The legislatures ef the different States must pass laws for the better regulation of railroads. We must have railroad commissionars, whose duty it shall be to examine and investigate the affairs of each com- Pany, and either make reports. themselves, or audit thoce made by the directors. The fact is, the raitroad companies of this country, generally, are orgaaized bands of swindlers and speculators ; and if we can only get a law through the Legislature, that will bring to Nght facts, it will show things very similar to those recently brought out in England. There are more Geo, Hudsons, on @ small scale, in this country, than the poor, bind, deluded facts will come out one of these days, independent of logislative investigation, that will create as great a fensution here as the recent exposé bas in Englaod, The, paseege of the law referred to would hasten tho crisis, and prevent a yast deal of Foguery and rascality on the part of many of our highly respectable citizens, ‘The manner in which the affuirs of our railroads aro conducted, is of such a mysterious character that no one can form a correct idea of the value of a railroad share. There is no fixed value, and holders canuot take them into account in their commercial opera. tions, or domestic arrangements. How many mercan- tile men there aro in this city who subscribed largely to the principal railroads connected with this metropo- lis, and paid the par value, who are now crainped in their regular business operations, and have tc submit to great sacrifices In their mercantile affairs, to avoid, if possibley the apparently greater seerifice in selling their stock | Ward Committee, at its present market value! Of two evils, they fatter themselves they choose the least; but they will, we fear, when too late, find that they have made a fatal mistake, We have repeatedly ealled the attention of the public to the affairs of several railroad companies di- feetly connected with this city, and bave nade every effort to induce the companies referred to, to give a full, fair and impartial statement of their reccipts and Theodore Martine, Chai expenditures—a correct statement of expense and con- struction accounts—the actual cost of the work so far stockholders dream of,and Morr as it bas progressed—a proper classification of expendi- | tures, &., 80 that Chore interested could arrive at some conclusion, whether ratisfactory or not, relative tothe value of their shares. Thus far we have been unsuc- ceseful; but if perseverance will accomplish anything, we must ultimately sueceed, The secrecy with which all negotiations for ways and means to meet the demands Jrom ereditors and contractors are made, and the mys- tery that exists regarding the terms of the sale of JROARD bonds, certificates, &e , are alone sufficient to destroy confidence and create distrust; but when we know that millions upon millions ef dollars have been pocketed by the management of these companies, in the shape of profits on coutrects for grading, for iron, timber, loce- motives and care; on the sale of lands for depots and right of way; in the purchase and sale of steamboats, for negociating loans, and for financiering in various ways, and in every way in meney could be made, it is wonderful that an explosion has not taken place before this. As bad as all this is, we do not kuow one half. An effective sys- tem of publicity of accounts must sooner or later be adopted, Then, and not till then, shall we have aa honest administration of the affairs of railroad com. panies. We give, in this day’s paper, an interesting article from the London Times, relative to th ‘imd- ling operations of railroad managers in Great Britain. ‘The annexed statement exhibits the quantity of tain articles exported from this port for the week end- ing the 7th inst. inclusive, disinguishing the destina- tion and extent of shipments to each place:— which we, indiscretion in this ree Commence ov tHe Pour oy New Yore—Weexcy | To aa ire 11 bbls. j; sperm oi " wax, 2,009 Ibs ; oil cak bone, 21.543 do ; , he, 118,648 skine, Ke , 107 pkgs. | To Laverpoot —Wiour, 16,000 bbls ; potash, 2 do ; tar, 11,645 do. ; sate, wo vnc tarpentine, 320 do. 11.207 galls, eorn, 80,400 bushel; wheat, 2.980 do ; tobacco, 27 hhds do}, mfd., 12,760 Ibs.; ebeese, 7,720 do.; hams, 146537 do’; copper, 109 pigs; copper, cedar, 74 logs, To Bist! —Beet, 10 bbla,; rosin, 1,900 do.; beef, 10 tierces; logwood, 120 tons.
