The Concord road is now completed to point within twenty miles of Springfield, and the con- nection can be made at a cost ef less than half a mil- lion of dollars. This will be dene at once, if an ar- rapgement of some kind cannot be made with the Hartford road, so as the travelling public will moet with no detention and vexatious delays. This short ine of road, under the present management, deranges the whole through eastern travel; and the only reason why the directors refuse to make the through con- nection perfect, 1s that some of the board are large owners of steamboate running from New York to New Haven, and other points on the Sound, and it is for their interest to protect the steamboat liner; and they express @ determination to place every obstacle in the way of the New Haven Railroad Company, if it does not purchase their boats at their own valuation, and give the Hartford company bonus upon every pas- senger brought to and taken from the New Haven Railroad. The estimate of the company for the calendar year just closed, was $320,000, and it will be seen that the gross income has fallen but $964 short. The company formed this es- timate upon the supposition that the New Haven road and the Harlem extension would be in full and active operation at least one month be fore the close of the fiscal year; instead of which the New Havem road was open only one week, and the Harlem extension was opened on the last day of the year. The receipts from these sources have therefore been limited, notwithstanding which the income of the Harlem company has fallen short of the estimate less than one thousand dollars. This is pretty good evidence that the company have not been too sanguine in their calculations, and the result will give the public confidence in these hereafter made. Estimated running expenses, 50 per cent of gross receipts......... cece e cece seers 271,958 Estimated net income, 1849........... $271,957 ‘This sum would be large enough to pay the eight per cent dividend in the preferred stock of $1,500,000, and six per cent on the old stock of $2 500,000. This is placing the aggregate amount of indebtedhess at $4,000,000, which is above the actual amount; but it is estimated that the road completed, and in perteot order, to Dover Plains, provided with all the necessary running gear, and the real estate owned by the com- pany, will cost about four millions of dollars. From Dover Plains to the point of connection with the Mas- sachusctts Western Railroad, the distance is about forty miles; it is estimated that the road from the pre- sent terminus to the Western road, can be constructed for less than one million of gdollars; and we learn that the company intend putting it under contract at once. By the amendment to the charter of the company the net earnings of the road, after completion to Dover Plains, must be applied to the payment of dividend: first, on the preferred, and secend on the old stook, It is, therefore, pretty clear that a dividend of some kind must pe paid to the holders of the old stock, next July. Ifthe above estimate is realized, a semi-annual dividend of three per cent. can, and, without doubt, will, be paid on the old stook, on the Ast of July, 1849. The net earnings for the year just closed amount to $159,618; the interest on the debt amounts to about $59,000; leaving the sum of $109,518 applicable to the payment of a dividend on the old stock, or to the extension ofthe road. It is the opinion of many of the holders of the old stock that they are le- gally entitled to that amount, in the shape ofa divi- dend; and they are undoubtedly right. The preferred ateck was estimated to be sufficient to cover the whole amount of liabilities and the cost of impreving the old track, extending the road to Dover Plains, &c. &o.; and there is, therefore, some anxiety manifested to now what appropriation has been made ofthe o: hundred thousand dollars earnings during the past year, over and above the rumning expenses, repairs, and interest on the debt. The old shareholders ar clearly entitled to these earnings, either in cash or in new stock. It would be well for those interested to make some enquiries in reference to this matter. The receipts of the Syracuse and Oswego Railroad Company, from the opening, Oct. 16th to the 14th of December, from passengers, exceed six thousand dol- lars, During the week following the close of lake nayi- gation, the eum received was over $800 The company estimate their receipts, for passenger traffic alone, the frst year of operation, at one hundred thousand dollars, ‘The president of the Susquehanna Railroad Compa- ny has transmitted to the Treasurer of Maryland $15,000, on aecount of interest due the State, for the year 1849. At this rate, (65,000 having been previously paid in,) the company will certainly be able to pay the whole annwalinterest of the State so soon as the pro- posed connection is made with the Central Railroad at Harrisburgh, if it does not pay it all without such con- nection. The engineer of the Harrisburgh and Lancaster Railroad Company has commenced the location of the branch railway from Portsmouth to Columbia, and has already completed that part between Chiques creek, and the latter place. The work will be put undercon- tract without delay, and it is the intention of the com- pany to complete the whole line and have it ready for ure by the Ist of Jan, 1850, Responsible contractors have offered to construct the road and deliver it up to | the company complete, within the time specified, and for a lees sum than the estimate of the engineer. The paper which they have drawn up isa re- eapitulalion, as we snpposed it would be, of the intractions of the North of the compromises of the constitution, on the subject of slavery—particu= Jarly of the conduct ot the Northern States fier illy in refusing to surrender up the fugitive slaves of the South, as required by the constitution. In brief, the paper, or report, or proclamation, or whatever it may be called, embraces a history of the aggrec- sions of the Northern people and the North-rn States on the peculiar institutions of the South, and presents the necessity of some concert of action among the Southern States, to arrest the still more alarming encroachments which are threatened toward the extinction of' their do- mestic institutions. The report, we understand, | gives also a back handed complimentto Mr Pill, | for signing the Oregon territorial bill, with the ‘Wilmot proviso as a part of the fundamental law ot the land. The report or preclamation submis ; no plan of operations, but recommends unity and v'gilance on the part of the Southern States, and a fixed resolution of resisting the fearful aggressions \ which are impending over them. On agreeing to this report of the sub-commitiee of five trom the committee of fitteen, appointed to | prepare and present it to the caucus, the committee | of fitteen were thus divided :— Ayes —Morers. Morehead, Gentry, Rusx—7; all whigs but one, to wit:—Mr. Rusk, of Tex | _ The committee of fifteen will, therefore, by a majority ot one, make their report to the general Southern Congressional caucus, to be re-as-em- bied in the Senate Chamber on Monday evening; and whether the expose of the committee, of Nort! | ern uggressiony, ig adopted or not, we suppose the effect will be nearly the same, in the publication of the paper as part of their proceedings. The vote of Mr Rusk, of Texas, in the commit- tee, is significant. [t 1s conservative. It is con- cillatory. We think it indicates that if the boundary of Texas be extended by act ot Con- grees, to the Rio Grande, all the way up, in- cluding nearly all of New Mexico, with its capt- tal of Santa Fe, that then Texas 1s ready to aoply the Wilmot proviso to the rest of the territory acquired by the treaty of Guadalupe Hidalgo. If there is to be any pitched battle in the House on the slavery question, this session, it will b+ on the boundary of Texas, Of herself she has no more title to Santa Fe than she hasto Santa Cruz. She gent a detachment ot mercantile troops in 1341, to occupy New Mexico, but they were t.ken priso- ners by Armijo, and sent to the erstle of Perote. ‘That attempt constitutes her claims by conquest, But she has a constructive claim growin out of the resolutions of annexation; and the plea that Congress, since the treaty with Mexico, his no jurisdiction in the matter, will probably have greater weight in Cengress, evén in the House, than many would at first suppose. The policy of conciliation, then, adopted by the members trom Texas, is their proper policy It may aecure them the boundary of the Rie Grande, all the way up; but there will be a fierce opposition to this extea- sion of the limits ot Texas; that 13, of the limus of | her proper jurisdiction, as now existing; for noae | will pretend that the U.
