The 4th of March isso close at hand that every one will wait with patience the advent of the new government. The President of the Baltimore and Susquehanns Railroad Company has recently remitted to the Trea- e@urer of the State of Maryland, $5,000 on account of dnterest on the debt due by the company to the State. This isa large payment at this m of the year, when the canals are closed, and is an indication of the growing prosperity of the company. The proportion of specie on hand to paper fa cireulation, according to the latest report, was as one tofour. The aggregate capital of the above banks amounts to $3,500.700, The excess of discounts, over and above the total capital, was $1,093,299, being more | than fifty per cent as mach sgaia asthecapitel. Since 1844, there has been a very great change in the position of the banks of this State—a change by no means fa- vorable. The Committee on Banking, in the lower house of the Legislature of New Jersey, have reported that the adoption of neral bank system, similar to that in operation in this State, is inexpedient, as it tends to s rapid increase of banks and banking capital. The report urges upon the House the necessity of guarding very strictly the bankiog system, and pre- venting the increate of cupita’ employed in banking, except for good and sufficient reasons, It is about time the Legislature of New Jersey adopted some measures to prevent the establishment of such banks as the Plainfield, the New Hope and Delaware Bridge, and other similar institutions, and, if possible, give her banks generally @ better character than they have for some time past enjoyed. We do not wish to be understood that there are not any good banksin New Jersey—institutions judiciously and properly con- ducted—for we have no doubt there are as good banks in that Stave as in any other; but the existence of such concerns as the New Hope and the Plainfield banks, for such @ length of time; the impunity with which they carried on their swindling operations, and the difficulty experinced in getting the Legislature to in- terfere and arrest the movements of the parties en- gaged in swindling the public, have given the banking system of that State a reputation rather detrimen- tal to its credit beyond its own limits The liquidetion of the affairs of the Bank of the State of Alabama and branches, progresses with as much rapidity as cireumstances will permit. The an- nexed statement exhibits the amounts collected at the mother bank and each branch for the six months end- ing January lst, 1849:— Banx or tHe State or Atanama anv Brancues,— Coxtections From JuLy 1, 1848, ro Jan. 1, 1849, Bank of the Sta! This looks we!l for the ultimate result of the operations of the commis- tioner and trustee. Debts due most of the banking in- stitutions in different parts of the country, whicharein & state of liquidation, have been paid up much better than generally anticipated, and tho improvement going on in the financial and commercial affairs of tho ‘Weatern and Southern States will give the trustees of these institutions more facilities for winding up their affairs, The circulation of the Bank of the State of Alabama and branches, forms part of the State debt, and the collections made from the assets of those institutions, are spplied to the redemption of this por, tion of State indebtedness. Caltforma—A new Movement— Miscellaneons Fragments. A new movement was made to-day, in the Senate, in behalt of California. It was a curious thing. Mr. Calhoun said it was incongruous to Stick @ territorial bill into an appropriation bil’ ag an emendment. But the experiment has a more important feature about it than its incongruity, 1f persevered in, it may be carned throu; shoulders of the civil and diplomatic Night the provio added in the House, cause that billtobe lost, ard the pay and the mileage ot the President and members of Congress to go over to December next. But of that we have no apprehension. Coa gress always take care of themselves, if they do nothing else ; and alter some useless discussion of Mr. Waiker’s and Mr Bell's territorial amend- ments, they willbe cast oyt, aad the territories may go to the devil, for the members must have their money. Lieut. Drayton, of the schooner Pearl, which carried off, last spring, from this city, 170 slaves, on an abolition expediuon, haa been granted a new trial, on the indictment ef kidnappug. The plea ot the pnsoner is, that he acted aga commoa camer, and not as a kidnapper; and if the ma- nagers of the schooner can prove this, they will be rpleeaetiontiy aodlecineot, but still subject to aa- sw alding and abet ‘4 4 away mae : ting in the escape of run- he city is infested with pick-pockets and hizh- way robbers. The Crain desired the Senator to state his point of order, Mr. Atuenton stated his point. The amendment ‘Was not germaine to the bill.
