MONEY MARKET, Thursday, Aug. 23—5 P,M.9 ‘The stock market eontinues very mueh depressed, and the bulls are getting eompletely discouraged. — ‘The transactions to-day were toa very limited oxtent, ‘and prices closed a fraction below those current yes- terday. There are no buyersin the market but the bearr, and they only purchase whon they are forced to, for the fulfilment of contracts, Government and State stocks are firm at previous prices, but there is go little doing in them that we can form no idea relative to the futtire as regards prices. As for the fancies, no one dare touch them; and we have heard of sales within the past few days of our leading railroad stocks, by parties who have, until recently, had the greatest eonfidence in them as investments. There appears to be a grow- ing disposition among holders of fancy railroad stocks, to get rid of them, and get all the anxiety eonnected with owning them off the mind. At the second board, there was more activity in some of the fancies, without any ehange in prices. ‘The United States ship Dale, from San Francisco, ar- rived at this port, fast evening. Soon after she lef, California, on ber return home, it was announced that she had on board $1,500,000 of California gold. Aftera time, that rum hed dwindled down to $800,000, and now, the ship has arrived, it appears she has only $6500 on board, which belongs to the officers and crew, having been purchased with the specie paid them by the government for their services. Thus the $1,500,060 has become reduced to $65,000, that sam was received in exchange for American gold coin. ‘We learn that the Board of Underwriters have parsed resolutions that, in case et the desertion of a ship by a shipmaster for more lucrative employment: they will place his ame on the list of suspended ship- masters, and will not thereafter insure any vessel or | other property under his charge. The Commissioners of the Canal Fund advertise for — @ loan of $50,000, at an interest of six percent. Pro- porals may be made for the entire sum, or any part not Jess than $1,000. ‘The receipte at the office of the Assistant Treasurer of this port, to-day, amounted to $06,56206. Pay- ments, $203,28452. Ldvieces, $12,000. Balance, $2,- 659,041 93. The semi-annual interest—three and a halt per cent —on the Erie Railroad second mortgage bonds, will, it appears by an official notice, be paid at the office of the company, on the Ist of September, proximo. These donds are now selling in this market nine per | cent below par, and in eight days threeand » half per | cent Interest will be paid on them, This reduces the market price of the bonds te 87}¢ per cent. This, fora seven per cent security, secured by @ second mort gage on the property of the railroad company, isa very | low price, compared with 115 per cent for government | securities, bearing but six per cent interest. It ap- pears, no doubt, strange to many that these bonds command such « low price in the market, but | when the nature of the security is taken into consideration, it will mo longer appear #0.— ‘What is @ second mortgage on the property of « rail- road company? or, to begin at the beginning, what is | a first mortgage? The Erie Railroad Company, soon after ite revival and re-orgasization, obtained subserip- | tions for three millions of steck, and then issued bonds to the amount Of three millions ef dollars, seeured by what the company calls the first mortgage on all the property of the concern, which means nothing more than the iren rails composing the track, and all the moveable property of the sorporation. This mortgage does not give the holders, in the event of « foreclosures the right to use the road, or the rails, if they remain on the track, as they have nothing to do with the fran- ebire; and if they let the rails remain, the road be- comes e highway, andany one can use it, end run their own locomotive and train of oars over it. The holders of the mortgage, in the event of « foreeloeure, must take up the rails, and the superstemctare, and sell them as 0 much railroad tron and se mach timber. To work and operate the road under the charter, they must buy up et seme price, or obtain in some Fo, majentty of the stock, and upon that stock regularly | * board of directors, and eonform to all the re- quirements of the ebarter, The mortgage does not give the holders any eontrol over the right of way. The stoekholders retain possession of that in the face of fifty mortgages. The mortgage, therefore, merciy ‘overs the moveableproperty of the eorporation, and it will be very easy for the holders of the seeond mort- gege bends of any railroad eompany to figure up their chances of obtaining payment, after the first mortgage has been satisfied.
