The Inquiries of the Senate for Information not in the Message and Documents—The Cabinet, and General Taylor, and Congress — Scene in the House, #e., $e. There was ao immense amount of preliminary busi- ness done in the e to-day. The resolutions offered by Messrs, Clemens, Houston, and Foote, are of the highest importance. Mr. Clemens has heretofore beon claimed as a good Taylor democrat, but he ms to have seized the earliest opportunity to convince all parties of the extent of the mistake, He is just about as ultre = Southern locofoco as could be stirred up in @ cottom field. His resolution of inquiry upon the President offered in the Senate, covers all that has byen omitted” in relation to that country, im the message. ‘The mission of Butler King, the military government of General Riley, the competency of the people of Call- fornia to form a State government, are all included in the demand for information A reason is also asked ot Old Zack for his opinion that it is best to leave New Mexico alone until sbe can come in as a State. All these matters, hardly alluded to in the me and documents, are of the utmost consequence. In the main, the resolution is fair; the information asked is proper and necestary, ‘To’ thie extent, if it is we pretume the President will feel compelled but the opinion of General Taylor respeet- Mexico can hardly be considered as incum- beat upon him to give. In this respect, the resolution is comewhat captious, and should be modified, or it will defent its object. The resolution of Gen Houston, asking of the Pre- tident © the reason why the judicial authority of Texas bas not been recognised by the military authorities at Santa Fe,” covers the whole question of the Texas boundary. And, as illustrating the importance of this question, we are informed to-day, that im the Legisla- lature of ‘Texas, resolutions have been introduced to the effect that if her boundary is not allowed, she will consider the eompact of anuexaiion cancelled, and that she no longer is unde obligations to the Union. ‘ Masterly inactivity,’ as applied to New Mexico by the message, will not answer. Something must be de- termined upon, The boundary, one way or the other, must be defined aod this inciides the whole difficulty of the Proviso, The Northern members can hardly al- low the claim of Texas, which includes a large part of New Mexico, in whica slavery does not now exist. If they reject it, Texas revolts. If they fail to act, Texas seizes the territory by @ military iavasion. Maaterly inactivity, therefore, can ouly be sustained in Texas by cur increase of the army ats ae toan extent whic! Will deter the State of Texas from a military seizure of the territory. The question, then, submitted by Gen. Houston requires an auswer. jt should have been an- swered in the meseage, or in some of the reports of the fecretaries ; but the Presideut was overruled. by his cabinet, in’ whom he places too much contdenee. Honest himself, be believes theic professions to be honest: without experience in goverament affairs, he takes thelr advice, and believes them to be acting as his taithful friends, which they are not, All that part of the mesrage relating to our foreign affairs is full of bulls and biuuders, it is admitted to be the work of Mr. Clayton —his report dovetailed iato the mesrage. It amounts to nothing that we did not know before; it explains nothing which remained « mystery. It is milk aod water. and altogether the most ridiculous piece cf trifling with the public expecta- tions. But fora faith in bis prime minister. of the most unbounded conideace, the good sease of General ‘Taylor must have rebelled at this imposition Dut the Cabinet. by the \uquizies daily offered in the Senate, ore bringing ihe matter home to the President, He is just coming Into covtact with the two houses. ‘There must be a free eud unrestrained intercourse be~ tween the Executive and Congress, or veither can do avything. ‘There must be no dudging, no evasions, no locking up in ecoret drawers, of information due to Congress aud due to ths public. Without @ position, without opinions, without the courage to speak out the administration will soon be without support. If things go on for another month at this rate, the “abi. wet must be dissolved, or the administration will be~ come & cipher, ‘The telegraph will have given you report of the scene ip the Houre, to-day, between Mr, Winthrop and Mr. Giddings. Mr Winthrop was in @ towering pas- tion, and spoke with more Vehemence thau any men of this session, except Vir. Toombs, of Georgia. Mr. Winthrop had been abused by the member from Ohio, and could net stand it any longer Mr. Schenck came up gallantly to the rescue, aud we must oo Giddings was esentially a * used up’? m grounds of his opposition to Wilmot for Speaker The rules having been adopted, 60 as to allow the Speaher to appoiut the committees, they will, no doubt, be formally aunounced to the House on Monday next. Mr. Linn Doyd ts said to be designated for chairm of the Committee on Ways and Means, and Mr. Bayly, of Virginia, on the Judiciary.
