, would be $1,727, and In 1849, $2349; focrease in 1849, compared with 1846, $622 per mile. The additional cost per mile in 1349, compared with 1846, is $14,335, the interest on which would be $875 10, or $253 10 per mile more than the locreare tm net revenue. Accord. ing to this there is a steady depreciation going on in railroad property, and as inves'ments railroads are Deccming less productive every year. It will be seen by the tabie of railroad earnings given *bove, that the receipts of the Syracuse and Utica Reflroad Company for 1843, are put down at $677,671. and for 1849 at $492.543 The cause of this decrease is ® reparation of Income from ali sources but traffic, new stock, rents, &o., ake out by the report foe 1848, the earnings that year were $381,199, instead of $677 CTO. The political foroes here from Boston and Philadel- phia, to procure the rejection of the collectors of those orts, are about equal to the forces from the same jocalities to urge their confirmation. Rumor says both, and all the parties, havea pienty of money to work with; but one of it has yet been seen by i KREIS EFFE. Kabelais at Wasnington, Wasninaton, Feb, 17, 1850. The Way to Geta Clerk Elected by the House of Rep:e« sentatives, The way to manage such @ body of men as the House worth studying. To manage the lower House, requires only # majority of ite members, in ordinary cases. Im others, it is only necessary to manage a plurality, provided there is @ quorum in ses- tion. As an instance ef how the thing can be done. the first dive is to get a nomination from the party In ordinary cases, where a particular party have a de- cided majority who will stand up to the rack fors regular nomination, the work is done, forin euch times © party nomination is tantamount to an election. The latter event is as sure to follow the former, as that two and two make four, The nomination having been effected for a particular individual. the next step is to go to work te elect him. To do this, New York politicians are very important. No class of worthy eitizens can pull wires equal to them. But it is ‘not an eary matter to induce them to leave their usual svocations, unless very strong reasons are used. The Clerk of the Honse bas «great many fat things in his gift. He has under clerks to appoint, and a very good ebare of patronage, comtracts, influence, and money under his control. If the contest is to be @ close one, he requires a fund of ready cash—at least $2,000, or $2,600. A leading political friend hires a large and well-furnished parlor at a central hotel. This is the meeting or committee room, for the friends of the would-be clerk. This is the spot selected for the whis- key punches, segars, and calculations. A chosen few ere the managers. Printed and written lists of the names of the members of the llouse, the States they come from, their politics, aod particular preferenees for Clerk, are proeured.
