Wednesday, Jury 1-6 P. The stock market was rather quiet to-day; sales to a moderate extent, and prices without any material alteration, At the first board, to-day, Harlem declined 44 per cent; Canton advanced }f per cent. and Reading Railroad 34. There was no change in government or State securities At the second board the rales were conflaed princi- pally to Canton, without soy change in prices. The Hibernia, tor Liverpool, takes out $6,013 in specie, The receipts at the office of the Assistant Treasurer of this port, to-day, amounted to $04.399; payments, $49,822 24; advices, $47,000, balance, $1,009,094 95. ‘The Receiver of the Canal Bank of Albany has given notice that he will pay at his office, in that city, on and after the 10th of July instant, a final dividend of forty cents on the dollar, on the circulating notes or bills of said bank. This, with the dividend previously de- elared, pays the full value of all the notes or bills issued by said bank. The Brandon Bank has just gone into operation, with a capital of $150,000, at Brandon, Vermoat—Joho A. Conant, President, and L. Bixby, Cashier. The bills will bo received at all the banks in Boston. “s In the statement made a few days since, showing the actual receipts of the Harlem Railroad Com- pany, for the first six months of 1849, compared with the estimates of the eompany for the corresponding period, we said nothing about the actual and esti- mated expenditures. According to the estimates of the company, it appears the receipts are put down ‘at $512,000. and the expenses at $210,000, or about 41 per cent. How the company arrived at this result, is question of some importance, It appears, by the re- ports rendered to the Legislature by the company, that the expenres for the past three years have increased in a greater ratio than their receipts; and if they con- tinue to increase in the same proportion, before five years shall have elapsed, the running expenses of the colle. We can, at all times, calculate upon an extensive demand abroad for corn, no matter what may be the position of their own aarvests. Late accounts from England gave a favorable report of the growing crops; and unless some disaster overtakes them, the yield will be @ full ave- rage. The British Navigation Laws, §c. We understand that po official copy of the bill repealing the British Navigation laws has yet been received here, and it is, therefore, impossible to tell as yethow far action oa our part, either by legislation or treaty, may be necessary. As far | as our foreign trade is concerned, no action will be necessary, the United States haviag, years ago, | Offered that trade to the whole world upon reci- procal terms. We believe, however, there are | other matters in the bill which go somewhat be« youd the provisions of the law of 182s, looking io a reciprocity in chips, which it may be for our advantage to accept. Under the existing law, a vessel not actually built in this country, can only assume the character of an American vessel, upon two-thirds of her value being laid out in repairs on: her in this country, having an American owner, end four-fifths of her crew citizens. Previous to the abrogation of the navigation laws in England, the provision there was similar, with the excep= ton that two-thirds of the crew only need to be | subjects of Great Britain. The law just passed takes ownership the only test as to the nationality ofa veesel. We think we would not suffer in a competition with England in the matter ef ship | building. ifher workmen get less wages, they do not perform as long day’s works. From the economy and peculiarity of our build, our large vessels carry greater cargoes than their vessels of an equal size—require fewer hands to manage— and sail better. As for the competition of the colonies, it would net amount to anything. It is a singular, though a well known fact, that no vesse. built in British North America is ever rated ag Lloyd's as either A lor A 2, whilst our vessels prima face, always rank in the first class. Since 1820 no differential duties have existed in favor of our vessels in our ports over those of British ships, and notwithstanding this apparent disadvan- tage, We have continued to flourish. We need fear further competition from that quarter as littles However, when the bill comes here, we can see lew liberal its provisions are, and how far it may be to our interest to take advantage of them. An article appeared in the democratic organ here, the ether day, stating that Mr. Clayton had con- ducted the correspondence with Mr. Bancroft upon the subject of a change in the British navigation Jaws, in a most bungling manner; betraying through- out the most lamentable ignorance of the whole question. Cire the authority of Mr Clayton him- self, the Intellingencer denies that any correspon- dence whatever had taken place between the Se- cretary of State and Mr. Bancroft upon the su! ect { atall. The Union, of course, has not retr.cted the calumny. It is more than probable Mr. Bancro/ writ- ten, urging the Secretary to make a. som kind; because from the correspondence which bas been published, it is evident our minister believes he has been of | e service in getting the navigation | Uugland repealed. ‘Po him and to the ae purty generally, is to be ascribed all the ch will result from the downfall of the otection to her shipping, which has cl cngland since she first laid claims to be ver. Fudge! The abrogation of the owing solely the gigantic preseu ue manufacturing interest ; that same power w. ich swept away the corn laws, has with equal facility consigned the navigation laws to the tomb of all the Capulets. Mr. Baacroft, the demo- cratic party, or the whole American people, had about as much, directly, to de with itas the Empe- ror of China. . But it must not be forgotten that it 1s owing to the exertions of what is called the whig party now, that we ure enabled at once to take advantage of this measure; that we are able proudly to say we led the way in striking off these restrictions. 1826, President John Quincy Adams, in his aaa address to Congres trongly recommer the pas: Be of a bill offering reciprocity to any nation w would throw open her ports to us. this re. commendation led to the passage of the billof 1823; and now, twenty-one after, Great Britain comes forward for the first time, and cooeiay one offer. If the measure, therefore, is to be claimed by any party, the party now in power is entitled to it. The Hon. Abbott Lawrence will not depart for England till the latter part of October. No appointments have yet been made to fill the nm ms to Mexico, Russia, Germany, Prussia, or Brazil. It 18 unde , however, that Mr, Letcher, of Kentucky, wa! positively get one of these places—probably Mexico. . The President will leave here for his northern tour about the last ot August, It is doubttul whe- ther any members of his cabinet will accompany him. SOS he eee Ae Omnaa. Wasuinaton, July 10, 1849. Abuse of the President—Voting im the Cabinet~ Falsehoods Exposed, §c. The reckless spirit which evidently actuates the Union in its unceasing attacks upon the Presidess. and his cabinet, is so palpable, that they cap be productive of little injury, excepting tn quarters either willing to believe any falsehood, or with peeple who may thin that unless such grave charges 9 ae made by the ex-organ are noticed and Gontradicted, they must contain at least a modicum of truth, It fsa stetty good plan, both in politics and war, to carry the war -"t0 the ene mys country, but then itshould be done in ». thing like a skilful way. id the articles in the” Union porsess either talent or wit, it might meas surably compensate for their coarseness; but mere personal abuse of private as well as public charace ter, blackguardism, and falsehoods, can create bat one fecling—disgust. Surely a contest carried on by one great party ‘against another, should be characterized by at least a pretence of the de« cencies of life ; and we have yet toleara the moral distinction between a written and a verbal false= hood. As Joha Randolph would say, the Union's attacks are those of a mere mechanic, hacking | with his jack-knife, whetted on a brick-bat. | For weeks past the President has been daily ao cused of being an imbecile, a fool, Nero, &e., &e. y to bring such charges. The | people of the United States can well appreciate the | character of the man who led our gallant troops to ory im every battle wh hi hey can value the modesty and the man ee honor which has ever formed a distiagaishing fea ture in Gen. Taylor's life. And appreciating and , Valuing such qualities, they can judge whether the of them can be either a fool of an inbes cile. The President is of a stu ad ia has followed a profession af ding mach eisure time, aod he has not permuted those moe ments to be wasted. One of the greatest charges against him is, that he votes in his ¢ ancils, that all_imat- prity.
