Por further partiontars nee email bill, at the Senate had, by a unanimous vote, laid Mr. Benton’s resolution on the table. Within the last two hours there has been a conference between the friends of the late administration and those of the existing one ; and it has been resolved that the tabling of the resolution was not a sufficiently marked and definite condemnation of its character and tendency. Ithas therefore been determined to pass a resolution to-morrow, before the adjourn- ment of the Senate, declaring that the protocol ig to be regarded as forming no part of the treaty ; and, in the second place, that it does not at all con- flict with the articles which it was meant to ex- plain. This is deemed necessary by the friends of the administration, 1n order to relieve it of the em- barrasement Mr. Benton’s construction of the pre- tocol would necessarily involve. It was at first surmised by the democrats that Mr. Benton was not moving in the matter without the concurrence of the administration ; but so far are the members of the cabinet, as well as the President himeelf, from sanetioning Mr. Beaton’s course, that they are most anxious to have that courge marked with the most distinct, full, and poses es creanetion: ave also announced, in my telegraphic despatch of a few hours ago, that the Bakinte have Tormath decided agamst the proscriptive course advoc: by two of its members. This wise and digni- fied, and if adheredto, a3 no doubt it will be, must gain tor the administration renewed confidence and esteem. Some removals must be made, but not for opinion’s sake. Mr. Meredith and Mr. Clayton have been foremost in opposing the pro- seriptive policy, and the President himself has de clared his determiuvation to discountenance it. {tis evident that Minesota does not atuod high in the estimation of the cabinet; or perhaps it is that the people of that territory are deemed toe strong in their principles to be injured by the FSIER'S SECOND OWIGINSL BsLLAD RN Taborunc Monday Eveniny Woare re Rainy Lo 1 Alona: Duncan Grays vin thoir parte Tiok- popel “Qu ta Ol oomth To commence atk ewes "HE GREAT CHINSSK MUSEUM, 639 BROADW t =pring and Prince strocta and ti countay, consists of a great number of life size Of silolsseos; several handred Chinese paintings; epart ounce Aud vests, modele of pagodas tomples an bridgos, 8} ns of Chinese manufactures, their agricultural aud mechanical implomehts instruments of music, lanterns. & &o. He is a whig and a Spanish 1; 60 that nothing has been conceded to the rets in this appoinunent, although it is the most natural thing 1a the world to suppose that Col. Benton wail not consider it aa any cause of especial hostility to General Taylor, The protocol, from all that we can learn, 1s un- derstood to amount to nothing, although it will probably be subjected to another investigation at the next ression, at the icstance of Col. Benton. We must do the Senator trom Missoun the jus- tice to sey, that his attacks upon Col. Polk’s ad- Ministration, in reference to this aforesaid protocol, were not from any intention to curry favor with Old Kovgh and Ready, but from a determination to be uvenged tor the hard judgment ot the court martial upon Fremont, which Col. Polk approved, when it would have been just as easy to set it aside. Tramp onthe toes of any one of Colonel Benton’s family, and you will pay the penalty, if he has the power, in a whole lite, to inflict it. Do any one of them a taver, and he will not forget it. A better father ora better friend does not exist, and a more determined and persevering enemy is not to be found. He cannot do too much tor a triend, ard he cannot punish too severely an enemy. He remembers both sides of the question, aad when the time comes fora requital, he is ready, without the aid of a prompter, to do his utmost. 4 We can only account for the nomination of Mr. McGaughey, of Indiana, on these grounds. H a good wi ig, out-and-out, even to the extent of ai ing and abetting the enemy in the war with Mex co. Mr. Ewing liked him. The free soilers of Indiana are supposed to like him. An important election takes place in Indiana the coming sum- mer. The free soilers muster pretty strong 1a that State, and if atthe same time you could satisfy the whige, and Mr. Ewing and the free soule: something meee be gained in the election. O| bimeelt, Mr. McGaughey is a weak man, aa un- popular m ind a maa without tact, talents er influence, and we see no reason why even the adminisnauen should regret his rejection. By the way, on the question of tree soil, the cabinet is understood to be thus divided :— Fora Compromi For Free Soil, Old Zack. Mg. Meredith. Mr. Clay Mr. Collemer. Mr. Jobo Mr. Ewing. Mr, Preston. Mr. Crawford. —Bot it 18 also understood that not a man of them— not one— will dissent to the proviso, if. ye majorit both houses. Indeed, it is supposed that old Zack would as cheertully sign the proviso as a bil for the re-establishment of a United States Bonk, The bg offices have yet to be apportiened— the foreign ministers, the collectors, sub-trea- surers, postmasters, &c. Two things have to be ¢ pone in this important distribution of the fat places :— 1 The appointment of such men as will give moet we ght to the administration. 2 Such a distribution as will not produce too sudden # re-action among the outsiders, includu | all thoee factions andghangers-on who are a de: | weight to a party in power, but whose votesare of some importance in an election. The purpose of Mr. Clayton is to purge the party of all the extraneous affiliations of the campaign, as far as consistent with satety, and as city ag possible ; or, in other words, no com- promise of a whig policy is to be made, to conci- Tinte the factious of the outsiders; but af they would be rewarded, they must cease to be natives or imdevendent Taylor men, and learn to become good whigs That’s all. Mr. Clayton, Mr. Webster, Mr. Crittenden aad Mr Clay are understood to be the guiding spirits of the edministration. Mr. Ewing 1s a disciple of Mr. Clay, and so 1s Mr. Collamer; so is Mr Me- redith. Mr. Johnson ie with Mr. Crittenden f. Preston and Mr. Crawtord are more attatched te Clay than to Crittenden, Clayton, or Webster, but are dieposed to be gover ty circumstances, Mr. Clayton, Mr. Crittende: . Ty, even Mr. Clay, have their fr for the sueces- sion ; but at present, the policy of the cabinet leaning more strongly toward the policy of Mr. Clay than that of any other one of the quartette, and we rather suspect that the mce of Mr. Clay in the Senate next ter, will give a definite shape to the course of the government, if it be not alieady sufficiently indicated as the oli wh icy. Me Clayton has succeeded in inducing Mr. ‘Webster to undertake the office of leader in the Senate; but mark us, if the whole whig party ia the Senate, Mr. Webster and all,do not instine- tively, on the return of Mr. Clay, return to him as | their rightful captain, whether he may oppose or | edope the policy of the administration, as indicated in the annual message.
