B. CLARK, 116 William street. COMMERCIAL AFFAIRS. MONEY MARKET. Sunday, April 22—6 P, M. ‘The past week has been a very active and interesting one in the steck market. The bulls and bears have hhad a severe contest; but the bulls have gained the ascendancy, and the closing quotations range a frac- tion above those current at the close of the previous ‘week, The arrival of the steamer Europa with half a million of specie, sustained prices, and gave the bulls the advantage in the market. Thus far the money market has not been much relieved by this importation; but as large lots of the precious metals are expected by every steamer from Liverpool, during the next four or six weeks, the banks will soon be induced, no doubt, to expand, and remove the stringency which has so long pressed upon all classes. It is amatter of much specu- Aation what amBunt of specie will come out under the Jate decline in sterling exchange, The general opinion is, that it will not exceed five millions, and may be nearer three millions of dollars. What the effect of this importation will be remains to be seen, and is a great question between the two parties in stock specu- lation. It will place the banks ina strong position, and the natural effect of such an increase of bullion, upon these institutions, is an expansion; and the effect of an expansion, is a speculative movement in fancy stocks. It will require at least three millions of specie to place the banks where they were on the first of December dast. The sub-treasury has drawn from them about two millions of specie, and the shipments of specie to California haye been large, and the drain for other places has drawn the banks down to about four mil- lions of dollars. Three millions will place them where they were five or six months since; and if the importa- tion reaches fiye millions, the surplus will give them a amargin for an expansion, and an impetus, of course, to prices for stocks. This movement in specie is to be Geprecated. It isa bad feature in our foreign trade, and will be productive of a great deal of evil. For a time it will relieve things here very much; but the ro- sult will be most unfortunate for us, The exportation from England will have an unfayorable effect upon foreign markets for our products. The importa- tion here will inflate prices at home, and tend to resticrt shipments, so that the balance against us will goon be so large that an exportation of specie will be required to regulate it; and then comes a contraction in credit and prices, a tight momcy market, and all the at tending difficulties This movement in specie may leave a balance in our fayor; that is, the return tide may not be as great as the influx, and we may gain by the op ration a million or two of bullion. Of the immense im] portation of precious metals in 1847, we retained about ten millions of dollars, the exports ceasing after a ship- ment of about fifteen millions, and in nearly all our terested in tho progress, prosperity, and completion of that important work. A canal more than one hundred miles long, located as favorably as any work of this kind in the country, with inexhaustible supplies of coal, iron, &e,, at one end, and an immense market at the other, issuffered to lay idle and go to decay, to an- swer the purposes of the speculators in the management No effort is made to revive the business of the line—no report made of the affairs of the concern—no account given of the expenditure of the receipts, the interest or the debt unpaid, and the whole property left to go to wreck and ruin, ‘The stock is now selling at $9 per share, and there are 40,000 shares in existence—this, with the debt, makes an aggregate of about 900,000, or say, in round numbers, one million of dollars for a ca- nal one hundred and one miles long. ‘This is cheap enough, compared with the Delaware division of the Pennsylvania canals. The State of Pennsylvania was offered two and a half millions for that line of its ca- nals, which was refused; and the Morris Canal is ca pable of doing as large a business as the Delaware di- vision. In the hands of a few enterprising individuals, this eanal might be made very profitable and very use- ful to the community at large, As it is, these stock- holders are not very likely to receive any returns very soon from their investments. ‘The receipts for several years past have ranged from forty to eighty thousand dollars annually, and no satisfactory account has boen rendered of their disposal, The whole concern has been used by aclique of speculators, and the stock: holders appear to be poworless, So'long as the 1 nagers can inake such use of the income from the canal as they please, with impunity, solong will the work re- main in its present unfinished, and so far as the stock- holders are concerned, unproductive, state. In this way our supply of bul- Jion has steadily increased, and the basis of our bank- ing system strengthened. ‘The California business, thus far, has beon out of Pocket, We have sent ships wnd merchandize to that section of the world, toa very large amount; a large sum in specie has been shipped on public and private ac- count, and we have received in return only about three hundred thousand dollars worth of gold dust. So far as we can form an estimate, the value of vessels, goods, &c., sont from the ports of the United States to San Francisco during the past five months—sinco the 1st of December, 1848—cannot be less than twenty millions of dollars, and less than half a million of dollars in gold, or anything else, has yet been received in pay- ment. It thus appears that an immense capital has deen absorbed in this movement, and it will be many months before we shall be placed in funds, or before the vacuum will be filled by an importation of gold from California, This is one great cause of the strin- gency in the moncy market experienced during the past three months. When the tide sets this way from San Francisco, it will come with enormous force and power. If prices anything like those reported are re- alized, we shallreceiye returns four-fold greater than the original outlay, and the wealth of individuals and the country generally be much increased. In the mean- time, those engaged in the business will be compelled to submit to high rates of interest for money, and the neual cmbarrassments resulting from over trading, or trading on borrowed capital. The influx of specie from England will, no doubt, relieve all classes for a time; and it is highly probable that before the return movement in specie commences, our receipts from Cali- fornia may be so large that the usual effect of an ex- portation of bullion will not be experienced. ‘The annexed statement exhibits the quotations for stocks in this market for each day of the past week, \. and at the close of the week previous. This, with the re- ceipts from other sources, has increased the amount of specie in the banks, during the week, about eight hun- dred thousand dollars. The amount of deposits will pe reduced to a greater extent this week, which, with the imports expected by this weck’s steamer from Liverpool, and the receipts from other places, will pro- ably increase the amount of specie in the banks, up to next Saturday, upwards of a million of dollars more. ‘At this rate, the banks will soon be all right again, and we may look for a speedy change in the market. ‘The aggregate exportation of specie from this port, from January Ist to April 2ist, inclusive, was $327,715. ‘The Union Bank has declared a semi-annual dividend of five per cont, payable on the 1st of May. ‘The Mechanics’ and Farmers’ Bank, of Albany, has @eclared a semi-annual dividend of five per cent, pay- able Ist of May.
