TELEGRAPHIC INTELLIGENCE, Decision on the Nicaragua Question. The rumors in Washington, with respect to this question, seem to be taking a shape at last. If the decision announced in the annexed despatch be the final one, there will yet be work for the Senate. Ever since the French survey, there has been a warm and growing desire upon the part of the mercantile public of Great Britam, to have the power of levying tolls upon the nations of the earth at the Iethmus. Had it not been for the railread panic in England, in 1845, the English ‘would bave been more alive to the necessity, for the promotion of her own interests, of holding the Keys to the great gates of the Pacific and Atlantic ‘eeeans. Our country has evidently the start of her in this great enterprise, and it is one to excite the envy of a nation that always has been dignified with the title of mustress of the ocean. A far-sighted view of the whole question, however, prophecies the insbility of England, or of any other power, to narrow the great and important resulta which must ensue from our ultimate rapid and intimate con- nection with China, Japan, India, and Polynesia. Let us once allay the rampant spirit of party, and free ourselves from the distraeting noise of faction and fanaticiem, and the commercial future of this country will exhibit to the world a magnificent, solid, substantial, and lasting spectacle of national greatness. We have one thing, however, most strongly tobe guarded, and that is, our national rights and privileges on the Pacific coast. To surrender these, and thereby to fortify a foreign power, busily intent upon devising schemes to check the growth of our enterprise, would be the weakest folly of the governmeat. Knowing our rights, ‘we must maintain them and sustain them at all hazards. The Nicaragus Treaty. The privileges of the company are sscured, avd the right of way; but England is not required to relinguirh her pretensions to the Mosqui‘o coast. If ‘this be the true state of the case, the treaty amcunts 40 @ surrender to Great Britain; and if any such thing ia sent to the Senate it will be rejected. The canal is made the principal eubject of the treaty, while the sovereignity of the Mosquito coast is the real iesue be- tween the two nations. Our information may not be correct; but there is reason to fear that Mr. Clayton is furrenderirg the whole question, simply for the right of way through « territory over which Great Britain claims a protective juriediction.
