Total liubilitios. $03,754,835 64,720,354 According to these returns, there has been an in- crease from December, 1848, to February, 1849, of $2,621,911 in tho line of loans and discounts, of $1,485,406 in private deposits; and a decrease in specie of $1,526,619, and in circulation of $322,999. The lowest point in the supply of specio in the vaults of the banks of this city, was probably on the 2th of February last, or soon after, and the reduction in circulation, and contraction in private oredits caused by this reduction in bullion, has been partially the cause of the recent stringency in the mo- neymarket. Within the past few days there has been a very important increase in the supply of specie, and the probability is that an expansion on the part of the banks will be exhibited in the next returns.— ‘The dank reports, as published under the new law, are perfectly uscless to the community at large. More than two months have expired since the returns were made, and the Stato authorities to whom they were made have justmade them public. The amount of specie in the sub-treasury 0° this port at the close of business yesterday, was $1,872,- 443, against $1,993,498 at the close of the previous week; showing a reduction during the week of $121,055. The season has so far advanced, that we cannot expect very Jarge importations of merchandise; and the receipts from customs must of course be small. Tho sub-trea- sury is, therefore, in a fair way of being drained. This, with the large amount of money that will be let loose this week by the payments of dividends, cannot but have & favorable influence upon the money market. It isestimated that about a million of dollars will be paid cout on the Ist of May for the purpose above mentioned. The city government, several banks, and several insur- ance and railroad companies, pay their regular semi- annual dividends on that day. ‘The interest due on the 1st of May, on the bonds of the Hudson and Berkshire Railroad Company, will be paid on presentation of the coupons at the Mechanics’ Bank. Several failures have been reported in Boston within the past few days, among the dry goods jobbers. Witha singlo exception, they have not been of much magni- tude. As a general thing, the merchants of Boston stand well; but there are many cases where the amount of capital employed has been so limited, compared with the amount of business transacted, that the pressure «gin the money market recently experienced was too ‘much for such houses to bear up under, The anxiety exhibited by a class of Boston merchants, during the past three or four years, to extend their business into the extreme sections of the country, without sufficient capital to enable them to give the long credits required by that class of customers, has placed their affairs in such a shape that the first very severe pressure in the market caused many of them to suspend. In thoir efforts to compete with the same class of merchants in this city, they have become bankrupts, ‘The New England Worsted Manufacturing Company have declared a semi-annual dividend of three per cent. ‘There is every probability of the amount necessary to insure the completion of the Pennsylvania and Ohio Railread being raised by stock subscriptions. The defeat of Mr. Pendleton, although by a whig—the defeat of Mr. Botts, although by the disaffected whigs of his district, who voted against him, or failed to vote at all, and the probable defeat of several other whigs in districts represented each by a whig in the last Congress, are causes sufficient for Father Ratchie to rub his hands with ardent satisfaction, only re+ straining his three cheers until the news comes in from the other side of “the Ridge.” It was the proposition of Mr. Polk to place a Lieutenant General over our armies in Mexico, in the person of a civilian, superseding the old soldiers of the national guard, that was most disastrous te the demoerats in the elections to the 30th’Congregs. That cause of distrust has ceased to exist, and the causes of the popular vote to General ‘Taylor have measurably subsided. ‘The contest in Virginia has ceased to be a contest, both over General Taylor and General Cass—between an original proviso man anda Southern slaveholder—and is now an issue on the old platform of the principles by which the whig and democratic parties are distinguished. The popularity of General Taylor may still serve one or two whig members; but penta it would appear that the people of Virginia are falling back. upon the old associations of party allegiance. Benton's project for a railroad and a turnpike along side of it, free to the world, across the continent to the Pacific, will receive the favorable attention of the next Congress—that the bill of cheap pestages will be passed, and that through the suggestions of Mr. Clayton, the bill of indemnities of five millions for French spoliations, will be reviveed. There is another question which, in any event short of an intermediate State organization in Cali- fornia, will be thrown into the Senate from the Wouse, and that is the Wilmot proviso. ‘The ad- ministration, in some ef its most important appoint- ments, has been doing what it could to conciliate the free soilers to a compromise—the conciliation of Mr. Webster is a conciliation in behalf of Mr. Clayton’s desire of a compromise; but Mr. Clay and Mr. Benton, if brought to the vote, will vote for the Wilmot proviso. ‘There is a prospect, then, unless events may interfere to arrest it, that the comin; Con will pass the proviso for the, benefit of California; and when passed, we are free to sup- Baap the General Taylor will not hesitate the sign the bill. Cass in the Presidential chair at this juncture of our international affairs, so favorable for picking a quarrel with John Bull, or the Aus- trians, the Prussians, or the Spaniards, or the Danes, we should conclude that war was ‘in- evitable :? that it would be a duty of the three or- gans at Washington to “ prepare the hearts of the people for war,” and a bounden duty of Col. Wilkes, of the exploring expedition in 1845, was brought up on trial in the Circuit Court, for this district, for illegal punishment at the Sand- wich Islands, of three of his_ sailors—Dinsmoor Pencil and Bubb. A verdict was rendered against him of $500 in each case. Ile appealed to the Supreme Court, which reversed the verdiot and judgment of the court below. The sailora have brought up the subject again .before the Cir cuit Court, on another indictment, and the case is now progressing.
