The cause of this is the despe- rate efforts of a clique of bears to depress the market value by selling large lots short, in the hope that the depreciation in prices will bring out stock from timid holders, and, by throwing large ameunts upon the market in this way, produce @ panic, that they may come in and fill their contracts at re- duced prices. This game has been tried several times within the pact month, bat it not having worked to the satisfaction of the bear party, they have been com- pelled to adopt another anda more desperate method Of flooding the market with stook. They have adepted the only alternative left, ase dernier resert, which is, to borrow the ctook of holders who are not disposed to sell. and at @ bring it for- ward for sale. The modusfoperandi is 2hus: an opera- tor having this stook. goes to a holder of say 100 shares, the market value of whioh is $6,000, and offers to lond him the full market value on the stook without inte- rest. This the holder considers a good operation, ashe has the use of the capital invested in the stook, without interest, with the privilege of calling for the shares loaned at any time; but he loses eight of the pro- bable depreciation im the value of his property, and the chen of r getting his stook back again, When he takes into consideration that he is loaning his property to an individual who borrows it solely for the purpose of depreciating ite market valu: mueh as possible, and who may return him thestoek, and de- mand bis meney, when the shares are selling at o'ght and ten dollars each below prices current when the Joan is made, and that, by his act, he has injured him. eelf and helped the bear speculator to sccomplish his object, it appears to us he will pause before he,lends himeelf to such # movement, however profitable it may at the first glance appear [t would be much better for the bolder to sell his stook out and out, at once, than to suffer himself to be made a tool of by @ sot of speou- lators, who are leaving no stone turned t> injure him; but it would be still better to have nothing to do with selling or disposing of the steok in anyway. We speak to those who have purchased for permanent in- vestment, Keep your stock, and, by so doing, you ai this important enterprise in the most important pal tioular. Operations of the bear speculators tend to destroy public confidence in securities of all kinds, and, by so doing, place obstacles in the way of the movements of this and other railroad companies, caloulated to do much harm. These are important reasons why stookholders should notlend their stock to epeoulators of any kind; but there is another reason, which alone fs sufficient to deter them from eo doing—and that is,the danger of losing the stock loaned. Inthe event of the stock ad- vancing Inetead of depreciating, the party loaning it bas no security but the responsibility of the broker borrowing it, that it will be returned; and then the owner runs the risk of losing the advauce, and may not ever be able to get his stock back again without paying the advance out of his own pocket. Nearly every individual loaning stock in this way is ignorant entirely of the object of the party In borrow- ing it, amd the uses to which the stock is put. Ass confirmation of this statement, it is only necessary to refer to an occurrence which took place in Wall street within the past day or two. One of the original sub- scribera to the new stock issued by the New York and Erie Railroad Company, to the extent of one hundred shares, who resides in the interior of the State, was applied to by letter, by s party residing in this city, for the loan of that stock, for which he would ad- vance six thousand dollars, (the market, but not the par value.) without interest. The offer was at once accepted—the ides of receiving $6,000, without interest, with the privelege of calling for his stosk again whenever he pleased, absorbed all others—and the certificate of stock forwarded. A few days after this transection, the owner of the stock happened into the office of the raiiroad comp: hen one of the Girectors remarked that he hedasold his stock, This the gentleman denied, when the director showed him bis certificate cancelled and the stock transferred to tome one else. This astonished the gentleman, and he then gave an account of the mannerin which his etock left his hands, which we have described above. When he was informed that he was no longer a stock- bolder in the New York and Erie Railroad Company, bis anger knew no bounds, and if the individual who had borrowed his stock and trausferred it out of his name had heard him. he would have returned it at the earliest moment. this way hundreds have been deceived, and in the end may be defrauded. The gentleman referred to above, isoneof the warmest friends of this important and gigantic enterprise, end would not for any consideration have been guilty of an act calculated to lessen the confidezce of the public in the work. This game is played every day with most of the fancy stocks, but with them it is a matter of no consequence, as they have so long besn @ foctball in the strest, that no one, or the property they represent, are injured by it; but with such a concern as the Eris Railroad, it is totally different. In connequence of the immense smount of capital invested in this work, the necessity for its rpeedy completion, and the great cost, compared with the original estimates, the public mind Is exoeediagly rensitive in relation toanything connected with the securities of the company and the operations on the road. We have repeatedly pointed out the many abuses which have heretofore been practised, and have bad feare that the road would not be finished, ualess } some great change was made in the management and in the system cf expenditure.
