It appears that, up to the Ist of August, there had been throughout England heavy rains, which were ealoulated to benefit the la- ter crops, while it was anticipated the wheat and other cereal grains would be slightly injured. At that time the weather became fine everything looked pro- mising ; much depends upon th weather between the Ast and 15th of August. The steamer, now nearly due, Will bring aceounts down to the 12th inst., and we shall be able to form, from the report she will bring, & pretty correct idea regarding the harvests, As the season advances, the probability is that rices in our own markets will improve, and the pre- fits of shipments, therefore, be reduced. The eonsump- tion of breadstuffs during the winter months, or dur- ing the suspension of navigation on the Atlentic, is immense, and large stocks have to be laid in, to moet thet demand. It is estimated that a population of at yeast five millions depend almost entirely upon the supplies of breadatuffs in hand, im the different Atlan- tie port it the clese of igation, for about five months conrumption; and in the event of stocks at th eommencement of that season being light, prices are jikely to advance to such points as to materially re- strict shipments. In consequence of the prevalence of ‘the cholera throughout the couatry, the low prices ruling for breadstuffs in the Atlantic markets, or some other eause, the movements of produce have this year been exeredingly Hmited, and there is every probabl- lity of the stocks in hand for our winter sonsumption Ddeing unurvally small. We than three months more of caual and without the greatert activity among the forward- ers during the whole of that time, there will be great danger of ancareity in the seaboard markets, before the resumption of pavigation in the epring. We shall know all about the harvests of Great Britaim in the eourre of another month, when shall be able to judge more correctly relative to the extent of the fe- reign demand. The Case of Rey—The Cuba Question—The War Steamer Alleghany. ‘The recent intelligence from Cuba, coupled with the evidence betore the court of examination of the case of Rey, at New Orleans, makes out rather a strong question for explanations and apo- logies to the United States by the Spanish autho- rities at Havana. The abduction of Rey is equiva- lent to an invasion of the United States territory, and the protest of the Spanish Consul 1s but a flimsy palliation of the outrage. ‘The Attorney-general and the Secretary of th® Interior, who left here on Saturday, for a few days at Piney Point, near the mouth of the Potomac, have returned, and we have reason to believe that their presence has been required in Washington» (particularly Mr. Johnson’s,) for _fonmultasion with Mr. Clayton upon the case of Ri The war steamer Alleghany left Noone yester- day for the Gulf, and in due time we may expect to hear from her at Havana ; and it is suspected here that the commander goes down with instruc- tions to inquire for the, prisoaer, aud whether he is voluntarily or otherwise a prisoner on the island, and if involuntarily a prisoner, to demand his sur- render and a passport for New Orleans. At all events, that would seem to be the short method of settling the difficulty. How the case can be settled short of a surrender, or a treaty, or a fight, it ie past our limited reading on interna- tionul etiquette to determine. We are gratified to be assured, almost categori- cally, that Mr. Clayton will require the amende honorable to the strict letter of the law—that he will make no half-way concessions to hush the matter up, and we hope that he will not consider | the baal money of the Spanish Consul at New Or- Orleans, and’ his accessories, if there should be any, a8 satisfactory reparation for the offence committed against this government, but that he will demand to be informed whether the said Cone sul acted under instructions, in the abduction of ue from the Captain-General of Cuba. The National Convention ot Inventors, the first session of which was called in much haste by the Inventors’ National Institute of Baltimore, assem- bled yesterday, in pursuance of adjournment, at ‘Washington Hall. The convention was tempo- rarily organized at 12 M., by the appointment of Horace H. Day, Esq., of New York, as President; and F. H. Green, Esq, of Virginia, as Secretary. On taking the chair, Mr. Day addressed the con- vention at considerable length, on the objects for which they had sesenib lid, being the recommen- dation to Congress of various alterations and modifications ef the Patent Laws of the United States, calculated more effectually to secure to the inventor the fruits of his labors.
