The increase of capital small compared with the increase in the line of dis- ounta, the loans being, according to the latest returns, ore than double the amount of capital. The propor- jon of specie on hand to bille in circulation, remains ithout any material alteration. We do not sco as hese institutions have strengthened themselves at all uring the past year. Since February, 1846, the movements in all the jeading departments have more than doubled, and the yxpansion gathers strength asit goeson. While an inflation has been going on in the line of discounts, irowlation, specie, and deposits, the capital paid in has been reduced. The system upon which the bank- Ing movement in Ohio is established, is by no means e sound one, and its existence depends entirely upon each institution being kept within proper bounds. We Hind, in this State, it is impossible to prevent explo- sion under a system much sounder than that ef Ohio lowever safe a system may be. if moderately expanded, it by no means follows that it will bear any amount of tension; and the most perfect system ever invented ‘will, if mot judiciously managed, prove nothing but » ‘bubble. When the safety fund system of this State was.adopted, it was considered, by the most experi- enced financiers of the age, the most perfect one ever established. Ite operation, for many years, gave unl- versal ratisfaction, and institutions formed under its (provisions enjoyed the highest credit. and their paper desues were considered as safe as the gold itevlf. This imprersion continued until 60 many of the banks failed that the fund formed for the liquidation of their lla- Dilities proved insufficient for that purpose. and the public began to investigate the affairs of all these in- stitutions more thoroughly than ever before. The erult of this examination was fatal to the system; and canothor, more general in its character, more simple in its provisions, more certain in its security, and unlim- ited in its application, became the favorite, and must ultimately become univertul in {ts operation. The free Davking law of this State was the first system of the kind ever established in this country. The lines are distinctly drawn. The adminis- ‘tration is whig. It were folly to attempt te deay it. There is no desire to deny it; and an amalga- mation with the whig party is the only tenure upom which the extraneous elements that aided in Gea. Taylor’s election, can be considered us entitled to a share in the proceeds. It is upon the whig party the party supporting the administration—that it depends. To sustain itself, the administration must sustain that party. The democratic party declared its hostility frona the day of the inauguration. There was no sup- port to be had from that quarter; and the law ef self defence has driven the administration to make its election between a united and a divided sup- port of the whig party. The organization of @ third party was soon iscovered to be impractica- ble., It would have Tylertzed the administration in six months. This, then, is the whole policy. One party had declared its hostility—the other had threatened to desert if not compensated for its labors; and thus was the cabinet compelled to fall back upon the old line of demarcation, as between whigs aad democrats. ‘The issue is made out, the position 19 adopted, and the system of rotution is in regular course of action. On the meeting of the next Congr and aet before, the exact line of policy of ministre tion will be understood; ite defense will be made out, its eourse will be defined, and its objects will be indicated. Meantime, the cabinet 1s left te the alternative of confirming itself in the support of the whig party in Congress, and of the party throughout the country. What with the cenvulsiens of Europe, the cholera all over this country, the ere- vasees at New Orleans, the ravages of the Iadians in Texas, the hazards of the overland emigrants te California, and the wonderful reports from the Sacramento, to say nothing at all of the execa- tions by the guillotine at Washington, well may we exciaim these are stirring umes! The world is going forward with increased momentum, and there 1s no holiday season now for the cabinets that control the affairs of nations. Our own cabinet will have enough to do during the summer, even if all the appointments of im- portance shall be concluded by the first of July, Among other things, the Indians in Texas are to be put down—the Indiana on the plains back of Missouri und Arkansas, will have to be atteaded to; and according to the treaty with Mexice, the savage Camanches, Arapahoes, Apaches, Eutaws, Navajoes, and other tribes aloug the boundary from the Rio Grande westward to the Gulf Culifornia, must be kept in order. Among all the wild tribes of the plains, the mountains, and the deverts beyond the mountains, there seems to have been an understanding for a general attack upon the frontier settlements, and upon the emi- grant caravans. Tuking all these tribes together, they numiber, perhaps, not less than 30,000 moun® ed men—the Bedouin Arabs of the plains, the mountains, and the deserts. The Pawnees and Camanches sweep the plains, the Navajoes make their sorties from their almost inaccessible moun- tain fastnesses behind Santa Fe, and the Apaches range the entire log of the Gila, and hold the Mexican States of Chikualhua, Durango, and So- nora, under constant coutributiens. Their retreats are among the mountains, on the inside of the Americun boundary. ‘The treaty provides for their subjugation to good behavior, and the United States ure bound to arrest their devastations. We may expect, therefore, that the administra- tion will promptly dispatch « strong mounted foree to scour the plains and to traverse the boundary line (which is also a line of travel for the emi grants) throughout its whole extent, from the north of the Kio Grande up to the Paso del Norte, and trom the Paso westward to the Gila, theace westward down the Gila to the Colorado, theace across the desert to the Pacific. ‘The scanty subsistence along this route will re- quire depots of supplies, military stations, and relays of dragoons, from point to point.
