Wasuinoton, Sept. 4, 1849. The Policy of the Sub Admimistration— The Terig— It may not be uninteresting, in the present pos ture ef aflairs, to take a brief retrospeeuve view of the position of the administration, and @ pective glance at its future polic: ‘y, gleaned evidences of a snfficiently striking character 4s te Tesolve themselves into certainties. Much has been said against the administration during the bnef period it has been in office ; changes have” bees made, which, if true, would coasign it te utter contempt. Ina word, 4 system of opposition has been organized, which, for unserupulous dee aunciation, and personal malignity, finds no paral- lel in our history. We believe that one of the greatest safeguards of a free government is the presence of a strong opposition ; we regard it as a mauer of even vital importance that two great parties should exist. But when the opposition to an adcauutstration con- sists in an endeavor to vilily, aud personally abuse the existing government ; when every effort is made to bring into contempt, and create distrust in the chief magistrate and bis cabinet, we think ML ceases to be the opposition of a respectable purty, and becomes the mere billingsgate of a set of dema- gogues, howling over the spoils of office, which have been wrested from them. We believe that ail ade ministrations, established by the popular will, should be regarded, in their incipient state, at all pis withteelings of respect, and a determination agave them a fair experimental test, with 4 full be- ite 1p the i integrity of motive oLench member ot the cabinet. Such feelings must pervade the mind of. every man not tied down to the narrow lunits of party; and the present administration, trom the character of the noble old man at tts nead, as well as from the composition of the cabinet, is emi- nently entitled to our sympathies and support, until it has committed some act deserving ot cea- sure. The President was elected uader peculiar circumstances. A man wholly unconnected with politics, personally unknown, and using av means to attain his present elevated positiou, he was chosen by the people for his ennoviiay moral ehae racteristics, and in consequence of his oft-repeat- ed declarations that he cousidered exureine party asthe great curse of the country Butit eanaot be denied that he also, from the rat, declared him self tobe a moderate whig These propositions were made sufticiently clear to the people previous to last November, and it was upon these principles that the on administrativa was clevdaad. to power: Here, then, we have a clue w ihe igad- ing features of the policy which the countiy has @ right to expect from General Taylor aad his eabi- net, and in default of which, it will huve good ue soticlaa cause to consider itself egregiously duped leading features of the policy of the ad- ministration will, therefore, be stability aud mode= ration ; neither Tushing ly into either extreme, but preserving a pomeaive conservative “, and i ealoqveriat to carry out measures te good of the country, without reference to what party such measures may have sprang from. Some of the most important questions of the preseut day bave been turned into mere ary plattorms, with- out any consideration as to the merus or demerits of the measures themselves—the great considera- tion being, that one purty was Sound to oppose what the other support Among the questions which have been kieked and bufletted about by politicians, the tariff stands prominently forward. ‘There has, in coustnucabe, always been a want of Sabaliy ia the legis ation upon this importaut subject which would have proved a te we believe, to any other aation << any people than our own; and our success, all’ the iw trsodveniages of this unkering prove orv ow) proves how mu gureter and more prosperoug this country might have been, had sume pe nent, general and satisfactory law been sdoyred first. e hold thut stability, above all is necessary for the proper devel the re- sources: — enius 4 country, and, the President’s declarations and the avowed the Secretary of the Treasary, it is nt ey are not ins to the importance a ing about such a state of affixirs. je = inistration does ~ intend to startle the eoustry by the introduction of apa w theartes or cates experiments; but it w: palais. ape point out the abuses of our pts to tee the present tariff has not answered the petitions, even of its friends, cannot be con! ‘an: that it has been ruinous to some of the most im- t interests of the Union, let the closed manu- ctories and bankrupt manufacturers of Western ig gem answer. pe great defect in collect- ing revenue ie presemt system, ya in the estubli t of ad valurem cific duties; and this is, in tact, the whole spirit ‘and essence of the tariff of 1316. tis a eyetem open te fraud: it increases the duties in proporuon as the value of an article may increase im a toreiga market, thus taxing our Cicleou the most when ey are least able to bear it; 1. ¢. wae foreign oods are dear; ane doing away with alimost all protection at the very Ume protection is most needed, when foreign joods are cheap It preeise- ly reverses the true y of the government, and is of service to no one but the foreigner who ex- a the goods. Specific duties will, therefore, e recommended, and the emineat gentleman at the head of the Treasury Department, will, doubt leas, char § and eaaly at the proper time, point out the disad: rane ‘of the present system, aad the beneficial rent is which a change would being about. Besides thia, there are some ariicles require a somewhat increased protection, and we believe that the interest of no class of the comiu- nity will be overlooked. A tarifi, neither too high nor too low; which neither oppresses the consamer or the manufacturer, is what we waat; and w feel convinced that such a tariff, aeither ultra protective on the one hand, nor ruy ly low upon the other—caleulating™ nicely the growth of aon country and its increase in wealtn and strength, will be recommenced, and an endeavor mide to Set at rest this exciting and disturoing “political platform.” We do not believe sR attempt will be a boo abolish the sub-treasury law. On the contra provisions will be faithtully carried a bond oe be no more nous” of the a. That the present system of ris cumbersome, expensive, and unsati: ean- not be ‘demoa; and itis probable some will be devised which will promote the pu! laberest.
