The Hibernia is due at Halifax, and we may expect to receive her news this afternoon Highly Important from W ‘ashington—De- monstration of the Cabinet against En- gland on the Mosquito Qnestion—Prova- ble Rupture with that Power, By perusing a very interesting and important letter, from our Washington correspondent, which will be found in this day’s Herald, and also two articles which we have extracted from the organs ‘of the cabinet—one from the N American and Ga- zctte, Mr. Clayton’s own paper in Philadelphia, and the other from the Courier and Enquirer, of this eity—our readers cannot but perceive that General Taylor's cabinet have arrived at the determina- tion to take a decided, and, if need be, hostile atutude towards Great Britain, on the Mosquito question, and to defend the privileges granted to American citizens, and the rights of the republic of Nicaragua to the Mosquito territory, in opposition to British pretentions and British protection, to the last extremity, even if war between the two coun- tries should be the result. No other conclusion can be arrived at by the unprejudiced reader, when he has perused those articles from the cabinet | organs, and the letter of our Washington corres- pondent; the three combined making the case as clear as any that ever was submitted to a court | the Buncombe order were made at the ume. and jury, and even clearer than thet of the ‘Con- fidence Man,” recently convicted at the Court of Sessions. The cabinet are evidently preparing for « grand hostile demonstration towards England | patched together, showing that it was in the thiek- on this subject, and it will be very interesting to | study and unravel the future movements of that wonderful body of wisdom, in the matter. It will be seen that the cabinet has determined to support Nicaragua on two grounds, viz:—On the Monroe doctrine, concerning the interference of European powers with the affairs of the American continent ; and on the principle that neither Great Britain nor the so called King of Mosquito have any rights, and never asserted any, to the Mos- quito terntory, but, on the contrary, that all the nght and title to that portion of Nicaragua territory is in the State of Nicaragua alone, and conse- quently her grant of certain privileges to American citizens, connected with the port of San Juan and of the river San Jeon, by the government ef Nica- ragua, is good against the whole world. Now, the end and aim of the cabinet, in taking this position at this late day, are apparent. From the time when Mr. Clayton and his associates got in- to power ia Washington, as the constitutional advi- sers of Gen. Taylor, they have broaght much odium on themselves and laughter on the administration, by the course which they have adopted in con- nection with the foreign policy of the government. That policy has been rebuked most signally by the States which have held elections since their iastal- lation, almost every one of them having, by a large majority, denounced the cabimet and its foreign policy. That pohcy was one of sympathy with European despotism, and was anti-American and contrary to the liberal spirit of the age. We have considered it our , dent journal, to conde ent cabin some months past, because mbec we ness and truckling spirit which nerd in our foreign relations, and the sympathy whi hae shown towarde deapotiem, in both the old and new worlds, to say nothing of th violation of all General Taylor's pledges, in t! eweeping removals from office, without canse of any kind. We have, on many occasions, given our reasons for taking that course, and we are entisfied that, in taking it, we have the support of all liberal people through- eutthe country. Dui if the cabinet is now de termined to retrieve the errors which it eommit- ted in its foreign policy, by taking a high-minded and determined stand in this Mosquito business, and to vindieate the legitimate elaims of Amenean eitizens in opposition to the pretensions of Great Britain, we shall give the cabinet a hearty and wil- ling support i the steps which it may take, even if actual war with that power be the result. We shall go with them “up to the hub” in the matter. The United States has nothing to fear from a war with Great Britain; the combined powers of all Europe could not conquer this country. To be sure, our commerce would be cut up, and perhaps ruined ; but no consideration—even the certainty of anmhi- lation—should restrain us from vindicating our nights, and resisting the aggressions of that ambi- tious, greedy, and deceitful power onthe American continent, But, by adopting proper precautions, our commerce even may not suffer so much as might be supposed. Before the cabinet proceeds much further, our merchants in the Atlantic cities had better regulate their affairs accordingly, and make provision against the casualties to which that branch of our industry will be subjected as soon as the cabinet push the Mosquito difficulty to the war point. One thing is certain, the honor and charae- ter of the nation must not be trampled upon by any | foreign power, no matter what the cost of sustaining them may be; and in sustaining them the eabinet at Washington wil! meet with a hearty support. ‘Tue New York Vouunrrers.—At the last meet- ing of the Common Council of New York, a com- mittee was appointed to ascertain and repert on what condition, and for what price, a lot of ground in Greenwood Cemetery can be purchased, for the interment of the New York Volunteers. This ap- pears to us to be a very curious proceeding. Those gallant fellows fought and bled for their country— sustained the honor of their native State on the bloody fields of Mexico; and are they to have no otherackaowledgment of theirservices than the ten- der of a grave when they dic, either in the course of nature or from disease contracted when fighting the enemy? This is one way of rewarding those who shouldered the musket at the eall of their country, and marched two or three thousand miles, to-meet, fight, and overcome the enemy. If the tender of a grave is the only acknowledgement that our city councils cah offer for the gallantry and bravery of our noble volunteers, we should think they had better withhold it. Cannat the city or the State do something better than that for them? Previous to their departure for the field of | carnage, those gallant volunteers were presented by the Corporation of New York with a splendid flag. ‘The ceremonies on the occasion, we recol- lect, were very imposing, and several speeches of The flag was accepted, and, after the war was over, it was brought back, completely riddled by the balls of the enemy, and with the staff broken and est of the fight, had seen hard service, but was never captured by the enemy. And are the gallant fellows who upheld that flag, and who bled while holding it aloft in the dreadful strugzle, to be treated to nothing but a grave, by our mag- nanimous Corporation? Such, indeed, it appears, is the case. Now, if the Common Council have the power of appropriating money for the burial of the dead, they can, devote some to the support of the living volanteers. Many ef those brave fellows, who perilled their lives in achieving the glory and renown which the city of New York claims as its own, and who suflered for months on the bed of sickness, from disease con- tracted in the performance of their duty, were ut- terly disregarded while living; but, in the muni ficence of its liberality, the Common Council are | willing to give them a grave, free of charge, when dead. Now, would it not be much better for the Corporation, as the representatives of the will of the people of this few surviving volunteers of the New York city, to adopt, if we muy use the expression, the | Gratifying News—Mr. Bodiseo Coming Baek. ‘Wasnixaron, Oot, 81—P. The lady of Mr, Bodisco has published a card, wholly denying the statement put forth by the Washington oor- respondent of the New York Courier and Enquirer, rela- tive to the exile of her husband to the snow-clad wilds of Siberia. Madame Bodisco further states that she re- ceived letters from Mr. B., by the steamer Europa, in which he informs her that he had taken his departare from Rusti, on his return to this country. Mr. Bodiseo, it is anticipated, will arrive here about the let of January, Decision in the Great Telegraph Case, Franxronr, Ky., Oct, 29, 1849. The trial between Messrs, Moree and O'Reilly has at length closed, and a decision has been rendered in fa- vor of Mr. Morse,» His patents have been fully sus- tained—the first, for fourteen yoars from the date of his French patent in 1838 ; and the second for fourteen years from 1846, The Columbian instrument was like- wise declared to be an infringement upon Mr. M.’s system, and an injunction was granted against its use during the full term of the above named patents, Mr. O'Reilly has appealed from this decision, The Late St. Louis Tragedy. The accumulation of deposits is the most extraordinary feature, ard exhibits an increase of idle capital toa much greater extent than we imagined, with all our distrust and doubt relative to the future. The line of discounts has not increased such a large per cent as the deposits; but, for the period, it bas been very great —equal to anything of the kind experienced in the rpeculative times of 1836 and 1837, Where this expansion will stop, it is pretty difleult to tell, but we do know that, if it goes on much longer, at the rate realized during the last nine months, there must be @ collapse somewhere, It is our impression that the bulk of this increase in joans has been for the purchase of stocks—such 8 government and State securities—either for the account of the institutions, or for private spe- culators. The commercial classes are not in want of bank favors, and the greatest portion of the deposits belong to them, These deposits will be used up before the lapse of many months, by the maturing of engage- ments made by the merchants; and as their engage- mente are caily increasing faster than they are liqui- dated, the time {is not far distant when the deposits will be reduced to about the ordinary level, and the de- mand for money be much more active than it has been for many months. in December, 1848, everything con- nected with commerce was at the lowest notch, credits were more curtailed than had been known for years, and the banks had few offerings for diseount.
