COMMERCIAL AFFAIRS, MONEY MARKET. Friday, Jan. 26.6 P.M. The gold fever rages high in the street, but quota- tions for etocks have not been much affected. Tho bulls and bears are carrying on a desperate game, aud every report frem the gold mines is distorted in every way, to answer the purposes of each party. The bars of gold exhibited in the streets yesterday, represonted ‘to have been received from California, via Valparaiso and the Isthmus of Panama, created a momentary ad- vance in prices for fancy stocks; butit has not been carried to the extent anticipated, and the bulls are somewhat disappointed. It appears to be exceedingly difficult te get up prices, With a very easy money market—a very reduced rate of intersst; with the pros- pect of a large importa'ion of gold from Califorais, and anactive business upon the opening of the spring’ ‘fancy stocks do not move up more then a fraction week after week. Tho bears appear to be impressed with the idea that prices for most of the fanci high enough; that they are selling for all they are worth, and that it will require very large importations of gold from Cali- fornia, or eome other place, to inflate them much beyond present limits. General Taylor's Policy—Proscription or no Proscrip- $e. ‘The fourth of Maroh ia ray idly drawing nosr, and to the present time searcely anything is known as ro- garde the intentions or policy which will be pursued by the Presideng clect. Vague guesses and oraenlar sivings out are plenty enough; but we do not believe that a single fact has as yvt transpired, which throws Spy light upon General Taylor's policy ; and for the simplo reason, that he bas not yet made a confidant of anyone. Much will necessarily dep: pon circum. stances, and it is therefore useless to predicate in such scase. There oan be little doubt, however, but that bis cabinet will be selected from the whig party—for it is ureless to deny that he was elected by that party. True, thousands of no party men voted for him; put where is the statesman in the United States who re- presents the no-party phalanx? General Taylor has declared that he is not an ultra whig; and the most liberal construction which can be placed upon the de- claration is, that he is not wedded to tho oid issues of the whig party. Upon the great general policy of the igs, We ure inclined te beiiove he will auy mi One of these at general prinol- pudiation of proscription, and in this mat- ter General faylor may be found to bes very differ- entman from General Harrison. The latte:, before lection, declared he inteaded “to proseribe pro- tcription,” but he yielded the patropage to the diff entheads of departments, and the comsequ that during his short career of ome m capitations took place, than unde: nistration in a similar period. Hi then, will be ti peat trial with General Taylor Let himgive up to is cabinet any portion of his rights, and his mild po- lee will pce be cast lee No person oan dispute the faot, that th - bere of oftelals here’who were placed in office parely on party grounds, and who, spurt from those oonside- Tations, would not be retained in office a singie hour. To diemiss such men will not be proscription; on the contrary, it will be a meoessary duty. There are others again—whigs as wellus democrats—who have beco spysrenmeaed and are unable to fili thei: feral p ns. These men will doubtless be removed, to make room for men of active business habits; and if such persons are foundin the whig party, they will natu- Tally and of rightexpect to beappointed There is no proscription in that either. But where you find an Aotive, intelligent man filling an offloe - one who, what- ever may be hin private opinions, (and every Amerioan citizon is entitied to form bis own opinions,) dovs nei lug them into his oes with him, and why, in the ap- pointment of bis clerks, has never demaai what a are before employing them, such aman should be retuined in office, and to dismiss him would be prosoription of the worst type. The present ad- ministration has been character:zsd a3 @ proseriptive one, and yet we hasard nothing ia the assertion, that heaily haif of the officials in this olty are either whigs or men of no party whatever. This assertion may Sppear strange to thore who have boon in the habit of hearing otherwise, and yet such isthe fact. Several of the heads of bureaux are whigs. Large numbers of the ohief clerks are also whiga; whilet auong the clorks you willalso tind » large sprinkling of whigs aad no party m ‘To sacert, theretory, that General Taylor's admintetration will turn out imQlooriainately all de- iocrats in office here, in to endeavor to prove that tho Dext administration will be far more prosoriptive than are . wll oMsials @ politicians, | HOt prepared to believe, But we reps who bei = Offices becaure they tunst expect to be removed | Prominentiy among the officl | tions with orcdit to themreives and advantage to the | country, is the present able Commissioner of the Gene- ral Land Office, Judge Young. his gentioman is at | the head of the largest and most ardaous bureau under the government.
