INTELLIGENCE BY THE MAILS, Annan AAA A AAAS Our Washington Wasniseton, D. C., Oct. 18, 1849. ‘The Discoverer of the “ Locofoco m Disguise” — Newspaper Editors in Ofice—Will there be War with Portugal? The eorrespondent of the New York Tribune, whe uses Alpha as a nomme de plume, happens to be no leas nor more ef a personage than that same Oliver Oldschool, whilom ef the Philadelphia Ga- zette. Mr. Nathan Sargent may very properly deny thathe isin the State Department, and consequently owes no fealty tothe Secretary of State—but he caa hardly deny that he is Recorder of theGeneral Land Office, and that Mr. Clayton was essentially aetive and influential in securing the sinecure for him. Tne duties of his office are not so onerous or mul- tifarious as to occupy all the small hours. Plenty of leisure is at the disposal of the Recorder, which he can u interest, convenience or pele my incite. It isa very certuin thing, that Oliver Old- school has assumed a new signature, but the char- acteristics “stick out a feet and a half” too far to mislead any body. ? For reasons ‘too numerous to mention,” Alpha was shoekingly axious that a Mr. Waddell, of Old Rup Van Winkle, should succeed Mr. Gillett as So- licitor of the Treasury. It seems, however, that Alpha and the Tribune did not earry quite as many uns as the Pittsburgh clipper, Walter Forward— fines Mr. Waddell has been compelled to yield hie elaime to an ex-secretary of one Joha Tyler, whilom President of the United States, A/pha insists upon an absurdity ; for it may be safely set down that the Herald has never demanded any sinecure or position for any of its employées, from the or any other administration, It is generally understood that the patronage of the people, and the universally wide-s,reed circulation of this news- paper, render it wholly unnecessary to have any such lazaront about the establishment, er as core respondents in any part of the world. Not so some other papers that might be named. Several news- paper editors and writers are at the present time quartered upen the government. You have some hali dozen sitting at. your receipt of customs. It was co under President Polk. undsr Presidents Jackson, Van Buren, and Joho ‘Tyler,’and, jindeed, under the “earlier Presidents.” Why ehould it not be so under President Taylor? : ‘The trouble now 1s the same that Diogenes en- eowntered—the trouble to find honest men, men of judgment and good, hurd, common sense, who can enjoy the prironage and pay of the government, and not explode in such manner, for hire and sa- lary, as to subject themselves to the charge of be- ing * Swiss or Hessian corps.” Probably the ma- jority of those put iute position on account of literary or political accomplishments, may be set down as not worthy the price they cost. Instances might be given. ‘Will there be war with Portugal? Will Portu- gal give answer by the lat of November, that the debt duethe United States shall be paid? Nows Verrous. Meantime, as Poussin has been repadie ated, and Mr. Rives,on his way to Pans, has ‘*ne- gotiated” with Palmerston on the subject of Nica- Tegue and Musguitoes generally—as England and France heve full bands to help the Sublime Porte in counterceting the ambitions and grasping Czar ot all the Russias—these free and independent United States, through the general goverament, occupy alofty and proud position. At any moment, we, the peeple. find onrselves at liberty to deman categorical answers to nny interrogatories we may ahink fit to propowned, as to the payment of our just dues, for money loaned, work and labor done or matenals furnished, 1 bebal: any such half-and- If sort of nation us Portugal We are a progres- sive people, and in order to keep up.a wholesome circulation of the vitalities, it is rigidly incumbent upon o.her nations to give us something to do. Otherwise, onr facelties must “rust in us unused.” Portugal would tarnish « fine field for active, en- terprising epirits, and ‘*if war must come, let it | come!’ The more the merrier. Z. Our Baltimore ( orrespoudence. Bavrimors, Oct. 29, 1349. Quaker Mecting—Contagion Among the kowdus— Stocks, &e. Our city is pretty well thronged with quaker bon- nets and long faces, both divisions of the Society of Friends being in sessic Yesterday was either a day contagious for row- dyism, or else there was a concert of action be- everybody concerned here think by being permitted to enter their long, red packing- boxes. The country from Acquia creek to Riehmond presents an appearance which confers no credit on the agricultural skill of the inhabitants. Occasionally, a wheat-field, with the blades peeo- ing up, met our eyes; but the general sight was an array of cornstalks, topped down to the ear. The plants were set out, one in a hill, about four feet apart, with a solitary ear to a stalk, amall and ill-favored. Some of the corn was of the fot species—having its grain possibly in the eavens above or the earth beneath, but not on the stalk. When the stalks had been removed from the earth, they were piled out, seme fifty to- ether—not stacked—and exposed, ears and all, to the weather. And there was no ty of hands either, for 1 saw a sufficiency of fat, lazy and grin- ning negroes, strewed along the fences, gaping at the train, or patting Juba. We have heard a deal at the North, from patent philanthropists, of the horrors of slavery; and the editor of the Tribume can devote a column, now and then, to lamentations on the sad fate of his colored frends south of Mason and Dixon’s line. As far as | can see, the horrors are endured by the master. For my own part, ould not give the value of their keep for such negroes. They seemed too indolent to be employed as scare-crows; and except to beggar their owners, are of little earthly use. Everybody has heard of the farmer in New Jersey, who gave away one-half his land to get aman to take the rest, and so bettered his coa- dition. If the owners of the negroes that [ saw aca do this, it would end in their pecuniary ene tt. Yet, despite the deplorable condition of farming in this quarter, the soil is as capable, under judi- cious management, as the average run of soil in fas North, “It ip guacralle « candy logm, dable easily ploughed, and containing the proper basis o| a very productive mould. Animal manures alone, with a judicious application of lime—both to be had in abundance—aided by a proger rotation of crops, would soon renovate it. Some kind of paralysis seems to have seized upon all the land- owners, whose principal efforts are directed to clothing and feeding their negroes, and securing for themselves a sufficiency of James’ river ca- vendish and “old bald-face.” Whether this be from inherent indolence, or trom the blight of slave-labor, 1 leave for the political economists to determine. I only see, and report what | is The New York Herald, or any other book of phi- losophy, may diseuss the causes—[ am unable. But the gong 1s sounding at the Exchange, for di ner, aud Imust close. Gen. The hostile Indians on the frontiers, have re- ceived severe chastisement in several encounters lately, from American guerilla parties in the ser- viee of Mexico. ‘ "The Siglo says that rumors are rife about ano- ther attempt at revolution, ia order to replace Santa Anna in power. It deprecates such a movement, and points to the three successive un- fortunate ad: istrations of the ex-Dietator, as evidence of his fatal influence on the country. The Tampico Defensor says that President Her- rera has cent an order to the District Judge of ‘Tamaulipas, to collect information on the imputed crimes of Don Jesus Cardenas, the Governor of that State, with a view to his being brought to punishment. The Defensor calls aloud for Carde- s ¢ismissal from office, previously to the col- tion of evidence against him, and is unsparin: in denunciations against both him and Colonel Canales, his creature.
