. TELEGRAPHIC INTELLIGENCE. Affairs in Washington. OUR SPECIAL TELGRAPMED CORRESPONDENCE. Ww. ne ey Crry, Sunpay Evaana, Jan. 6—9 aboek, } ‘The bill granting the franking pri Bags to Mrs. Polk will remind General Taylor that some allu- sion to the death cf ex-President Polk was ex- pected in the message, but the omsion may yet repaired in a special communication, On re- ceiving it, ,both houses would adjourn over a day or two, in respect to the memory of the deceased statesman. Such communication, we hope, will be made within a few days. The first businees in the House to-morrow, will be the election of Clerk. The democrats are con- fident of Mr. Forney’s success, but the heavy under-current of the slavery question perplexea all ealculations. The first legislation will be on slavery, and probably the last for this session. This question peralyzes every other movement, and cannot be postponed. The general anxiety to take hold of Mt may possibly have the effect of hastening a com- plete organization of the House. Naylor’s livery stable was consumed this morn- ing, about daylight, with twenty-seven horses. Their bodies are still burning where they fell. Five omnibuses were also lost. It is supposed to have been caused by an incendiary. Arrival of the Steamship Alabama, from Chagres, New Oaceans, Jan. 5,1850 ‘The steamebip Alabama, from Chagres, arrived here on the 2d instant. Our capitalists aud ly bave arrived at the conolt ® president and board of di is a growing disposition in this and every other community, to avoid such investments as require individual to trust to the honesty and iategrity of a board of management. Itis the belief of every man that be can manage his own busigoss best, and the ex- perience of the past two or three years has been sufti- cient to suticty every one that the speediest way to be ruined is to place one’s ca; in the hands of any board of directors, Men of means have become satisfied that the only rafe way is to putthelr money where they can see it every day, where they can put their hand on it when they want it, and where they can make it avail- able without submitting to emormous sacrifices. Go- vernment and good State stocks, productive real estate, and bonds and mortgages are as safe investments as we know of, and their value and productivencss are be- yond the influence and control of any clique of indivi- duals, Bank, railroad, insurauee and manufacturing stocks can be, and frequently are, made worthless by the acts of » president aud board of directors, and thou- sands upon thousands have been ruined by the ras- cality of individuals composing these boards. We have frequently been astonished at the extent of confidence blindly placed in the management of | our incorporated companies generally, and won- dered that men, cautious @nd shrewd in their | dusiness affairs, entrusted individuals whom they | would not lend a dollar, with the management of thou- | sands. Heretofore this has been practised to an_ enormous extent, but a change fs rapidly going on.— The events of the past year have produced a reyolu tion in the public mind, and people have learned not | | to put too many eggs in one basket. | During the past week, the money market has been | quite active; the supply and demand have, however, | | kept pace, and there has beem no advance of conse- | quence in the rates of interest.. The banks can dono | more than maintain their exieting line of discounts.— | Business paper is daily increasing in quantity, and the offerings in the street are daily becoming larger. It is the general impression that the demand for money will steadily inorease, umtil after the bulk of the spring | importations have been received. The steady (and by | no means moderate) expansion going on in publicand | private credits, forbids all hope of sm easy money mar- ket, until one of those events take place, which have | in years past, produced such a suddem contraction in | credit, and released such large amounts of capital from | employment. The annexed comparative statement exhibits the | quotations in this market for each day of the past | week, and at the elose of the week previous, It will been seen that prices bave, throughout the week, with one or two exceptions, been pretty uniform:— Quotations rom tHE Paincrrat, Brocns tn THe New 5 = Treasury Notes, 6's, % UiBtatae Oa, Wr. 10 Resiochib mat x Titolo seesee aS ym HK — = wy By BK HY > AREY - VW wv =a = Hy BB. The reliable acoruing revenae of last Fear exceeded $1,200,000, and the taxes of that and former years in the hands of ocilectors, amounted to $661 833 69. The receipts of the fironl year ending oo the thirtieth of November, 1860, are estimated at | $1,200 000, m eum less than the receipts of last year, by | $115,690 86. Add to that amount the balance remain- | on the first of December, 1849, $454,802 06, the aggre- gate revenue of the year will be $1,094,872 00. The | disbursements for the ame period will be, for ordioary — expenses, $200,000, for Interest on the public debt, $700,000, for redemption of ome half of the residue of the funded interest, $309,910 55, making « total of $1,200,810 63, and leaving @ balance im the treasury at the close of the year of $476,582 43, A like estimate of receipte disburremente for the succeeding year, allowing for a decrease of interest in proporticn to the reduetion of the principal of the debt, will find, on the Ist December, 1561, the interest bonds entirely cancelled « balance of $434.80 53 in the trea sury, and the public debt redaced to $10 031,552 23. From that time forward, all surpluses in the treaeury become applicable to the sinking fund. T nifent and constant improvement perceptible in the ooliec- tion and payment of taxes, taken connection with | the certainty of increased rev from internal im- provement companies. suthorires the conclusion that the receipts of each successive year, after let Decem- ber, 1851, will not fall short of $1,250,000. Evtimating the receipts for the year ending on the | petual Seth Moneuten, 1852, at $1,250,000, par adding $431- 830 63, the balanee of the preceding year, the aggregate revenue of the year will be $1,734,330 53, from whieh deducting disbursements tor ordinary expenses, $209, 000, and for Jaterest, $042,000, amounting iu the wh le to $862,000, and there will remsio in the treasury. oo the Ist December, 1652, $872,830 53. The same result, withap annual balance constantly increasing ja amou at will follow for all future years, It will thus be seen that $375,000, at least, mey be safely appropriated to the annual payment of the main debt, while a bala: wil always remain on hand, more than sufficient to cover apy unforseen contingency. That amount, together with the inorease of the sinking fund, regularly ia- vested, will extinguish the entire public debt in thir- teen years from the let day of December, 1851. Up to the Ist of last October, the funded interest had increased to $878,789 45, leaving, it is supposed, bat a smell amount, if any, of coupons and certiseates yet unfunded. Besides the payment, during the last fiscal year, of the iaterest upon this sum, and upon the main debt as it became due, there has, also, been purchased or redeemed and cancelled, $260,118 38 of the interest bonds, thereby reducing the debt om that account,on the Ist of December, 1849, to $618,621 07, The interest of the State of Maryland in the Balti- more and Obio Railroad, exclusive of the three millions of sterling bonds, consists of the annexed items :— Subroription to capital stock of the compeny. . #300 000 Do to the Washington branch augmonted. . In conseqnence of the heavy expenditures of the Baltimore and Susquchan- nab Railroad Company for repairs, &o., itis probable that the payments into the State treneury during the present year will mot be large; but the Governor has an abiding confidence in the ability of the company to resume and maintain the pay! it of the entire inte. rest annually due upon the obligations of the State. ‘The State's investments in the Susjuehannah and Tide Water Canal Companies, are, for sterling loan as eferred creditor. . «$1,000,000 00 rrears ++ 192,500 00 Arrears of interest unfunded. oe 70,890 01 ‘Total. ++ $1,252,890 01 The amount annually due upon the sterling loan and funded interest, varies with the coet of exchaage and remittance; for the fiseal year ending on the thirtieth of November, 1848, it was $66 925, and ferthe year just clored $66,550, making a total of $133.475; while for the former year there was paid to the State $4,000; and for the latter $101,550, equal together to $141,560. being an excess over the interest due for the two years of $8,075. This belance has been carried to the eredit of the arrears of unfunded interest, which reduces it from $70,590 01 to $62,315 01. The revenue of this company is steadily increasing, having risen from $41,- 658 87 in 1840, to $198,013 63 in 1848, At this rate of Jucrease the company will soon be able to pay the current intereet om its debt and remove the eabar- Tasements under which it bas so long labored.
