T pannta | 4 Long Interview— Foreign and Domestic Policy of the Cabinet Lard Open—Pretty Good, as Fur as It Goes—Cabrnet has a High Respect for the Herald, §c. [had a long interview with Mr. Clayton, to-day —the first one of any length | have been able to obtain from him since my return here. As the conversation was a very important one, shadow- ing forth the views of the cabiaet upon a great many subjects (although ot course rather diseur- sively) I willendeavor to give the gist of it as fale ly as possible. . ,THEGENERAL POLICY | . of the administratya will be cai! in keeping with the views entertained in the ‘‘Allison” letter and the inauguration address. The administra- tion will not dictate to Congress any particular measures, throwing the whole responsibility upon Congress for the rejection or passage of all mea- sures. And in this view, Mr. Clayton considers that, even should there be a majority of democrats in the House, it wall be all the better for the first two ears. The administration does not consider it has any right to dictate or coerce Congress in any manner whatever. Suggesuons will, doubtless, be made of changes, but the Secretaries nor the President will not argue ‘“iree trade,” or “protec= tion,” or apy other issue. li Congress chooses to pass a measure, unless it is clearly unconstitution- al, of which there is little danger, or vote away the whole revenue of the country upon internal ime provements, for imstance—uniess in such cases, the veto power will not be used. If a high tariff mea- sure is passed, the execurive will sanction it; if a Jow tariff, it_will meet the same fate. Congress will be, strictly speaking, responsible for all mea- sures, and the people can veto their acts if they choose, by not re-electing them. Upon the TARIFF QUESTION. the cabinet have already agreed upon thelr course. Mr. Meredith will show the working of the system, and suggest certain ymprovenients, but merely in seaets lterms. Itis understood, however, that the whig party will propose a slight increase duty upon tron, &¢., and an adoption of specific instead ot avi volorem duties. By the way, itis probable the Secretary may touch upon this latter point, and show that ad valorem duties enable the Eng- shipper to regulate our duties at his pleasui Suill it must be understood the administration will ‘dictate no plan, much less drawn up bills, as Mr. Polk’s cabinet did. They willshow the faults of the present system, and leave the remedy with the representatives of the people, who are responsible, and who will be permitted to lewislate, unrestriet- ed by the frowns or smiles of the Executive. If, how: ever, the mercantile interests prefer to have their credits thus limited, the admiot-tration willbe per- feetly satisfied. The responsibility will rest with Congress. The administrauon has no intention whatever of recommending a national bank, nor will it feel bound, in any manner, by old issues or old theories. It will judge of matters by the light now voucheefed, and not from t lews express- ed ty oy one, no matter how eminent.
