The arrivals of specie from California must be large and frequent. The line of steamers is now in successful operation, and we shall toon have accounts from San Francisco up to the Ist of March, and after that every two weeks. This year the rate will be in- oreased, hut much depends upon the valuation of pro- perty. There ise great fleld for imprevement in the mode of asseseing the value of property. Under the present system, the upper portion of the island bears a greater part of the taxes, in proportion to ths actual or comparative value of property, than thelower and middle part; and there are numerous instances of pro- perty in the lower part of the city being assessed for only about one-half ite actual value. We have known of many cases where holders of property in Broadway have refased to admit the fall value of it, tearing the assessors would hear of it and tax it accordingly. The principle upon which the valuation of real estate has heretofore been made, is very unjust in ite operation, nd throws the burden of taxation upom those least able to bear it—we meen Owners of unimproved property in the upper part of the city, The income derived from real estate ehould be taken into consideration, more than it ap- pears to have boom, in appraising its: walue for the as- seeement oftaxes, This would relieve owners of productive preperty, and be a more equitable system oftaxation, Tt would be o step towatds an income tax, which, after all, is as fair and just » moethed of ralelug revenue for s government like that of this faeany other.
