The train was detained some si hours; and another engine procured, they started and arrived at this city between tive and six o'clock this morning. Within a few day’s past, the sumnmer travel appears to have largely increased out this way, which is proba- bly caused by the spreading of the cholera in New York and other citirs; the express train that now rans from Albany to Buttalo in about thirceon hours, is ear- rying the great bulk of the through passengers, and Hequently passes here with seven to nine cars, wll flied wich travellers bound for different eections of the coua- try. Sunday, June 10—6 P, M, After a week of considerabie excitement among stock speculaters, during which the bulls obtained the as- cendancy, the market closed quiet. Since the arrival of the Europa, the demand for government stocks has improved, and prices have advanced about two per cent. State stocks have also advanced, and Ohio 6's and Pennsylvania 5's have been in active request, at getter prices. Large purchases of all these stocks have been made on foreign account, and the re- mittance on speculation have been to some extent. ‘We can form no very correct idea of the smouat of government and State stocks held abroad, upon which interest will soon be due, but have no doubt that full thirty millions-of all our securities are owned ‘Dy capitalists resident in foreign countries, The in- terest on most of these stocks will be dae within the next sixty days, and the remittance of such a large amount will have a tendency to put up rates for ex- change, and arrest any further importation of specie. ‘Within the next six or eight months. at least two mil- lions of dollars will have to be remitted to Europe, in pay- sment for interest on our stocks held by foreigners, and this amount will be increased every six months, fora long time to come, ‘The European demand for our stocks, and its influence upon prices, are at this moment ot the greatest importance to the leading interests of this coun- try, as it brings capltal among us, and leaves our do- mestic resources to find employment in developing our most vital resources. and giving strength to the various enterprising movements of the day. It is also a source of somo pride to see our stocks taking the lead of those of every other country, in the face of the slurs and cidicule thrown upon them by foreign journals, It is some satisfaction to see the securities of every Ku- ropean governinent depreciating. while ours are sought after at high prices, by the most cautious capltalistss and people of property, who wish to seeure @ compo- toncy from the wreck and ruin going on around them in their native country. ‘This isall very fine, aud must confound those who have talked so much about repa- diation and American credit. with a view of producing prejudices that would compel us to carry sur own se- curities; but the annual extraction of so many mil- Hons of dollars to pay the annual interest on ‘these stocks, is @ featuro in the matter which we cannot avoid, and one which will be attended with many evils, The immense debt of Great Britain would bankrupt the nation avd produce a revolution, were it not that the interest is retained within thy country; antl se long as such is the case, the burden ‘will be comparatively light Fortunately for us, our whole debt i not very large, and ithas not many yoars to run; #o that, in the event of the balk of it being held abroad, we shail ultimately be relieved from the drain ‘pon us caused by the payment of interest. Wo allude to this for the purpose of showing that the remittance of our ttocks to Kurope is notaltogether such a favor. able matter as appears at the Urst glance, ‘ As the troubles and difficuities in Europe increase, the emigration to this country will receive a greater impetus, and many families of wealth will serape to qgother the rei ts of their property, aad five to the + United States for that safety aod protection, which their own governments canavt guaranty Among these emigrants there will be. without doabt, many capital- ists who bave made investmeuts ia our securities, sad in this way there will be traosferred to our shores | us in the shape of interest. Such us Agration is most desirable, and more of this olass are daily arriving than is generally known, We learn that a family arrived early last week in the Her- mann, from Bremen, reported to be worth two hundred thousand pounds, most of which they brought with them. Among the passengers that come out inthe Bremen line of steamers there are many wealthy fami- lies, whe come here for the purpose of making this country a place for permanent residence, and the amount of property brought here by these people is immenre. Wealso find that the principal European demand for American stocks comes from Germany, whieh, with the class of people emigrating from that part of Europe to this country, is the best evidence in the world of the feeling entertained for our institu- tions, and for our government, This feeling will rapidly spread, aud a few years will suffice to completo a revolution in the public mind abroad, relative ts the finances of the United States, as thorough as any which bas taken placo in any of the governments of the old world. The annexed statement exhibits the quotations for stocks in this market for each day of the past week, and at the close of the week previous. The imports during the same period exceeded three times this amount, and since last January the receipts of specie at Boston have been nearly to the same amount. Tho arrival of the store ship Lexington at this port from San Francisco, with twelve hundred and eightoen pounds of gold dust, equal in value to about $250,000, adds largely to our imports. It appears by tho report of the purser of the Lexington, that sixteen hundrod and seventy-six pounds of gold were shipped at San Francisco, four hundred and fifty-eight pounds of which wero landed at Valparaiso, and the Walance, as above, brought to this port. The whole shipment was valued at $370,000. There has been a falling off in the value of merchan- dise imported during the weeks this ycar, comparod with last, of $447,564, and of more than one hundred thousand dollars in the amount of dutics. The imports still continue large for the season, while our exports are only to a moderate extent. It is our impression that but for the large remittances of American securi- tics, quotations for sterling exchange would range well up to the specie importing point, The value of dry goods entered at the Custom House for the week, was $525,006; entered for warehousing, $53,226; with- drawn from warehouse, $21.154. The receipts at the office of the Assistant Treasurer of this port, up to the close of business yosterday, amounted to $47,280; payments, $43,255 58; advices, $210,000; balance, $1,257,184 56. We are disposed to believe that the admunistra- tion would prefer the people of California to take the slavery question out of the hands of Congreas and Old Zack; for itis an ugly customer, and some= how or other it must (there is no helping it) be met atthe next session. The bold and emphatic course of Col. Benton among his constituency, in favor of free soil, will only go to strengthen that party in both houses at the next session; and the probability is, that Old Zack will be called upon to say * yeu” or “ nay’ to that eternal proviso, unless he shall contrive to induce the people of California to do the work for themselves in the interim, We are satisfied that if brought to the question, Henry Clay will vote with Mr. Benton on a territo- riut bill for California, for the exclusion of slavery till doomsday. ‘Chat will pass the bill; and Gea. ‘Taylor has no other course left him than to sign it, unless he shall assume to be a better expounder of the constitution than Webster, Benton, or Cla for, unless satisfied of the unconstitutionality o bil passed by Congress, Gen. Taylor says he wil sign it, and this, we suppos apslies as well to a provision excluding slavery from, as to an article for admitting it ito, a territory. It is reasonable, therefore, to conclude, that un- less California shall send in a State constitution embracing the proviso, for the consideration of Con- gress at its next session, that Congress will do the work in a territorial bill, and that Gen, Taylor will sign it. One of these two modes, we think, is inevitable. ‘The former is perfectly easy, and would be perfect- ly satisfactory to all sections; the latter has the ha- zard about it of leading to the complete dislocation of the two political parties as they vow exist—a dis- location which would extend to the cabinet, and lead to the necessity of a general re-organization. We shall watch, in the meantime, to see if the ad- ministration is disposed to aid the people of Califor- nia to prevent all these hazardous results. = W. Wasninaron, D. C., June 4, 1849. The Appointmenta by the New .Administration—Foreign Missions—The Naval Court Martial—The Naval De- partment—Meeting of the Cabinet. Itis the fault of all administrations that they are willing to believe they can do themselves no harm ; and hence the most egregious errors are constantly committed. This is especially true of the present one, The country was led to believe that Gen. Taylor, wher elected, would prove to be the President of the United States—the President de facto; but so far he has yielded all, or nearly all, to his cabinet, and a few months will disclose how much he has erred. Tho discontent manifested with many of the recent ap- pointments will be renewed when they come up for senatorial concurrence ; and oven witha whig majority in the Senate their confirmations would be doubttul. Colonel J. Watson Webb received his quietus on Friday last. One of his friends was plalaly told by Gen. Taylor that Col. Webb might not hope of bein the representative of the United States abroad ; ani this annunciation was not made with the most delicate reference to his deserts. However much Col, Webb aay have exerted himself to procure the nomination Philadelphia, yet_there are reminiscences of the pas which in Gen. Taylor's mind, far outweighs his sor: vicesin the late paliical struggle. The same rule of action applies with equal force to Gales & Seaton, and would ever prevent Gen.
