The stories of the enormous wealth of Russia are much exaggerated, and parties, who, by long residence in that country, have had opportunities of judging, have constantly expressed doubts of the jstence of one-quarter of the treasure stated, The pa- per rouble is | ept in circulation; and in credit and to keep up a show of superabundant reserves, the con sols of England and the rentes of France are Uberally invested in. The government of Rus- sia draws annually an important sum from its Siberian mines; but its general revenue, derived from @ scattered population, must be small, in comparison to its. large expenditures, The truth is, every govern- ment in Europe is hopelessly bankrupt. It is estimated that there will be a deficiency in the revenue of Great Britain, this year, of between two and three millions sterling. The President of Fri announces, in his message, that the deficit in last year’s revenue was two hundred million francs, and this year will be one hundred and seventy-five million francs, making an aggregate of 375,000,000 francs, France will, no doubt, soon be in the market for a loan, and the probability of negotiating one is a question of some importance to the friends of republicanism. There must be # crash in European finances before many years roll round. The governments are annually piling up the burdens of taxation im the increase of debts, and a protracted war on the continent will insure the repudiation of those debts, beyond a doubt. The transfer books of the preferred stock of the Reading Railroad Company closed yesterday, and will remain closed until the 10th of July. Coupons of the bonds of this company due on the 1st proximo, will be paid on Thursday the 2d of July. The semi-annual interest on the loans of the Chess- peake and Delaware Canal Company, and on the bonds of the Harrisburg Railroad Company, will be paid at the offices of those companies, in Philadelphis,on Mon- day the 24 of July. The Reading Railroad Company have for some time past been engaged in converting the bonds due in 1650 into preferred stock. «large amount has been cen- verted. The refreshing showers of yesterday have cooled down the atmosphere, and, by the aid of a freelx north breeze, have made the day more supportable than the last few days have been. The late news from California, say up to the 18th May, sent. by telegraph from New Orleans, hae been confirmed, by the receipt of a letter, yester- day, from Mexico and Mazatlan, by Mr. Parrott, our consul for the latter place, now here. The causes of the riotous proceedings in California are attributed to the disappointment of the inhabi- tants, on hearing that Congress had adjourned without extending the laws of the land over their territory. They could no longer bear such neglect. Mobs, it seems, were organized at all the drinking made houses, to express their indignation at such wnpa- ae ae | | ralleled neglect on the part of the government. The effects of an over indulgence in liquor afforded the | materials for a general outbreak, which Gen. Smith Land his officers endeavored to quell; but, after ex hausting his patience, and despairing of being able to put anend to the innumerable crimes publicly com- muted, had, for his own personal safety, taken shel- ter on board the ships of war in the harbor. If such be the order of things in San Francisco, what may we expect to hear from the gold diggings ? Much discontent is manifested, on the part of the Americans and Californians, that the rich deposits of gold are thrown open to foreigners, who are ar- riving, in regular organized and armed partie | from all places on the Pacific, tor the sole purpose | of digging and carrying away the gold. Such is the influx of foreigners, that, from Mexico alone, 50,000 have gone. There is some reason in this complaint. The gold deposits in California should, and must, be preserved for the use of our own citi- zens, and interlopers, the scum of other countries, be prevented, by law or force, frem landing, with the view of digging and carrying from the country the gold. Should such an order of things exist long, the whole of the immense beds of gold will be taken to the four winds, to the manifest detriment of both the government and citizens. It would not be amiss were the odium of all these misfortunes to fall on the heads of a certain fanati- cal party, composing the majority of the last Con- gress. May they never re-occupy their seats as representatives of these United States! There is a great deal to do, and be done, for California, by the next Congress. I regret to say that nothing will be done till then, There is a probability that the Mexican govern- ment will shortly be overthrown. Santa Anna is expected back. The Indians of Michoacan, Jalis- co, Queretard, and the State of Mexico, are up in arms against the whites, butchering them nght and left. The opposite party will, no doubt, take advantage of these disorders, to bring on the over- throw of Herrera’s government. Some fifty persons had arrived at Mazatlan from ifornia, who gave a most deplorable aceount of the state of the country. They found the Yankees too much for them, even at their own game— mining. There will be no more emigration from Mexico. The placers of Sonora are drawing peo- ple in that direction.
