THE ALMaNy Basin, “The bill granting to the city of Albany an appro- vpriation to pay the expenses of cleaning the Albany ‘Basin was considered. It was opposed in along speech by Mr. Coxz, of Or- Jeans county, cn the ground that it was the duty of che vcity to do the work; and not the daty of the State. .Hle said that it was unjust t» fands eet apart for the Erie canal, to divest any portion of them to this object. ‘No question was taken. RESPONSIBILITY OF BANK STOCKHOLDERS, ‘The important bill defiving the personal respo Dility of stockholders in banks, after lat January, 1860, came up on special order, Mr Craex, of Oreids, moved to amend the bill so 4hat it should not be constracd to extend the liability ‘beyond that contemplated by the constitation. The Legislature, be maintained, has no right to say what ‘the conatitution means That instrament must speak for iteelf, Tho smountin the bill, he urged, goes be- qyond the constitution Mr. Coox, Chairman of the Bank Committee, said it «was of the utmost importance to define this responsi- Dility. Senators forgot thut no corporation need put thomecives under this law or under the constitution, cinless they chose to issue notes of circulation. They aight take deporites, and discount. and sell exehaoge —might do ali the business cf banking but issue notes as money. Mr. Busi, of Buffalo, considered that the effect of the bill would be to drive out of existence $2,000,000 of Safety Fund Bank capital, aod no prudent man, he @aid, would, in that case. invest in the business, Mr Coox urged the justice of the bill to stoexhold- ers: if it is not paseok, after January 1st, 1854, every stockholder of a failing bank 15 liable to be pursued for @ll debts, by any crediior, and instead of making the Mability equal, the burthen would be made to fall on euch as might be selected, because of their greater ability to pay. This bill made s pro fata fability. Mr. Ciaax’s amendment was lost, and progress was Seported on the bill. Business Left Undone— Miscellaneous Matters. Alter all, the various attempts of both houses to do something for California, have proved abortive, nd nothing has been done on the slavery question, a8 we predicted from the begianing. _Mr. Badger and Mr. Cameron killed the New York branch mint, by simply objecting to its being read twice on the day of its introduction, which carried it over to the day after the adjournment. The bill refunding certain duties on goods lost in the great fire of New York, was deteated in the Senate. Mr. Hunt, Chairman on Commerce of the House, carried it through that body, and various other measures of advantage to the mercantile ia- terest, and now thut he has been called home, we we may take the liberty to say that his conduct as a member of the House, hag been that of a tuithtul representative and the true gentleman. Respected by all parties here, we teel assured that as Comp troller of New York, he will confirm the respect of all parnes at home. z i i Nor would we permit Mr. Dix to retire without bearing testimony to the high position which he ha» won in the Senate, asa scholar and a states- man, as a Senator and as a man. The Canadian reciprocity bill goes over. South- em Senators are onposed to it as a quasi Measure of annexation ; and they think that the North is strong enough in Congress already. We believe thet no eflorts ot Mr. Dix could have carried the bill throvgn at this lust session. z ne baal bill, 2. The Tehuantepec scheme. 3. The bill of cheap postages. 4. The continental central railroad bill of Mr. Benton. 5. Mr. Whuney’s bill. The biil for the cripples of the army. 7. The terntonal bullevot all sorts. nt 8. The bill tor the abolition ot the slave trade in this district, and all other slavery bile. And 9. Several hundred private bills, go over to th next session, and various public measures ne enumerated. Altogether, the session has been a session de voted in the House to Buncumbe, and in the Se- nate to long speeches trom day to day, trom the beginning to the end. We have never known 4 session se abundant of speeches, and so barren results. Ww. Wasuina ron, March 6, 1849. The Two Inauguration Balls. There were two rival inavguration balla last night—one gotten up by the ultra whigs, aad one by the no-party friends of Gen. Taylor. The tor- mer was celebrated in a tremendous white pine ehanty, hitched on to the gable end of the old rick- ety City Hall, sundry rooms of which were appro- pria ed for ladies’ dressing rooms, including the Mayor's office, and others for the supper and liquoring rooms. But we leave a particular de- scription of the affuir to our associates. It was understoed to be the orthodox thing, and that old Zack would take his supper there; and that fact getting out, the tickets weat off in the evening with astonishing success. But the pressure cf the multitude coaverted the affair mnte a sort of experimental purgatory, Ladies fainted from suffocation, in attempting to get inte or out of the supper room, from which the grutle- men were excluded altogether. Ia the pavilion the atmoephere was hot and poisonons, and the thousands of candies, swinging in their woodea frames ever head, showered down their grease as if it were raining second-rate spermaceti, and diffused their carbone acid gas ia @ visible cloud of smoke the entire length and heivht of the shanty. The loag aisle leading to the supper rooms furnished such a scene--such yells, shouts, and contusion—as to juetity the feur that the building was on fire, and that the crowd were struggling, each in selfish respect of others, to make their escape. We were intormed that late in the evening the monagers commenced seliiug their tickets at re- duced prices, in order to quash the affair at Jack- son Hall. So far from succecding, if they really did descend to this vile expedient,(which we can- not believe,) they enly spoiled what might have been, if properly managed, a very supe:iur demoa- stration. As it was, instead of giving ten dollars thus to be victimized, there were huadreds wie would have preterred, it necessary, purchusing the nivilege of staying away at the same price, or at even double the sum. j We must do the white pine shanty the justice t say thar their supper was excellent and abuadaat; that they furnished champagne as freely as water ; and eegars by the box, tor the asking. For the geting up of the supper much is due to Mariaao Cavero, the experienced head- waiter ot Colemau Hote}; but still, one ovject of an early departure ircm the shanty, to very many, was to get some- thing to eat—the mob in the ales shutting off the phyeically weak trom the remotest idea of a share in the oysters. De gusithus non est disputandem--somewhat musty; butit istrue. Many are pleased with the tush and the crush at the white pine bazaar; but the losses of hats, dilapidated beyond Beebe and Costar’s recognizence—and the manullas, cloaks, shawls, sears, josies, caps, tans, and shoes, lost or destroyed--the rich dresses saturated with grease, ot rent to pieces by the pressure of the | people, are things to be remembered among the assets and oficets of the carnival The afluir at Jackson Hall—the no party, or ra- ther the ball without distinction of party—on the other hand, was really an elegant affair. The company was fine—the order was excellent— there was no confusion, no rush, no’ shower of grease, no smoke, no broken bones, no tadiscri- minate mixture of dry goods in the dressing ro ms, no trampling of riles of hats under foot, no taking of other men’s coats and cloaks by mistake, ne rush for the supper as it the building were on fire, no shouts, no imprecations, uo disorder, inevitable ina crowded multitude. ' The supper prepared by Gautier, from Paris, was euperb. He ts the artiste ot diplomatic din ners, and knows kow to seta table in style. Tne truits, confectionary, and wines, were profuse aad of goed quality. Tnrre was nothing Dutch about i boned turkies were more numerous thaa roast pige—and terrapin stew more plenutul than sau- sages—preserved pine apples superseded pickled caboege, and in every reepect the supper was Pa- risian in taste, and American in its abundance. The President, Vice-President, Colonel Taylor, brother to Old Zack, Colonel Bliss and lady,patron- ized both bul #, and as neerly as possible divided their Ume between them. The whig ball was the popular ball, even with the democrats; the ne- party ball was the select ball. At the former the multiivde, and the smoke, and the grease spoiled the sport; at the latter, the evening passed off pleasantly. ‘ Tne whig ball was victorious in numbers—the no-party ball was triumphant in enjoyment asd a otange ter corruitetion, inked CURE WsRRANTED FOR ONE DOLL AR.—PAlVATE | Dovtor Medien! The managers at the whig ball did their best to preserve order, but it was impoasinle. At the no-party bail order and comfort were natural consequences of the absence of a crowd, and the prevalence of a good atmosphere and no joutling.
