There we find in the east wing the Mayor's private office. and ‘his reception room, both of which apartments are of ‘very good dimensions; and opposite to this suite of x00lnS is one which was formerly occupied as a court for ‘one of the justices of the Municipal Court, and behind that, on the southern side, is the room which has Lately ‘been fitted up in a very tasty and appropriate style for the City Court. The west wing has the rooms allotted for the County Clerk and City Treasurer, ‘There are Desides on this floor, the office of the City Clerk, Comptroller, Street Commissioner, and Physician of the Board of Health, and another room’ which has not been appropriated for any particular pur- Sed but will probably be used” by the Board of ducation. In the cast wing of the second floor, on the south side of the edifice, is situated the room for the Supreme Court, which ‘is a lofty apart- ment,*being about 60 feet from the floor to the highest part of the dome. We will venture to say that when ‘this room is completed, it will eclipse almost any court zoom in the United States for architectural beauty and elegant proportions. ‘The south side of the west wing is entirely taken up by the Common Council room, which is of the same dimensions as that of the Supreme Court, 50 feet by 48, and needs ouly to be viewud to be admired. The Governor's, or reception room is betw the two just mentioned, and is 54 feet long by 40 wid ‘It is now occupied as a court room for the Court of Ap- Ppeals, the highest tribunal in the State. On the other side isa long suite of rooms. Those on the east side have been apportioned for the use of the Sheriff of the -county, the office of the District Attorney. (formerly at ~the.county jail,) and Judge Morse’s chambers. Two of the western rooms will be occupied by the keeper of the Duilding. Upon continuing our upward pregress tothe next story, We find another long suite of rooms, seven in number, to be used as jury rooms, and for other pur- poses not yct specified. ‘The jury room affords one of ‘the finest prospects of the city and environs that can be had anywhere, except from the cupola of the build- ing. We now ascend to the cupols, and arrive at ‘the place where the great fire bell is hung. which weighs 7.870 pounds. One flight of stairs to ascend, and we are at the highest point to which our ambition can lead us. We find ourselves in a very neat air- tight room the very top of the cupola, from which elevation can be seen the county for miles around, east, west, north, and south, taking within the wide range of vision, the city of New York ani the blue chills of New Jersey beyond, while in the fur distance -ean be seen the Highlands of the Neversink, Sandy Hook, the blue ocean, and the broad Atlantic. In another direction lics the village of East New York, Jamaica Bay, and the various meadows and salt water erecks which are in such great abundance in that vi- ceinity. Turning your eye to the east, you behold the home of the departed and the monuments which mark Street ‘the resting places of many loved friends and relatives, Court of General Sessions Before the Recorder, and aldermen Webb and Britton. Mar 9.—Grand Jury.—The first business of the court this morning, was to complete the list of Grand Jurors, only twelye gentlemen having appeared on Monday to answer. Ketchum, Peter Henly, John McLean, Chas. H. Leonard, jurors. Recorder's’ Charge.—The Grand Inquest ’ having taken the usual oath, were addressed by the Recorder. itis hardly necessary, said he, for me, in addressing the Grand Jury of our county, to charge them as to the duties of their offec. Many of you have often served on grand juries, and know in what those duties const, Sufice it to ray, gentlemen. that your ju- risdiction extends over all sorts of criminal offences, from the highest to the lowest. There are a number of laws which it is made my duty to call your attention to, The Recorder here enu- merated the offences which it becomes the duty of the presiding judge of this court to call the attention -of the Grand Jury to, every term. Among them were illegal voting. erection of wooden buildings within the fire limits, selling lottery tickets, usury, &e. There are some things, he said, which presented themselves to the mind, in view of the great number of crimes which are continually committed in this city, and it becomes the duty of the conservators of the ‘peace to look well to the enforcement of the laws in respect to them, He would mention the collection of debts by aid of the criminal law. It had become the habit of persons having claims to collect, to present these Claims to grand juries, as cases where gcods had been obtained under false pretences, thus coercing debtors intoa payment by some means or other. Those cases had given great troublo, and taken up too much of the time ad juries and courts, in cases where no conviction bad followed. The law was not vindicated, ‘but private ends alone were served. He recommended the Grand Inquest to look with care at all cases of this complexion which were presented to them, and by the course which they pursued, endeavor to discourage this mode of procedure in the class of cases referred to. ‘The Recorder, on some very appropriate remarks, call- ed attention to that nuisanee known as the Five Points, a place from which so much crime emanates. He suid that its bad reputation was so wide that it was not con- fined to this city or even to this country, and, he, i 1 to you, to know if the place is to be allowed to as it is, He attributed much of the evil. ob- servablo in this relation. to the too indixcrimiaate nving of licenses tor the sale of ardent liquors. Phere were he said, 450 licenses granted in the Sixth ward, and 237 houses sold liquor, without the shadow of alicense. In the Fifth ward butabout half the number ‘of licenses were issued. and in the Seventh about the same proportion. I ask you, said he, to speak boldly ‘upon the subject. and this court, he asserted, will by all proper means, aid your action to suppress the evil complained of. Let ‘the public know that the Grand In- quest of the city and county of New ‘ork will take notice of such abuses, if the Common Council will not. Landlords, he continued, are by law made responsible for renting out their houses for vile purposes, and in support of this proposition, he quoted cases on record as proof. Go through the district and view it for your- selves, and present the subject fearlessly, and this court Will second the efforts which you make to reform this great evil. The Recorder next alluded to the prisons, and the manner in which they are conducted. He did not wish to cast censure upon tho keepers, many of whom he knew to be worthy inen. but the in- discriminate manner in which young delinquents and old criminals were packed together, and thus brought in most unfortunate contact, was a great evil, and an evil which certainly onght tobe remedied, With some other remarks, of a general character, the presiding judge closed his charge, and the Grand Inquest retired ‘to their ohamber, and commenced the business of the term. The People vs. William Jackson.—This] was a case Drought up on motion by the counsel for the defence, to quash ‘an indictment found by the Grand Jury. at the March term of this court. The prisoner was indicted for procuring property by false pretences, Te had proviously been indicted for grand larceny; but, the ‘evidence going to show that it was more properly a case ‘of false pretences, the jury returned a verdict of not guilty, The District Attorney then sent the papors again to ‘the Grand Jury, and they found an indict- ment for obtaining property by false pretences. The counsel, in his argument, stated that, as there was no charge of this nature in the primary examination, ‘which was the basis of the Grand Jury's action, the | defence was nof prepared for the tiecessary cross- examination, and hence the papers referred to could not present fair evidence upon which to indict, ‘The District Attorney took the ground, that inasmuch ‘as the court had jurisdiction of the subject matter of the complaint, the evidence presented before the Grand Jury was competent, and hence he had moved on the cause. Tho-court decided in. favor of the defendant, and ordered the indictment to be quashed ; Trial for Grand Larceny. Michael Williams, alias Mike, was put upon his defence, charged with grand larceny, in stealing $82 60, from James R. Hill, the roprietor of a lodging-house at 21 Catharine strect. The charge was not sustained, and the jury found a verdict of not guilty ‘The court adjourned till Thursday morning at 11 o'clock. New York Hor "To Wasntnaton Invina, Wittiam Kenr, &e., &e. In leaving this country, which has been endeared to my recollection by long and strong attachments, { should-not have done you the injustice of asso- ciating the American character with the ill deeds of persons unhappily too frequently to be found in every large community ; and in that same. spirit which would preserve me from a hasty and incon- iderate judgment upon the late occurrences, I as- rent to your-request, knowing and feeling grateful for the sentiment that has dictated it. COMMBBCIAL AFFAIRS. MONEY MARKET. ‘Wednesday, May 9—6 P, M. There is no change in the stock market worth men- tioning. The sales continue toa very limited extent, and prices about the samo as reported yesterday. Erie Railroad, new, Reading Railroad and Long Island advanced 3 per cent, and Treasury notes fell off 3¢ per eent. It is almost impossible to get up any specula- tive movement in the street. Outsiders are shy, and look with suspicion upon the operations of the bulls and bears. It is the height of folly for outsiders to purchase fancy stocks promiscuously, in expectation of a general rise; it would be much better for them to take hold of some particular stock, after it has com- menced moving upward, and take the benefit of any further improvement. The outside speculators are wiser than they have been, and the brokers will not find so many pickings out of this class of speculators as they have heretofore. ‘The money market continues easy. Specie is flow- ing in upon us from every direction, and our banks have on hand a larger amount than they want. Loans on government securities can easily be obtained at 6 per cent, and good paper sells in the street at 8 and 9 percent. The steamship Hibernia is nearly due at Halifax, from Liverpool, with seven days later news. It is stated that she will bring about half a million of epecie, but it is our impression that she will not bring so much, Her arrival is anxiously looked for by spe- culators in cotton, breadstuffs and fancy stocks, as much depends upon the complexion of her advices, The receipts of the Norwich and Worcester Railroad Company, for the month of April, 1849, were $20,647 71, against $18,007 56 for the corresponding period last year, showing an increase of $1,740 16. The increase is principally from the local travel. The Bowery Bank has declared a dividend of four per cent. We have seen several of the new gold dollars. The coin is smaller than a silver five cent piece, and can easily be distinguished by the feeling. It bears upon its obverse the head of Liberty, and on the reverse the words, “one dollar, 1849,” in the centre, around which are the words, “ United States of America.’ It isa beautif 1 coin, and we hope it will drive out of circulation a large quantity of the paper currency issued by our banks. ‘The City Council of Pittsburgh have agreed to bor- row $150,000, for the purpose of redeeming its outstand- ing scrip. ‘The Baltimore and Susquehanna Railroad Company remitted, last week, to the Treasurer of Maryland, the eum of $15,000. ‘This, together with what has been pre- viously remitted, makes an aggregate of $35,000 paid into the State Treasury since the opening of the present year, 1849, This road is managed with energy and efficiency, and ite revenues are steadily on the increase, The completion of the new line from York to Harrisburg will give to its business new trade and more rapidly growing profits. ‘We understand that the work on the unfinished por- tion of the Chesapeake Canal, is proceeding rapidly— the force now employed being larger than at any time heretofore. The principal contractors feel confident that by the first of November the work will be com. pleted.
