The fancies are weak, and they are in weak hands. Acudden contraction in the money market would start Prices down on the run, and the bulls would tumble over like ile of bricks. At the second board, the transactions were limited, and the market closed heavy. The Harlem Railroad Company will pay the semi annual interest on the preferred stock, on the 24 of January. The directors of the Old Colony Railroad Company | have decided to pay no dividend in January. They have a surplus of $47,000 on hand, after charging of everything, which would be about two per cent upon their capital; and, agfor the coming two months the re_ ceipts are small, they have thought it best to start this year square, with this! surplus It is understood that the income has been for the year $275 000, and the net income $108,000, after deducting running expenses, and cost of maintaining branches and second track’ ‘The income has increased $47,000 during the year. The expenses have been increased. The increase of expen. diture appears to spring from the cast of running twelve miles of second track—the South Shore Branch --twelve miles long, and increased mileage and cost of fuel. It is pity that some of the railroad companies in this part of the country would not do likewise, All we ask of them, however, for the next year, is to close up their construction account. ‘The Eastern (Mass.) Railroad Company have de” clared a dividend of four per cent. The Bank of Hamburg has declared a dividend of | two dollars and fifty cents ($2 50) per share, being five | per cent for six months. Thirty-five bars of gold, the was 195 pennyweights each, were produced in the Booker mine, in Buckingham, Va, by thirty hands, in thirty-four days, the expenses are rated at twenty dollars per day, the clear profits of thirty-four days’ work are upwards of five thousand dollars ‘Tho bill for winding up the State Bank of South Ca- | rolina, was indefinitely postponed in the House of Re_ presentatives of that State, last week, after a long and exciting debate, by a vote of 62 to 60. The Rutland and Burlington Railroad, connecting Boston, by thi y of the Fitchburg, Vermont and Mas- saebusetts and Cheshire Railroad to the Connecticut line, with Lake Champlain, was opened, on Tuesday last. INTELLIGENCE BY TUE MAILS, Our ‘Washington Correspondence. Wasuixoroy, Dee, 20, 1849. ] Father Mathew, the Senate ant the Sluvery Question— Mr. Seward, the Free Soil Leader~ Mr. Clayten’s Appre~ hensions and his Appeal to Mr Clay A most extraordinary debate took place fn the Senate to-day. When Father Mathew left [reland, he little Suspected that the commencement of the slavery dis- cursion im the Senate of the United States, at the pre- sent seesion of Congress, would grow out of his visit to the capitol ; and little did the good man think that it Would kindle up such @ scene of excitement as we wit- ‘nessed to-day, while he was waiting in the ante-cham- ber, the contested courtesy of the Senate, ‘The Vice President, or any Senator, could have takem Father Mathew by the hand, and conducted him into the chamber. The privilege is daily employed in number of cases, including sometimes the veriest loaf- ers about the capi But the object of Mr. Walker, in the resolution, w public expression, by the Senate their esteem of the great phi- lanthropist, whose mission is the mission of humanity; and who has been so free from assaults upon men, oF classes of men, that even the keepers of the lowest gi shops respect and esteem his ainiable and inoffensive character, But Mr. Seward thought proper to revive the soe- tional jealousies of the South, iu such a manner as not only to destvoy the compliment intended, but to pros= lous purpose of making abo- The South distrusted the sen- Uments of Sather Mathew on the slavery question, be- cause of bis signature to the O' ounell manifesto, Thia distrust might bave been softened into silence, had every Northern Senator lis ened to the appeal of Mr Clay, Mr. Cass, Mr Downs, Mir Houston, and others, who advocated the resolution; but when Mr. Seward daclared that the abolition «eatiments charged upon Father Mathew were, of themselves, a powerful inducement to the compliment propored. it rallied a& once nearly the whole South iu opposition to it ‘The reault must have the wifvct of weakening Father Mathew’s influence in the South. (where, we under- stand, he proposes passing the winter) unless he shall publicly disclaim the suspicions of Southern Senators, 4s we trust he will do, No man supposes that the ins offensive apostle of temperance after his refusal to be taken in by Lloyd Garrison, intends the slightest ine terference with the domestic institutions of the South, in bis visit to the Southern States; but it is to be hoped that he will quiet all suspicions, by the publica~ tion of his views and intentions We desire him to travel ever the South, to sve for himself that Southerm slavery is not the terrible thing which Daniel O’Con= nell iguorantly believed it to be; and which most be« novolent foreigners who have never seen it, are apt to imagine it to be. 7 great point, however, of this day's singular dise cussion, lies far beyoud the question of courtesy; and the result to significant as indicating results It was no direct test on the sl was an indication, and shows prett: I iso has a majority in the Senates 1d Zack may expect to be called upon to ft ween the North and the South, for th ery 4) Union. Another thing indicated is, the course of Mr. Sew= ard. He bas seized this occasion to put himself in the position of the free soil leader in the Senate; and the cabinet may well be alarmed at the zeal of this gentle man in support of the abvlition programme. That Mr. Clayton is afraid of him, we are well assured On Wednesday evening Mr. Clayton had a long in- terview with Mi at the lodgings of the Istter, lasting from seven o'clock till nearly midnight. We are advieed that one object was to scoure the support of Mr. Clay to the appoiutments of the « and another was to advise Mr, Clay check, if possible, as the cabinet are apprehensi mirchief from the young gentleman, if not kept under control. The proceedings of this day establish the sa- gucity of Mr, Clayton, aud the necwasity of a tight reim upon Mr. Seward; or otherwise, as the leader of the abolitionists, he may play the very deuce with all the compromises of the Executive. and break down the ad~ ministration in its best efforts to extricate itself and the country from this vexed diepute on slavery Such are some of the prospects to the whig party, from the recognized leader of the New York whigs iu the Seni je bas been indir y 9 origin of the difiloulties in the House, and he will be a costly jew to the Cabinet, before they are done with him. Wasnixeron, Thursday Evening, Dee, 20. The Conference Committees—The South Carolina and Georgia Legislatures, $e. It is now evident that | have taken the right view of the matter last night, when | stated it as my opiniom that the conference committees appointed by the whigs and democrats, respectively, would not be able to effect the organization of the House. The committe hat uot yet reported; but this le the view of most of the members on the rubject. It is preposterous to think ios trading committees with substantial powrrs, for office, with the shadow of .c. itis impossible for either ace to make concersions to the o ee without being id responsible for such @ course; and it is nonsense to suppose that such concessions, if agreed on, will be adopted by the majority of either party in Congress, or their constituents at bome. ‘TheScuthern wembers—whige and democrats—want no organization for the purposes of legislation, whem that legislation is an insult to them— dieturbing their pence, and endangering their property, The Soutts Caroling Legislature bas just passed Fesolutions aj roving of the conduct of tlieir repreaentativesin Wass ington; and t 1 over to the J ile, all the time ni slavery question and the mot proviso, Wasnireroy, December 21—103¢ P. Its de= jiberations were not remarkable, and there was not much harmony or concert among them. The difficul- tles began this morning, at the meeting of the sab- committees at the Speaker's room, The democratic sub-committee stated that they were ready to receive any proposition which the rub-committee of the whig caucus might make to them; being of opinion that the proportion, whatever it might be, ought to come from the party which had invited them to the eon- ference The whig committer then stated. that they ee the plurality mode of elec= ‘ty should select ite oan- in were authorized to prope tion, to wit, that tach didate, and that the be three BF] if no choloe take at either ballots, then @ plurality shall ele fourth’ ballot. This proporition Committee of Conference, objected to by Me , nand and Bayly; but, it being found that the demo- eratic eub-cominittee of six are equally divided on re- criving oF rejecting the proposition. it was, at last, agreed that the proposition. such as it was, should be rubmitted to the democratic caucus this evening, and that the eub-cemmittee should, to-morrow morning, re- port the result to the Coumnittee of Conference. ‘The proposition made by the whig #ub-com: conference, was, thisevening cratic et n i en the rubj t bet the caucus ' Tennessee; Mr Ewing of Tennessee; Mr. Gerry, of Maine; Mr. Meade. of Virginia; Me. itobiason, of Im. diana; Mr. Hibbard. of New flampshire, and several others. were for adopting the plurality rule, as ported by the whig subcommittee; but Mr. MeJler. t.
