A New Developement—The Mexican Treaty—The Gold Dollar. Mr. Stephens, of Georgia, to-day asked, but did not obtain, leave to introduce a series of resolu tions, calling upon the President of the United States to furnish the House with a correct copy ef the treaty with Mexico, and particularly those am ticles in the original treaty which were stricken out or amended by the Senate of the United States; and also whether there is any evidenee in the Department of State, of a certain protocol, making certain assurances on the part of this ge- vernment, and which were not ratified by the Se- pate ! This protocol, or something like a copy of it, isembedied 1m Mr. Stephens’ resolutions ; and a8 it Was not ratified by the Senate, doubts have arisen as to the validity of the treaty. The principal staple of discussion in the House | of Representatives, during the week, has beem | the abolishment of slavery in the District of Co lumbia. Oppesed, as we are, to the institution of “domestic servitude,” we cannot but think that | the course suggested by many of the gentlemen | from the Northern States would not only be wn- | just to the people here, but dishonorable in the extreme. As to the proposition to leave the sub- ject of abolishing elavery to the inhabitants of the district, black and white, itis one of those exhi- bitions of fanatical nonsense which deserves \ searcely contempt. But the proposition to leave it to the white population here to decide, and it the | decision ig in the affirmative, to free at once all | slaves, without compensating their owners, is scarcely less unfair. We doubt very much if slavery can be done away with in this district un- | der any circumstances, unless with the conseat ot Maryland and Virginia. If Congress will pass a law prohibiting free blacks from settling here, every man tn the distriet will hold up both hands in tavor of the measure. A more lazy, dirty, impudent set of rascals never breathed than the free blacks who infest Washington; and if a clause 18 also inserted in the bill, compensating the owners of the slaves, and setting them free, tew will object. The only decent blacks here are the slaves—the others are neither more norless (with a few exceptions) than a set of vagrants. The bill reported by Mr. Edwards, from the Committee on the District of Columbia, prohibit- ing the introduction of slaves as merchandise, or for sale or hire, is an excelient one, and we hope it will pas. Under the law of Congress, the bids for the printing of the two houses for the next Congress were to be opened to-morrow, had not the resolu- tion of Mr. Pearce for extending the time inter- cepted the requirement of the law. Mr. Pearce’ resolution postponed the time for closiag the re- ception of bids to the Ist of March. Mr. Came- ron, suspecting, perhaps, that this was but a move- ment to give back again the printing to the two leading party presses of this city, had the resolu- | tion of Mr. Pearce called back from the Louse to- day, and in the debate upon the reconsideration, Mr. Pearce charged that Wendell and Van Ben- thuysen had not fulfilled thetr contract—that the paper was thin and inferior—that the body ol the ty pe was of a larger size than the face, thus extead- ing and spreading over sixteen pages, matter which under the contract weuld amount to thirieen pages, or ag increase of thirteen per cent of the compo- sition upon the terms of the contract—that the paper, instead of being of the quality of five dol- Jers a ream, was of the sort—the thia aad worth- lees stuff which sells at three dollara aud a bai yer team—that the rale and figure work was spread over three times the surface, required—that the work wae shockingly done, full of typographi- cal blunders, and delayed in ite execution beyond ellreason.
