By arrivals during the past week. we hav» later in- telligence from all parts of the world; and the advices, in a political, fnancial and commercial point of view, are highly interesting and important. The political accounts from Eurepe are calculated to create a grout deal of sympathy on this side of the Atlantic for those who are struggling to establish and consolidate a re- publican torm of government, and we shall watch the movements of the great monarchical powers of the con- tinent closely and anxiously, They ae about entoring upon the last great contest, and the result will tell whe- ther the people are to govern themselves upon the most liberal and enlightened principles of self-government, or whether they are to be ruled by the iron rod of des- potism. If the people are prepared to take the sooptre in their own hands and are ready§ to hurl every mo- narch from his throne, then we may look for a war of extermination—a war directly drawn between the two classes; and it is only by such an issue that the great question can be disposed of The position of France at this moment is a very extraordinary one. There is an incensistency in the councils of that country, which is by no means the harbinger of good. France has made such a move on the great chess board of Europe, that will complete such a revolution in the representatives of the people as has been little dreamed of, and we bave no doubt the eleo- tion will result in such a mannor that the whole policy of the government will not only be changed, but the evil already done will be, if porsible, remediod. The bull hus commenced rolling, and it will be excoodingly difficult to arrest its course, As its impetus increases, it will draw in other influences, and the result will be a general explosion. France, Russia, Prussia, Austria, and all tho smaller powers of the continent, will ulti- mately be engaged at the same time in the same work of destruction. It is not improbable but that Englund will have a hand in it before the gamois up, The question atissue is of such a nature, that thero is but one way of disposing of it. Russia has become the ar- bitrator of the rights of monarchs, and if suecesssfal in asserting the claims of Austria, Prussia will demand the same aid, and that aid must and will be extended. France cannot look quietly on and see such things, If the government of France make an effort to crush tho infant republic in Italy, the people of France will not look on quietly and see republican Germany prossed againjunder the yoke of monarchy. The people of France are determined to take a very prominent part in the drama about opening upon the European stago, and when the game has fairly commenced, we shall have no fears for the result. Commercially and financially, the European nows is encouraging. but by no means important. One of the most satisfactory features of the financial intelligence is, the improvement in prices and steady demand for United States securities. State stocks were also in de- mand at advancing rates. This looks well; but as the difficulties on the continent thicken, as hostilities ex- tend. and capitalists find it impossible to invest their moncy safely, the demand for our seserities will in- orease and prices, ofcourse, improve. It is an ill wind that blows no one any good, and it would be for our interest it every one of the old governments of Europe were prostrated and scattered to the tour winds of hea- ven. The effect of the revolutions which havealready taken place on the Continent is seen in the large sums invested im our stocks; and it is our impression that before the lapse of many years, nearly the whole of our government stocks, our good State stocks, &¢., &o., will be held by foreigners. This will relieve us of ono or two hundred millions of dellara worth of securities, and release the capital, for employment in the developement of the natural and immense resources of the country. It is true we shall have # large sum to remit semi-an- nually in payment for dividends, but it does not follow that such payments will be directly mado in gold, or that such sums as will be required will be so much extracted from the specie of the country. Tho usual import and export trade of the country will regulate this important matter. It would be better, if we were able, to bold all our own se- curities and keep the interest within our own limits; but capital is worth too much in this country, just now, to lvck up such a large per cent of our available mean, and wo must for a time get forcign capitalists to carry theee stocks for us As most of our public stocks will be paid at maturity, we shall not, under any circumstances, experience @ very great drain, Great Britain could not pay tho interest on hor debt to foreigners one year, without croating @ financial revul- sion and a political revolution. Notwithstanding the abundance and reduced value of money in England, it ia impossible to get up any syceulative movement in merchandise, or even a heal- thy activity in any of the leading departments of busi Ness, Cotton continued very much depressed in prices, although the market had experienced no material vari- ation, Previous prices were maintained, but there were no judications of any favorable change Breadstuffs were inactive. and prices drooping. Extensive supplies had flied the markets, and all descriptions were ebenper, Nothing had transpired relative to the wea ther, of an unfavorubie character; but on the contrary, the growing crops looked promising. On the whole, the mark«t reports do not differ from those received by the last three or four steamers, The +tock market, during the past week, has been unsually quiet, even for this quiet season. We have never seen less disposition to speculate in fancy stocks, e.ther for a rise or for # full, and the bulls must be daily getting weaker and weaker. Tho loss of intorest Mmupt be enormous, and this alone is sufficient to use up many of the emailer class of operators, [t is a matter of much astonishment, to many, where all the worth- less fancy stocks go to—who hold them, and what ob- ject the holders have in view in carrying them from week to week and month to month, There must be in Wall street from twenty to thirty millions of capital j invested in fancy stocks, upon which not tho first fraction of interest has ever yet been paid. This itn. wenve loss falls somewhere. Year after year, this goes on, an the stocks represented become, year after year, more worthless. This is what ruins the bulls; whil the bears make a good business merely out of the in- teresg paid them. Money is adrug in Wall street at five per cent, It is impossible to loan any large sums, at any price; and capitalists have been compelled to purchase stocks. to employ their money, at a reasonable rate of interest. This creates a demand tor government and good State securities, and tends to de- press prices for the fancies. It appears to us impossible to got up avy movement in any of the leading fancy stocks, Amensy money market usually creates spe- culation, but it has failed this time, and we have aban- doned wii hope. The bulls must either carry their stucks at present prices, or let them down, to get them off their bands, We know of thousands upon thou- sands of shares of stock held for # rise, ao as the holders can get out without loss, and ao advance of one or two per cent on any fancy im the list would bring out an immense quantity of stock, Almost every broker in the strect has orders to sell, at price & little above the current rates, and if the outsiders are not exceedingly wary they will get caught.
