Upon the opening of the market this morning, there were decided indications of a collapse in the fancies, and nothing prevented it but the arrival of the steam- hip Cresent City, from Chagres, with about eight hun- dred thousand dollars worth of gold dust. This was a great card for the bulls, and they made the best use of jtto sustain the market. At the first board, to-day United {States 6’s, 1867, fell off 3¢ per cent; 1862, 14; 1868, 4; Penn. 5’s, 34; Erie 7's, new, 3¢; Harlem, \; Erie Railroad, ; Reading Railroad, 4; North Ame- rican Trust, 1; New Haven, 34; Morris Canal, >¢. In- diana 5’s advanced 34 per cent; Farmers’ Loan, 1{; Long Island, %{. Soon after the adjournment of the first board, the Extra Herald made its appearance in the street, and created considerable excitement among the bull speculators, and they were able to give prices, for some of the fancies, another galvanic touch. At the second board Harlem advanced 3¢ per eent; Read- ing Railroad, 14; Farmers’ Loan, 1s; New Haven Rail- road, 3g. United States 5’s, 1853, fell off }¢ per cent; Canton Co., $s, and Erie Railroad, 4. The transac- tions im all the leading railroad fancies at the first board, were to an enormaus extent, the bears making contracts en time for a dozen shares, where they, bought one for cash. The cash operations have for some days past, been only to s moderate extent. For government and State stocks the demand continues limited, and prices have been steadily depreciating. The market for for the fancies is wavering, and the complexion of things this morning. was rather unfavorable for speculators for a rise There is not the slightest real foundation for the ad- | vance in prices already realized, and it has been pro- | duced entirely by the bears having sold themselves short, and being obliged to change their position tem- | | porarily from sellers to buyers. This has had the fect reported in the daily sales, and has no doubt been | 35 en, of vast service to outsiders im giving them an epportu- | 1% ints RR nity to realize. It isour impression that many outside operators, who have realized at present prices, have slept much sounder during the past three or four | nights, than at any time within the previous six months, The receipts at the ofiee of the Assistant Treasurer of this port to-day, amount to $80,079 18 ; payments, $83,162 23 ; balance, $3,905,146 70. The receipts of the Baltimore and Ohio Railroad Company for the month of November, 1849, amounted to $146,174 65, against $121,892 79, for the correspond- ing month in 1848, showing an increase for the month, this year, of $24,281 86. ‘The Crescent City, from Chagres, brings ene month later intelligence from California. She has on freight about eight hundred thousand dollars, from Chagre: how much of this comes from San Francisco, or what portion is California gold dust, we have no means of ascertaining at present. The passengers on board, it is | taid, have large sums. The accounts from California relative to the production of go! rially from those received by previous steamers. It is estimated that there were about eighty thousand peo- j ple among the mines, most of whom were digging with more or less success. The average product per head, is set down at five dollars; but even that small sum is too high, judging from the comparatively limited ship- ments of gold dust. The exportation of gold dust from | San Franeisco, bas not averaged, thus far—November 2d, 1849—more than half a milli ‘we can judge by the most authentic returns received and it appears to us, that if the average product was as large as reported, the shipments would have been to ® much greater extent. Eighty thousand miners, at an average of even one dollar per day, would Preduce more than two millions per month, and at an average of five dollars per day, would give an ag- gtegate of twelve millions per month. The state- ments, therefore, relative to the production, must be | ery much exaggerated, or else the gold remains in | the hands of the diggers. We have no doubt that large | amounts of gold are hoarded by the miners; but we do | not believe that the quantity mined is anything like | that which the reported average product per head | would come to. It is estimated that about 500 vessels had, upto the lst of November, arrived at San Francisco, from the | United States and Europe, and that at least 100,000 people were, at that time, in California, The average cost of outfit for each person, cannot be less than $200, which makes an aggregate of $20,000,000. It will cost an average of at least $300 per a This amounts to $90,000,000, This makes a total of $50,000,000, for the bare outfit and provisions for one | y The 500 vessels which had arrived, at the latest date, and the 600 on the way, are worth, on an aver- age, about $10,000 each, which amounts to $10,000,000. The time of on an average, $200—total, $20,000,000. Grand total of outfit cost of living one year, cost of vensels engaged in the trade, and value of time one year, $30,000,000, This is moderate calculation, as theactual outlay and absorption of capital, up to this time, will probably amount to full $100,000,000. Asan offset to this we Dave thus far received about six millions of dollars ($6,000,000) in gold dust, from California and the whole Pacific coast, It will be perceived that there is still an against California, and that it wil; be a long time, at the rate already realised, before we the sum expended, to say nothing about profits, It is our impression that most of those engaged in the trade would be satistied with merely the cost of their shipments. Most of them have aban- doned all idea of pro and many of them will never Tealise acent; the charges, such as freight, storage, &o., will eat up every mill of first cont, Th: uot of California, to pay for this immense amount of Property, is gold. At present it has no other resource, and we know of none bot ite minerals, It is nora | little more thantwelve mouths ¢ince the emigration to | California commenced, and there has never been known, in the history of the world, euch a movement as has been prerented in this, Independent of the hundreds of versels which have departed from all parts of the world for California, we have nearly a doren of the finest steamships in the world, regularly employ- ed in carrying parrengers and the mail between this pert and San Francieoo, vie Chagres and Pa nama. Several large steamers are now on the way round, to take their place in the line from Panama to San Francisco, and in a short time we shall more on the line between this The monthly mails transported by the mail steamers between New York and San Francisco, are larger than thore carried by auy other line from this port, and the time required to reach California from this city, has been reduced from six and eight months to about four weeks. All this has been brought about in a little more than one year; and if the progrers is at the same rate during the next year, we shall not have facilities enough to keep up with the dema: It will be seen by a letter from Bari: Co., of London, to the Governor of South Carotin which we publish in another column, that they protest repealing the ebarter of the Bank of South Ca- It ts stated that when the loan was made to the State of South Carolina, for the purpose of rebuilding the city of Charleston, in 1898, the responstbility of the bank was considered @ portion of the security of the loan, and that the profite of that institution were pledged for the payment of the annual In- terest, and the Mernrs. Baring ask, that in th of the bank guaranty being removed by a repeal of the charter, come other equivalent security be given to the bondholders, or that the bonds be purchased, and the debt for which the bank was one of the acknowledged securities be extinguished. The Governor of South Carolina, in his recent mos- sage to the legisiature of that State, gives a detatied account of the Bank of the State. It appears that the institution was chartered Im 1912, At that time, says the Governor, the distress of the planting community ‘was co general and paralizing, that the legislature, after investigating every mode of relief, ultimately adopted the scheme ofa system of public we im the nature ba - discounts on real and personal property. In 1820, the capital of the bank was pledged for the | pedemption of the public debt. the expenses eoprequent on the establishment of a | system of internal improvement, then commenced The immediate effect was to convert the practically omly a loan office, into | an institution to be conducted on purely commercial ' By the usual accommodation on bonds, it incurred embarrassments.and hazards. and the opere tion was too slow to attain the end, which, by a virtual modifieation of the principal, if mot exclusive, design of the original act, it was henceforth to fulfil. it was deemed “expedient and beneficial, both to ite citizens and the State, to re-charter the bank.” Since that time, there has been a great difference of pinion in the State, in regard to continuing the chat ter of the bank; and,as the Governor remarks, “ the political histery of South Carolina has too long pre! | sented the anomalous spectacle of its constituted au- therities upholding a State corporation, while it de- nounced any union betweena bank and the federal The Governor submits the following plan for winding up the bank:— “Tt will continue as @ corporation until 1860—four ars beyond the period to which its duration extends the existing law.
