Mowrneat, Aug. 14, 1849. ‘The garrison has been under arms all day, for which amor ascribes three reasons, viz :—The making of the ntended arrests; the departure of the Governor Ge- aeral; and the entrance into this city of the mounted yoliee. I think it most probable that it is for the ar- ests that all this rumpus has been made. Am announcement has been made by the “ British Aled » to hold themselves in readiness for any emer- jeney that may arise. SECOND DESPATCH. Mowrnear, August 15—A.M. ‘The eity is quiet. The table illustrates very strik- ingly the beauties of the land warrant system. Of nearly two hundred thousand acres entered, five-sixths have been entered by land warrants, and one-sixth by eash. If these land warrant entries had been made by thore who earned the warrant by service in Mexico, or even by actual settlers who had purchased the war- rants from the soldiers, it would be well enough. But in very many, perbaps the majority of cases, the entries are made in large amounts by companies or individuals, who have purchased the warrants at a heavy discount, and who pay them into the Land Office at par. Nor is the public treasury the only sufferer by this transaction. Th mis equally hurtful to the settlement and improvement of the State; fors long time usually lapses before the land thus entered in large tracts is | divided up and sold to those who will clear wp and the | eultivate it, COMMERCIAL APPAIRS, MONEY MARKET. Wednesday, August 15—6 P. M. Nothing new has transpired in the stock market. ‘There has been no material variation in prices since yes- | terday, and the limited transactions are evidence of the searcity of buyers and sellers. The bears are disposed tosell; but the bulls are getting more cautious. ‘This | is eharacteristic of that class. ‘The higher prices go, the faster they buy; and the iower they go, the more + Gispored they are to sell. A bull stock spesulator ge- nerally buys at 60, refuses to sell at 60, and finally sells at40. Most of their operations are of that kind, and it is not surprising they lose money. These speculators are more cautious ebout buying at present priees, than when they ruled thirty and forty per cent higher; and well they may be. Outsiders are beginning to find oud | that there is no life in any of these fancy stocks, and they | = avoid them. Some of them may from time to time be gal- port imporsible to give them life again, and the brokers will find themeelves saddled with them all. The outsiders have very few on hand, and they are closely watching | the market, so as to get out, if possible, whole. The pros- | pect of their so doing is by no means flattering, and we are afraid that they will hay fore they realize their hopes. The bears are inactive, | in the absence of purchasers; but are apparently ready | to supply any @emand, upon any terms. Money eon- tinues abundant; but there is evidently a better dé- mand in the street, and more paper offering at the banks. Loans are easily made at five per cent, on call; | but there are indications of an improvement in the rate of interest before the lapse of many days, At the first board, to-day, Indiana 5's} went up < per eent; Pennsylvania 5's, X; Canton Company, 4; Farmers’ Loan, }¢; Long Island, 1; Reading Railroad, Mj Treasury notes fell off 3 percent. At the seeond board there were large sales of Reading Rail , at a slight improvement upon prices current in the morning. The receipts at the office of the Assistant Trea- | surer of this port to-day, amounted to $244,413 34; payments, $32,408 79; advices, $67,000; balance, $2,357,730 #2. | We have received a copy of one of the most useful _ publications of the day; it is ealled “Taylor's Signa- , ture Examiner,” and contains engraved fac similes of | th banks in the United States, and part of Canada, Such | a work must be invaluable to brokers, bankers, and all | who handle much money. There are so many counter. | feit bills im eireulation, that it is impossible to detect many of them without such a reference as this “Signa- / ture Examiner.” We have compared the signatures of the presidents and cashiers of several banks with thos | given in the book referred to, and find them an exact resemblance.
