Beauin, March 6, 1849, The Criss wn the Affatrs of Germany. “The ‘Bteat enemy [of Germany andthe whole civilized world, has already passed the Austrian irentiers, ‘Russia has advanced one step further Into the heart of Eurepe; a Russian army has en- tered Transylvania. Such is the sum and sub- Stance of the intelligence which, at the present Taoment, Fe-echoes throughout Germany and Eu. rope, and which I hasten to communicate to you. ‘When I informed you, in a previous letter,of wh: at the time, wi profound secret, known but toa few, that a treaty had been concluded between Russia and Austria, for the purpose of Opposing a ‘union of the German States, you were probably not aware, that events would 80800n confirm this state- the combinations of Russia and Aus- tria against Germany have been revealed to the whole of Europe. Russian forces are now being concentrated along the frontiers of Germany, at the Danube, in Transylvania, and on the frontiers of the Grand Duchy of Posen. erding to the ‘at advices we have from Russia, the greatest part of the Russian army, including the imperial guard, is advancing to the southwest. It 18 evi- lent from these movements and the occupation of Transylvania by the Russian troops, that the cabi- nets at St. Petersburg and Olmutz have already de- termined on the course of policy towards Ger- ate 7 the Hungarian war will have been brought ‘to a close, by a ecisive blow of the united torces ef Austria and Russia, aad the insurrectionary Movements 1n Poland completely stopped, Aus- tria, backed by Russia, will dictate to German’ the terms on which alene peace can be maintained. The probability that this will be the line of policy adopted by these powers with regard to Germany, has now almost become a certainty. Information haslately been received here, that the Russian government contemplates to issue a circular note toall the governments of Europe, declaring that it will regard a violation of the treaties of 1815, on | the part ofGermany, as a breach of peace. I'am to tell you, that this information 1s believed to be authentic in the best informed quarters here. ion to the same effect, mureover, it 18 | 1, will likewise be issued on the part of the Austrian government. The latter, at the present moment, has auspended all negotiations with Prus- sia, and it 18 reported to-day, that the Austrian minister here wall be recalled shortly. The Prus- sian government, nevertheless, it 18 stated on good authority, 12 desirous of preserving a good under- standing with Austria, ae long as it can do so with dignity. Prussia, however, 1s pledged to support 8 federal union. Tn the speech frem the throne at the opening of the Chambers, on the 26th ult., the King of Prussia declared, what the cabinet here had already stated in the official notes re- cently issued, that Prussia would make every sacri- fice to establish a union between the States of Ger- many. According to .ccounts from Frankfort, the Prussian government is endeavoring at present to settle a compromise between the National As- sembly and Austria. It is hoped, on the part of Prussia, that a union,without the exclusion of Aus- trie, will be possible. If a reconciliation with Austria cannot be effected, the rupture between the latter and Prussta must, under existing cir- cumstances, lead to hostilities. . The government here has lately issued orders for the completion of all preparations for war. The Prussian army is to be considerably increased, and the reserve troops to be called in. In Austria, preparations for war are actively carried on. We are, to all appearances, on the eve of great events. ‘Within the last few days, the announcement has ‘been received by the government here, from the Danish cabinet, that the armistice with Deamark will cease on the 26th instant. Although the ne- ‘otiations had almost led to a settlement on the ish question, the government at Copenhagen ‘has now declared that it will not assent to a prolon- gation of the armistice. This inteiligence has ,produced the greatest sensation here. It was wholly unexpected, even by the Prussian govern- ment; and the King, in his speech from the throne, on the day before it was received here, stated that there were good prospects that the dif- ferences with Denmark would be settled soon. As Ihave just been informed, however, the Prussian government still hopes that, before the armistice expires, a peace by the mediation of England will be settled at London. Accounts received to-day, from Copenagen, state chat the Danish government is preparing: for war. Orders to fortify the important harbor of Frederica have just been given; and a Danish army of 20,000 troops is to be concentra ed near the trontiers of swig. In case hostilities will be resumed, ‘Pruseia is determined to remain passive at the first ‘opening ef the war. The avant-guard against the Danes will be furnished by other States of Ger- many; but a Prussian army ot 20,000 men will be stationed at the frontiers of Holstein, as the reserve of the German troops. A report, which circulated here yesterday, etates that the ministers of Prussia and Austria, at Copenhagen, had declared to the Danish government, that if hostilities would be re- sumed, their goveraments weuld offer their assist- ance to Denmark. This report was believed to be true by many. Apprehensions are again entertained that ade- monétration, on the part of the radical party, will be made here soon, and the government has taken active steps toprevent it. Disturbances among the workmen in this city have lately frequently oc- curred, but were occasioned principally in conse- uence of want of employment. It 1s now stated that a conspiracy smug the democratic party, not only heie, but throughout Germany, has been dormed, and that an insurrection in this city and in other parts of the country will take place in this month. The prospect of war has again encouraged the radical party ; for, if the troops will be ordered to the frontiers to meet the enemy, then will be the time to make reforms in the interior country. As long, however, as General Von Wrangel holds sersion ot this capital, and the state of siege lasts, I can assure you that here, at least, the radi- cals etand a bad chance. - The Chambers,which were opened by the King, last week, have not yet commenced deliberations on the »mportant questions which are now before them. They have, until to-day, been occupied only with oa, business; but will, in the course of this week, open discussions on the laws -of the.new constitution, the position of Prussia in the union of the German States, the foreign rela- tions of Germany, and other interesting subjects. The government, it 1s understood, is anxious that the revision of the constitution should be taken up ‘hrst,-so thatthe new Jaws tor Prussia may be es- tablished without further delay. Affairs in China, ‘We make the following additional extracts from the China papers to the 4th of January, brought by the clipper Sea Witch: [From the Peking Gazette } Tur Court.—Subjoined are specimens of sub- jects brought before the Council, with the deci- ygione, 28 taken from a late paper:— The Board of War reported that the arms of the ‘miliary in Keang-soo ought to be repaired. An- wer, in the vermillion pencil, ‘Let this be done, as evegested.” Report—A distant relation of the Imperial house, rnamed Muh-chaou-yub, having purloined rice be- longing to the government, has been seized. An- swer, “Let the caee stand over.” A lady from Chih-le province has appeared with acomplaint, as represented by the commander in chief. Answer, ‘Let the case stand over.” Taovkwang is sometimes very profuse in his praises of defanct servants; an instance of which we find at the death of Tsin, late Lieutenant-Go- vernor of ae province, who had fallen into diegrace shortly before his end, and was suspended from cffice on account of the many accueations brought against him. After his decease, Taouk- wang remaiked that “he performed his duty with +a true heart, and never flinched from labor and toil. | I deeply regret his death, which has come to my notice, and order that such favors may be shown as belong to the rank of a She-lang, (a sub-director be restored to him, and that the Board inquire in way compassion may be exhibited (to his fa- mi ‘arious abuees in the treasury department have | been revealed to Sae-shang-ub, tne direetor, A clerk. A strict invertigaticn may lead to the dis- covery of censiderable ambezzlements. Tnx Axmy.—The Lieutenant Governor of Ke- ang-se publishes a very splendid accouut of the troops in his province, of whom he had held a re- view. There seemsto be nothing wanting in this corps. The soldiers are perfect in drill and ma- nocuvre, fire with great rapidity, are skilful in bow and sword, and, moreover, perform the evolutions with perfection, &c. So tar the repert. To see a Chinese army drawn up in battle array, is avery strange sight ; to see them advance, is still a more extraordinary exhibition ; in those important reepects, the fighting men of the Celes- tial Empire are !y deficient. In one art, how- ever, they surpat , Viz, in retreat and tight, tor myriads of them, once fairly turning their backs, disappear as by magic, and the swiltest cavalry would not be able to make many prisoners, espe- cially when the route is through rice-fields. Rsvensve Derartuent.—In the middle of Au- ot, all the grain-boate, including the junks trem Sharebee, bad arrived. Though the coming of the last was five deys later than usual, and a very reat quantity had, at an enormous expense, to be 5 iad ht up in nl igs the Emperor felt very grate- ful, and ordered that some incense sticks sent by jhe Lama from L’hasea should be burnt, to testify his gratitude for the seasonuble supply. A blockade of that eptrance ot the place where the great canal joing the river, and the command of Golden Island on the Yang- teze, near Chin-keang-foo, would instantly stop the leading artery by which the imperial goverument 13 maintained, and would, if vigilent'y carried out, be immediately followed by extraordioary results. The British Admiralty have resolved on another Arctic expedition in search of the missing one under Sir John Franklin. Post says:—Mr. Davenport sustained romantic, balf. civilized savage Rolla, better than any- thing in which we have yet seen him.
