The rpeculative movemrnts reported in this etaple were sufficient to sustain the ruliog quotations, end apy increase in the demand would create afarther improvement, The rise in Consols and in American securities is indicative of a very easy money market, anda return of confidence beyond our most sanguine antioipations. A reaction has commenced in the Anancial and commercial affairs of Europe, which will give an impetus to every branch of industry in this ‘country. It could not have commenced at a more aus- picious moment, aud we are about opening upon a period of prosperity, unprecedented in the history of our existence. The value of merobandise imported into this district, for the week ending the 9%h inst,, was $3,470,735, of which $3 376.824 were in dutiable goods. The amount of duties paid on these goods was $839,532 ‘These imports were independent of those sent to the warehoure. The value of dry goods entered for warehous- ing during the week was $128 688. Tbevalue withdrawn $193,761. Of the aggregate importation, $1,818,056 was in dry goods. The drafts om the assistant treasurer of this port, paid during the week, amounted to $274,725, which, deducted from the receipts from customs, ry balance, being the increase im deposits for the week, of $564,807. This amount in spe ste, drawn prinolpslly from the vaults ofour banks with the prospect ofa steady drain for some weeks to come, has hardened the markets, and taken a large amount of capital from iavestment in stocks. Asatemporary relief, the Seoretary ofthe Trea- sury has postponed the payment of outstandiag instal- ‘ments due on the last loan, to the Ist ot April; but we + have very little faith in the good cifect of auch acts. Itis probable that most of the amount due on that loan has ‘been ready for payment for sonet'me,and no doubt many would rather psy their portion in at once than have it delayed a day, as the postponement compels them to ceek other investments for the period, subject to the difficulties of short loans and the danger of de- preciationin the market value of securities in hand. It would be much better for all classes connected with the finances and commerce of the country if the government adhered strictly to the laws regulating its financial affairs. Under the present administration, it is impossible to tell what movement will be made next. The money market is regulated and controlled completely by the Secretary of the Treasury, and any clique of Wall street speculators that can get him in their interest, merely by infringing some act of Con- gress or by not enforeing the provisions of some par- ticular law. If the law is strictly adhered to every ene knows what to expect, and they can govern them- eelves accordingly; but if it is not, and movements are nade to suit the interest of certain parties, everything suneettied and the caloulstioms of many destroyed. ‘This has been eo frequently practised by the present Seoretary of the Treasury, that we look for any thing 2rom bim, and muet expect for the next three or four weeks any movement calculated to aid the ball stock epeculators of Wall strevt. It is @ matter of much importance to capitalists, and ’n fact to all classes, whether the new Secretary of the ‘Treasury will carry out the Independent Treasury act asintended by the act cf Congress—whether he wilt endeavor to make it aseasy in its operation as porsible for the purpose of bencfitiag certain interests and inflating oredits and prices, or whether he will carry it cut in its strictest sense, and endeavor to make it as onerous as possible, that ats repeal or modification will be demanded by the party at the next session of “Congress. A great deal depends upon the course pur- eued by the new administration relative to this mea- ure; but it is our impression that the Independent Treasury jaw will be for a time relieved of its most aigid specie provisions by the successor to Secretary ‘Walker, for the purpore of giving an opportunity for an expaneion in public and private credits and a move- ment in speculation, that it nay, when enforced strict- ly, turm public opinion against it and demand its re- peal. This policy has often been pursued by the party about coming into power, and the leaders know how to make it work effectually. It will be their aim and ob- ject to make it as objectionable as possible, and it is by mo means impossible that they may not suceeed. The movements of the new administration, in relation to our financial policy, will be watched very closely, and vith much anxiety. The statement put forth by the Board of Directors of the Hudscm River Railroad Company, previous to issu- dng proporals for a loan of four miilions of dollars, will be found in this day's paper. It is stated that this amount will be required to complete the road to Albany, and provide all the machinery, and other ap- spurtenances necessary for the most active operation: of the line. The new estimate of the engineers places the aggregate cost at $7,235,740, feur millions of which <qill be represented by bonds bearing seven per cent interest, and the balance by stock, drawing interest at geven per cent, until the road is completed, The bonds about being issued will be secured by the first lien upon the road and all the property of the company, ‘This will make them, st all events, » investment, asthe road will be cheap enough to the bondholders, qhould it ultimately fall into their hands; but the stock. holders will have a very poor look for profits from the remainder of the nett earnings.
