Charles Maia tom, Ne; Kateno, Ness Joven _— 34 * Wannem, Jan3 Sailed—Ship Erie, NOrleans, Avarama ano Toe Witmor Proviso.—It will be seen, by reference to an extract from an Ala- bama journal, published in another part of to-day’s paper, that, in consequence of a communication transmitted to the Governor of that State, by its Representatives in Congress, that functionary, in a message to the Alabama Legislature, now in ses- sion, stated that the time tor decided action had arrived, and he recommended that body to an nounce the ultimatum of Alabama on the great question which now convulses the country. This 1s another step beyond any that has yet been taken by any Southern State; but it is following up the threst which was made by that, as well as other Southern States, on former occasions. We hope that moderate counsels will yet prevail, and that we shall have no occasion for any sectional ulti- mata of any kind. If the Legislature of Alabama, or any other State, take any such step as the one proposed, the inevitable effect of it will be to com. phate still further the Wilmot Proviso question, and render its adjustment on a fair and honorable compromise, more difficult. There 1s difficulty sufficient surrounding the question, in Washington, already. Any pressure from without, come from what source it may, will only have the effect to add fuel to the flame of sectarianism which already ier too violently in connection with this sub- The movement in Alabama, however, shows ie the Sonth are determined to bring this ques- tion to a crisis as speedily us possible. Man. Communication with Catrrornia.—It seems that Mr. Collamer, the Postmaster General, has been consulted concerning the delays that fre- quently occur in the tranamission of the California mails. These delays are very annoying to the tens of thousands of persons on the Atlantic, who have relatives and friends in California, as well as high. ly injurious to the interests of the vast commerce which has sprung up, as it were, in a day, with that distant region. In reply, however, Mr. Colla- mer says that he has no power, by law, to remedy the evil complained of ; and that, if the present arrangement does not give satisfaction, the only manner in which redress can be obtained, is through an application to Congress. We have had occasion before to speak on this subject; but the difficulty we experienced in not being able to put our finger on the weak part of the new California system of mail transpertation, pre- vented-us from suggesting the appropriate remedy. Now, however, that the leak has been found, and that we have learned that none but the regular mail steamers can take the mail to or from Cha- gree, we trust that Congress will make further pro- vision to enable the Post Office Department to provide against any future failures or delays. Our mail system, in connection with California, oaght to be as perfect and comprehensive as possible, not only for the accommodation of thousands of the adventurous spirits who have emigrated thither, in search of the golden ore of which that extraordi- nary couatry appears to abound, but to promote the interests of that great commerce which, within the short period of eighteen months, has sprang into such magnitude, as to employ more steam- ships in its service and requirements than there are ir commerce with Europe. Previous to the closing of she books of the Erie Company, the stock | 3% told at 63, dividend off would reduce the price to 60; _ but the reduction has been much greater, sales having, since the opening been made at 58 per cent. Outside operators understand perfectly well the object of these forced dividends, and generally take the advantage of the Orst effect upon the public mind. There is no use in giving good advice to the managers of these fancy companies, but holdere should, by all means, realize | in anticipation of a dividend, ‘The decline in Farmers’ Loan is the effect, doubtless, of the recent decision against it, in the Supreme Court, and the decisions of the Court of Appeals, in the Dry Dock Bank ease, and that of the North American Trust Company. We cannot always expect fair weather and smooth sailing, and we fear few are pre- pared for the storms and head winds they are destined soon toexperience. Large amounts of paper ete daily offered in the street for discount, and the rates range from seven to nine per cent for the best. The receipts at the office of the Assistant Treasurer of this port, to-day, amounted to $09,823 78. Payments $908 53; balance, $7,564,974 54.
