Sometime since we published a letter from the Seere- tary of the Treasury, under date of the 4th of May, on the subject of allowance tor loss on sugars, by drainage, Since the date of that letter, additional facts and views have been presented tothe consideration of the Trea- sury Department, and the Secretary, in consequence ofthe importance of the question involved, has felt it to be his duty, as. public officer, before returning large amounts of duty, to obtain the decision pf the Supreme Court of the United States, on an appeal taken from the recent decision of the Circul! Court, at Baltimore, in a case in which judgment has been rendered against the Collector. for a sum exceeding $5,000. ‘The gentleman to whom the letter of the Secretary was ad- dressed, has been advised of this determination. In view of the certainty of the completion of the Bal- timore and Ohio road, during the coming autumngto the town of Cumberland, the managers of the different coal companies of that section have called a consult- ing convention of coal companies and individual pro- prietors of cow Jands, to assemble at Cumberland on the 27th inst, believing that @ full and frank inter- change of op‘pion among those interested, and a zea- lous and constant fidelity to such regulations and mea- sures as must enga.e the attention and moet the ap- prova\ cfsue)a body, will conduce to the advantage ofall concerned, and prevent the organization of a monop¢ly for the purpose of extorting from consumers exorbitant profits, without curtailing the presont prices of producers. ‘This convention has been called by the presidents of the lea ting coal companies in the Cumberland or Frostburgh region, and we trust it wily be generally attended. The Cumber'an i coal is siml- lar tothe Dauphin and Pequa coal of Pennsylvania; and the increase of facilities for getting these coals to market, will give a very «reat impetus to ocean steam navigation, as {t will supply a description of fuel which has long been wante ‘Tho Legislature of Pennsylvania, at its last session: granted a charter to the Pequa Railroad and Improvo- ment Company, with power to receive and take titles to lands and real esta! in Dauphin and Lebanon counties, for the purpose of constructing a railroad for the better and more speedy developement of the coal and other mineral resources of the lands belonging to the company, and for the tran: tion of the usual busi- ness of compantes and persons engaged in mining and transporting avd selling tho produco of thelr lands and mines, The shares of this company consist of sixteen thousand, at fifty dollars each, with the privi lege of creating additional stock to an amount not ex- ceeding eight thousan) shares of fifty dollars each. ‘This company owns thirty-two thousand acres of bituminous, and sem{-bituminous coal land, sit- uated in Dauphin and Lebanon counties, Penn- sylvania, the outlets of which are the Susque- hanna river to tide water at Havre de Grace and the Union Canal to tide water at Phila- delphia. These bituminous coal fields are nearer tide water, and easier of access than any othors They aro « continuation of the anthracite coal fields of Schuylkill county, and the coal partakes, in about equal portions, of the anthracite and bituminous qualities, making it sem!-bituminous, and peculiarly adapted to the purpose of ocean steam navi- gation—a species of coal particularly desirable at this in the country. time, to develope this branch of our steam marine. While our fields of anthracite coal have, by the ex- penditure of an immense amount of capital, been most rapidly developed, our bituminous and semi-bituminous coal districts have been neglected. In consequence of the demand for this species of coal, from iron manufac- turers and from ocean steam navigation companies, the attention of capitalists hasbeen turned to the dove- lopement of the resources of those sections of the country containing this kind of coal; and we havo no doubt the production will progress as rapidly as the anthracite since the year 1820, which bas increased from 365 tons shipped that year, to 3,100,000 tons shipped in 1848, Coal is one of the most valuable mineral treasures which naturo has bequeathed to us, and we porsees it to the most unlimited extent. Tho annual product in England amounts to about 34,000,000 tons, valued at the mouth of the mines at $68,000,000. With proper facilities the product of our own mines would exceed that immense sum, and enable us to supply our domestic demand for any description of coal, without depending upon that country for certuin yario- ties, ‘That these facilities will soon be forthcoming, no one can doubt, when tho enormous value and extent of our mines, and the esmparative ease with which they can be reached, are taken into consideration, In 1838 the quantity of anthracite sent to market from Penn- sylvania, was 739,000 tons, and in ten years it inereased to nearly five times that amonnt at the same ratio; ten years hence, it will amount to more than 16,000,000 tons. in less What has thus far been realized in anthracite, will be realized time in bituminous and sem{-bituminous. The most prominct among those companies which havo recently been formed for developing the resources of the bituminous coal fields of Pennsylvania, are the Dauphin and Susque- hanva, and Pequa companies; and as soon as the fa- cilities now in the course of construction are com- pleted, these companies will turm out a much larger quantity of coal than they have heretofore been able to do, The demand in the immediate vi ity of the mines, from iron and other manufacturers, has here- tofore been greater than these companies could supply; and that demand Ss increasing so rapidly for this kind of coal, that it will be sometime before the external, or demand for other purpos can besupplicd The mines of the Pequa Company can be eonnected by a short railroad of 2, miles with the great Pennsylvania Con- tral Railroad, and by this connection brought within 111 miles of Baltimore, and 132 miles of Philadelphia, ‘The supply of sem!-bituminous coal In these mines is inexhaustible, and it is estimated 25,000,000 tons of the best quality are obtainable within » range ot eight miles above water level, without the use of engines. ‘The line of railroad of the Pequa Company, to enable itto connect with the Dauphin and Susquehanna coal company’s railroad, will be only four miles in length, with the favorable grade of twenty-one feet to the mile. The line of this road is so favorable for penetrating the veins of coal, that miners have offered to deliver coat at the drifts, mouth at 50 cents per ton, which will en- able the company to deliver coal at Havre de Grace for $2.05 per ton, at Baltimore for $235, at Philadel- phia for $2.65, at New York for $3.30, and at Boston for $3.80 per ton.
