Europe, at the present moment, seems to be on the eve of a gene- ral war; and to avoid entanglement in it, aad at the same time protect our interests in that quarter of the world, a sarge nuval force should be oa the spot. Already has the M ssiasippi sailed, and the Independence, razee, one of the finest veasels ia our navy, has been ordered to prepare to follow her, and will sail in about ten days, We under- stand that several other vessrls willbe placed in commission as soon as possible. The attitude of the United States will thus be understood, and her fli.g respected. We want no entangling alli- ances; and the only way to avoid them, is by pre- rerving a strong armed neutrality. So far, at least, the administration of President Taylor will not disappoint the people. It is suid that the Mexican Minister, Luis de le Roeas, previous to the retirement of the last admi- nistration, entered into a correspondenee with the then Seeretary of State, Mr. Buchanan, upon the subject of the treaty and the protocol; and it is moreover believed that the sefior considered he had rather the best of the argument; at least, be cireu- lated his letter to the Secretary of State among the foreign ministers here, asa proof that his argument was unanswerable. Be that as it may, his letter remained unanswered. The matter, rumor asserts, has been brought to the attention of this adminis tration; but, if the jade is to be relied upon, the efior hus kad his colors somewhat tarnished. Of course, we pretend to know nothing of the matter; but we cannot see what shadow of claim the Mexi- can minister can setup for his monstrous demands. It is suid he claims the protocol to be binding; and under it, all the empressario grants, amounting, God knows to how much, would be revived; an not only so, but the Catholic religion established im Cahfornia and New Mex The truth 13, that Mr. Clifford should be recalled at ence, for his part in the transaction. He had no right whatever to draw up the protocol; his duties were solely con- fined to procuring a ratification of the treaty, as it passed the United States Senate; and in drawing up the paper in question, he lent hunself toa scheme to throw dust in the eyes of the Mexican people. The protocol, even if made in good faith by both sides, 18 unconstitutionul, for it guarantees the estab- lishment of a State feliinbo. But it was merely a piece of diplomacy on the part of the Mexican au- thorities to blind their own people, aad they knew,as it can be satisfuetorily shown, that it was no more binding than somuch waste paper. They ratified the treaty without the protocol, and have accepted the diflerent instalments as they became due uader the treaty as it passed our Senate.
