An order has passed the Hounse of Representatives of Massachusetts, instructing the Joint Committee on Railrweys and Canale, to inquire into the expediency of providing by law:— Ast Phat no railroad corporation, having @ floating debt exeeecing five per centot ite capital stuck aotnale Jy paid im. be allowed to psy any dividend until such cebt is reanced to five per « 2d Chat railroad corporations, with » funded ity be required annvaily to rererve. of their earning ameunt equal to-—— per cent of the capital sctaaly paid in until a fun’ ce created sufficient to cancel sueh funded debt. 3d That raiiroad corporations, the struction ac- eounte of which have been increased by charge for loss on ale of stock. erof bonds, or in any other way be- yond the aervai cost of road and equipinent. if of their carvings. epproprintions, or mads for the peyment of debt. euch spprop lations be credited to constraction account until that accunt sball be reduced to the ac- tual cost of road and equipment It is fall time legislative restrictions were placed upon the movements of raiircad companies. If something is not done soon, we may ¢xpeot an explosion ia the most beavily indebted concerns, equal to avy that has taken place in wild cat bomks, or sham insurance companies, ‘We bave had avy quantity of legislation relative to davks, and these institutions have become pretty well regulated. Railroads must now bave their turn, and the amount of capital invested in these works isso large, and the interests they involve 80 eaormous, t! restrictive measures must be applied to protect all classes. The reports of most ofehe Fastera railroad compa nies which have thus far been published, exhibita very | great fncrease ia their construction accounts, without @ corresponding increase in the grors income, or net earnings. The result of thie system of management ean be essily anticipated; and when it is found that dividends can no longer be made om the capital, or cost of construction, there? will be some change; we have abandoned all hope of ite being made sooner. The directors of all railroads appear to lose sight of every- thing but the income and running expense accounts, Everything must be sacrificed to make @ favorable ex- hibit of net earnings, so as to show that the dividends made have been earned. Stockholders and the public generally de not keep such a close watch of the ca) tal construction accounts as they should, and are therefore frequently deceived. induced to hold or purchase stock, at prices many per cent above its actual value The last annual report of the Western Railroad Company shows @ swall increase in the receipts, and a ecrease in the current expenses in 1849, compared with 1848:— Westerns Ma actUsETTS RatLnoan, Total. ....ee eee. «$1392 068 29 For road repairs... eas u 125.570 53 engine 218 63 47,554 00 ts.ni0 68 4 838 310.768 45 860 $662.857 11 679,71 18 155.487 99 It appears by this, that there has been an increase in the earnings, in 1849, of $875,776 81 compared with 1848, The increase in the gross Income in 1849, com- pared with 1848, was $11,742 28, and the decrease ip ‘the expenses $64,034 53. The reduction in expenses bas been im repairs of roads, motive power and cars, principally, the result of reduced travel over the line, there having been a failing off of 74,000 miles in the number rum during the year, compared with 1543, This, estimating the cost of running at $1 to 62 cents per mile, which has been the average cost on the road, accounts for the diminution in expense. At the close of the last fiscal year, November 30, 1849, the cost of the road and equipments was $9 926,- 961 78. At the close of the previous fiscal year, No- vember 80, 1848, the cost of road and equipments was $7,975,452 09. We take the figures from the reports. This company is engaged in laying a se- ond track. According to the report for 1848, the Jength of road was 117 804-1000 miles, of which 66 050- 2000 miles were single track, and 51 754-1000 miles dou- die track. We bave not the detailed report for 1840 at band, apd therefore are }gnorant of the operations on the road during the past year ‘There bas been paid into the sinking fund the sum of $459 578 62; and there is a balance of construction fands unexpended of $52,989 GO. The first year of open- ing through to Albany was 1842. The total receipts in that year were $612 688, and they have gradually in- ereased till they more than doubled, as will be seen by last year’s receipts. The expenses have in- ereaced in about the same ratio. Im 1842 the whole number of through and way pas- sengers was 190,.436,and lect year 435.804. The way passengers have increased from 171,806 !n 1942, to 402, 63 im 1849; while the through passengers have only imerensed from 18.670 to 88,751. The way passengers Jact year were more than in 1848 by 30,000; while of the through passengers there was no increase. In 1946 the number of tons transported was 48.609 tens going west, and 117.785 coming cast —being 166.- 304 tons moved, equivalent to 100.050 over the whole roed. In 1840, the quantity was 81,728 going weet, and 191 886 coming east— being 273,608 tone moved, eqni- valent to 162.280 over the whole road Im 1847 the quantity was greater, being equivalent to 170.728 over ‘the whole road. The number of barrels of four trans- ported over the road im 1842, was 172.110; lest year, 290.165. In 1847, 702 500 barrels, ‘The whole number of shares is 51,500.
